<p>WASHINGTON (Reuters) -U.S. President Donald Trump said on Tuesday that a trade agreement with Vietnam was nearly complete.</p>

<p>Trump told reporters at Joint Base Andrews near Washington that he could release details of the Vietnam trade agreement, but did not think it was necessary.</p>

<p>The U.S. president announced earlier this month that he had struck a preliminary trade deal with the Communist country, which would cut planned U.S. tariffs on imports from Vietnam to 20% from the 46% level he had threatened in April.</p>

<p>At the time, Trump also said goods that Washington deemed to be illegally transshipped through Vietnam to other countries would be subject to a 40% levy.</p>

<p>The agreement has not been finalized and details have not been released, leaving questions over how Washington will define an illegal transshipment and how much value Vietnam must add to imported products to avoid the 40% tariff. It also remains unclear which products would fall under Trump's 20% tariff.</p>

<p>Vietnam has not confirmed the specific tariff rates, celebrating what it described as an agreement on a joint statement about a trade framework.</p>

<p>Asked if he planned to release details of the trade pact with Vietnam, Trump told reporters, "Well, I might. I don't think it matters how much you release of the deal. We have a Vietnam deal, and I would say that that deal is being pretty well set."</p>

<p>Vietnam has nearly tripled its exports to the United States since the start of the U.S.-China trade war in 2018, when the first Trump administration imposed wide-ranging tariffs on Beijing, pushing some manufacturers to move production south.</p>

<p>At the same time, Vietnam vastly expanded imports from China, with their inflow almost exactly matching the value and swings of exports to the United States, each totalling around $140 billion in 2024, data from the U.S. and Vietnam show.</p>

<p>WASHINGTON — Senate Republicans voted Tuesday evening to advancing a package of spending cuts proposed by President Donald Trump as they race to pass the measure by a Friday deadline.</p>

<p>The procedural vote on the $9.4 billion rescissions package, which seeks to claw back previously approved funding for foreign aid and public broadcasting, passed 51-50, with Vice President JD Vance breaking a tie.</p>

<p>Three Republicans — Sens. Susan Collins of Maine, Lisa Murkowski of Alaska and Mitch McConnell of Kentucky, all members of the Appropriations Committee — joined with every Democrat in voting against it. The Senate will hold a final vote on the proposal later this week.</p>

<p>Earlier Tuesday, Senate Republicans and the White House agreed to make a significant change to the measure as they sought to secure the simple majority needed to pass the rescissions package through the chamber. They planned to remove of about $400 million in cuts to PEPFAR, the Bush-era foreign aid program to combat HIV/AIDS, which has been credited with saving millions of lives.</p>

<p>"There's a substitute amendment that I think has a good chance of passing," White House budget director Russell Vought told reporters after meeting with Senate Republicans. "PEPFAR will not be impacted by the rescissions."</p>

<p>Republicans plan on passing it on party lines through a rarely used filibuster-proof process that gives Congress 45 days from the time of the White House request to get it to the president's desk. That deadline is Friday.</p>

<p>The Senate's plan to amend the bill means it will have to pass the GOP-controlled House again before Trump can sign it into law. The House narrowly passed the rescissions package 214-212 last month, with four Republicans voting against it,</p>

<p>"There was a lot of interest among our members in doing something on the PEPFAR issue, and so that's reflected in the substitute," Senate Majority Leader John Thune, R-S.D., told reporters. "And we hope that if we can get this across the finish line in the Senate, that the House would accept that one small modification that ends up making the package still about a $9 billion rescissions package. A little less than what was sent over the House, but nonetheless a significant down payment on getting rid of waste, fraud, abuse in our government."</p>

<p>The bulk of the cuts are to foreign aid. The package also slashes $1.1 billion from the Corporation for Public Broadcasting, which funds PBS and NPR. That has sparked objections from some Republicans, who say constituents in rural areas rely on those stations for essential matters like emergency alerts.</p>

<p>Thune said Sen. Mike Rounds, R-S.D., who had concerns about rural broadcasting, struck an agreement with the White House that "allows them to reprogram some funding that would address the 28 stations around the country that receive funding through CPB that are on our Native American reservations."</p>

<p>Rounds said he would support the legislation as a result.</p>

<p>"This is a direct agreement with OMB that they would transfer the funds over to the Department of the Interior. The Department of the Interior has agreed to accept it and to issue the grants," he said. "We've told them very clearly what we want is those resources to be made available to these Native American radio stations."</p>

<p>The White House said it will resume spending the funds if the Senate doesn't send Trump the package by the 45-day deadline.</p>

<p>"We have to remove our hold on the money," Vought said. "So we will not implement the cuts if this vote doesn't go our way."</p>

<p>Senate Minority Leader Chuck Schumer, D-N.Y., has slammed the proposed cuts and warned that if Republicans rescind spending programs approved in bipartisan deals, it would make it harder to achieve the 60 votes needed to strike a funding deal this fall.</p>

<p>He said Tuesday that Democrats still hope to keep spending decisions bipartisan.</p>

<p>"We are doing everything we can — everything we can to keep the bipartisan appropriations process going forward," Schumer said.</p>

<p>After an earlier setback for the Trump administration when House Republicans failed to advance a key procedural vote on a package of legislation including three crypto measures, President Donald Trump said late Tuesday he has made a deal with Republican members of Congress to advance the legislation on Wednesday.</p>

<p>Trump said in a post on his Truth Social platform that he met in the Oval Office with 11 of the 12 GOP members needed to pass the package.</p>

<p>"After a short discussion, they have all agreed to vote tomorrow morning in favor of the Rule," Trump said. "Speaker of the House Mike Johnson was at the meeting via telephone, and looks forward to taking the Vote as early as possible."</p>

<p>Trump did not provide specifics about the deal.</p>

<p>In a lengthy statement released later, Johnson thanked Trump for helping lock down the necessary votes to advance the crypto legislation.</p>

<p>"I'm thankful for President Trump getting involved tonight to ensure that we can pass the GENIUS Act tomorrow and agreeing again to help us advance additional crypto legislation in the coming days," Johnson said, referencing the name of one of the bills.</p>

<p>Earlier Tuesday, a dozen House Republicans bucked Trump and Johnson to prevent the legislation from advancing on the floor -- joining the entire Democratic caucus -- and, at least temporarily, freezing activity in the House. The final tally was 196-223.</p>

<p>Johnson had said earlier that while he anticipated that there may be enough opposition to defeat the effort, he felt that it was "important" to try to advance the bills. Republicans have a narrow majority in the House -- with 220 Republicans compared to 212 Democrats.</p>

<p>Johnson said that he would attempt to work with Republican holdouts to answer questions.</p>

<p>The speaker explained that conservatives who voted against the rule want the crypto bills -- CLARITY, GENIUS and Anti CBDC Surveillance Act -- combined into one big package, rather than take separate standalone votes on each measure.</p>

<p>"This is the legislative process. We have some members who really, really want to emphasize the House's product," Johnson said. "They want to, want to push that and merge them together. We're trying to work with the White House and with our Senate partners on this. I think everybody is insistent that we're going to do all three, but some of these guys insist that it needs to be all in one package."</p>

<p>The intraparty rebellion comes after Trump strongly urged Republicans to vote in favor of advancing the crypto bills.</p>

<p>"The GENIUS Act is going to put our Great Nation lightyears ahead of China, Europe, and all others, who are trying endlessly to catch up, but they just can't do it," Trump posted on Truth Social Tuesday. "Digital Assets are the FUTURE, and we are leading by a lot! Get the first Vote done this afternoon (ALL REPUBLICANS SHOULD VOTE YES!)."</p>

<p>The no votes came from Reps. Andy Biggs, Tim Burchett, Michael Cloud, Andrew Clyde, Eli Crane, Marjorie Taylor Greene, Andy Harris, Anna Paulina Luna, Scott Perry, Chip Roy, Keith Self and Victoria Spartz. Majority Leader Steve Scalise also changed his vote to "no" to preserve the capability to call the measure back up for another attempted vote.</p>

<p>Luna, a Florida Republican, told ABC News that she is "pro-crypto," but voted against the procedural vote because she continues to have concerns about creating a "backdoor" to a Central Bank Digital Currency -- a worry echoed by Greene.</p>

<p>"I just voted NO on the Rule for the GENIUS Act because it does not include a ban on Central Bank Digital Currency and because Speaker Johnson did not allow us to submit amendments to the GENIUS Act," Greene, R-Ga., posted on X. "Americans do not want a government-controlled Central Bank Digital Currency. Republicans have a duty to ban CBDC. President Trump included a ban on CBDC in his January 23rd executive order and Congress must also include the ban on CBDC in the GENIUS Act."</p>

<p>The vote came during what the White House is calling "Crypto Week" and marks a rare instance when House Republicans have defied Trump's direction.</p>

<p>Trump, who launched his own crypto meme coin earlier this year, recently said he is a "fan of crypto" and called it a "very powerful industry" that the U.S. has "dominated."</p>

<p>"I'm president. And what I did do there is build an industry that's very important," Trump said last month. "If we didn't have it, China would."</p>

<p>Once a crypto skeptic, Trump and his family have fully immersed themselves in the cryptocurrency marketplace, developing not only the $TRUMP meme coin, but also a bitcoin mining firm, a stablecoin firm and a crypto reserve.</p>

<p>ATLANTA (AP) — Major League Baseball honored late Hall of Famer Hank Aaron by recreating his record-breaking 715th home run through the use of projection mapping and pyrotechnics.</p>

<p>The lights went down at Truist Park and fans stood holding their cell phone lights following the sixth inning of Tuesday night's All-Star Game. The scene from April 8, 1974 at old Atlanta-Fulton County Stadium was projected on the infield and also shown on the video board.</p>

<p>The high-tech images of Aaron and other players were seen on the Truist Park infield before a blaze of a fireball launched from home plate to signify the homer that pushed Aaron past Babe Ruth's record of 714 homers.</p>

<p>Aaron's widow, Billye Aaron, stood and waved as the cheers from the sellout crowd of 41,702 grew louder.</p>

<p>One year ago, MLB celebrated the 50th anniversary of Aaron's homer with announcements for a new statue at Baseball's Hall of Fame and a commemorative stamp from the U.S. Postal Service.</p>

<p>Also, Commissioner Rob Manfred helped honor Aaron in Atlanta last year by joining the Braves in announcing the $100,000 endowment of a scholarship at Tuskegee University, a historically Black university in Aaron's home state of Alabama.</p>

<p>Manfred noted the Henry Louis Aaron Fund, launched by the Braves following Aaron's death in 2021, and the Chasing the Dream Foundation, created by Aaron and his wife were designed to clear paths for minorities in baseball and to encourage educational opportunities.</p>

<p>Aaron hit 755 home runs from 1954-76, a mark that stood until Barry Bonds reached 762 in 2007 during baseball's steroid era.</p>

<p>Aaron was elected to the Hall in 1982. A 25-time All-Star, he set a record with 2,297 RBIs. He continues to hold the records of 1,477 extra-base hits and 6,856 total bases.</p>

<p>Washington Commanders receiver Terry McLaurin said he hasn't decided whether he will attend the opening week of training camp next week, telling reporters on Tuesday that he is "pretty frustrated" about the lack of movement on contract talks with the team.</p>

<p>The star wideout skipped mandatory minicamp last month and broke his silence on Tuesday, expressing his unhappiness over the lack of a new deal.</p>

<p>"I've been pretty frustrated, I'm not gonna lie," McLaurin told reporters. "Everything that has transpired up to this point has been disappointing and frustrating. I've wanted to continue my career here. I've created my life here. My wife and I bought our first home here, so this is somewhere where I've always wanted to be."</p>

<p>McLaurin has one year remaining on his three-year, $68 million contract extension. His status for next week's training camp remains unclear.</p>

<p>"I'm trying to take things day by day," McLaurin said. "I think that's the disappointing part where I was hoping up until this point that things would clear up a lot more than they have. I haven't made that decision yet. I just want to see how the rest of this week goes and take it day by day and go from there."</p>

<p>McLaurin caught 82 passes for 1,096 yards and had a career-high 13 touchdowns last season. He was a critical piece in Washington's playoff run to the NFC Championship Game, catching 14 passes for 227 yards and scoring three touchdowns in three postseason games.</p>

<p>Washington (AP) — The University of Michigan is under federal scrutiny after two Chinese scientists linked to the school were separately charged with smuggling biological materials into the United States.</p>

<p>The Education Department on Tuesday opened an investigation into the university's foreign funding, citing the pair of cases that were announced days apart in June. It said the "highly disturbing criminal charges" raise concerns about Michigan's vulnerability to national security threats from China.</p>

<p>"Despite the University of Michigan's history of downplaying its vulnerabilities to malign foreign influence, recent reports reveal that UM's research laboratories remain vulnerable to sabotage," said Paul Moore, chief investigative counsel of the department.</p>

<p>President Donald Trump has made it a priority to increase transparency around foreign gifts and contracts to U.S. universities, especially those tied to China. Similar investigations have been opened at Harvard University, the University of Pennsylvania and the University of California, Berkeley.</p>

<p>It joins efforts from Republicans in Congress who have urged universities to cut research ties with China, saying China exploits the relationships to steal technology. Michigan ended a partnership with a university in Shanghai in January amid pressure from House Republicans who called it a security risk.</p>

<p>Trump appeared to question China's role in the smuggling incidents in an interview with Fox News' Maria Bartiromo on Sunday.</p>

<p>"We did just arrest three or four Chinese nationals who tried to bring a pathogen into the country that gets people sick and destroys food supply," said Bartiromo.</p>

<p>"You don't know where that came from, though," said Trump. "I mean, did that come from the country or is that through wackos that happened to carry something?"</p>

<p>The new investigation demands financial records from Michigan, along with information about research collaborations with institutions outside the U.S. The Education Department accuses Michigan of being "incomplete, inaccurate and untimely" in its public disclosures around funding from foreign sources.</p>

<p>Federal authorities brought charges in June against a Chinese scientist and his girlfriend — who worked at a lab at the University of Michigan — after the FBI said it halted their effort to bring a toxic fungus into the United States.</p>

<p>Days later, authorities arrested a Chinese scientist who was arriving in the U.S. and has been accused of shipping biological material to a laboratory at the University of Michigan.</p>

<p>In June, the university said it condemned any actions that undermine national security and announced a review of protocols related to research security.</p>

<p>In a letter to the university, however, the Education Department said some school officials have downplayed the vulnerability of research collaborations with Chinese institutions. It singles out Ann Chih Lin, director of the university's Center for Chinese Studies, who has publicly said the threat of technology theft from China is overstated.</p>

<p>"Lin's apparent indifference to the national security concerns of the largest single source of funding for UM's annual research expenditures — the American taxpayer — is particularly unsettling," Education Department officials wrote.</p>

<p>Federal law requires universities to report all gifts and contracts from foreign sources totaling $250,000 or more. The law went mostly unenforced until Trump's first term, when the Education Department opened a dozen inquiries into universities accused of underreporting foreign money. The Biden administration closed most of those cases, but the effort has recently been renewed.</p>

<p>Many US universities acknowledge a need to improve research security but caution against treating Chinese scholars with hostility and suspicion, saying only small numbers have been involved in espionage.</p>

<p>Last year, House Republicans issued a report finding that hundreds of millions of dollars in federal funding had gone toward research that ultimately boosted Chinese advancements in artificial intelligence, semiconductor technology and nuclear weapons.</p>

<p>China is the second-largest country of origin for foreign students in the U.S., behind only India. In the 2023-24 academic year, more than 270,000 international students were from China, making up roughly a quarter of all foreign students in the United States.</p>
