<p>Trump budget chief Russell Vought proclaimed that there were no "downsides" to the "big, beautiful bill" in a Fox Business appearance Monday, the latest in a series of praises for the GOP's landmark piece of legislation.</p>

<p>"It is a home run. There's like, no downside to this bill. This is not one where you have to say pros and cons. It's all good," Vought said on Larry Kudlow's show.</p>

<p>Vought, the director of the White House's Office of Management and Budget, was among the key figures who helped push the megabill over the finish line, persuading fiscal hawks in the House Freedom Caucus to swallow their discontent over its cost, Politico reported.</p>

<p>The sprawling legislation package makes permanent many of the tax cuts Republicans passed during President Trump's first term and includes new deductions and exemptions for seniors and tipped workers. It includes some $170 billion in funding for immigration enforcement and mass deportations.</p>

<p>The bill also has significant cuts to Medicaid, food assistance programs, and other welfare programs. Democrats have assailed the bill as being a wealth transfer from lower-income to rich Americans, who stand to benefit most from the bill's tax breaks.</p>

<p>The bill's measures are projected to be expensive. The conservative Cato Institute estimated that the bill would add to the national debt by $6 trillion, while the nonpartisan Congressional Budget Office put that figure at $3.4 trillion.</p>

<p>To Vought, the bill is "all good."</p>

<p>"That is the story we're going to continue to explain to people as we focus in on each aspect of the bill," he said.</p>

<p>It's now OK to keep your shoes on at some airports.</p>

<p>The Transportation Safety Administration will allow passengers at selected airports to keep their footwear on as they go through security checkpoints, a senior government official tells NBC News.</p>

<p>People in screening lanes will have to keep their shoes on at selected airports, but the source said the relaxation of the rules could expand nationwide in the near future.</p>

<p>The TSA has yet to announce the move formally, but stated in a Monday press release that it is "exploring new and innovative ways to enhance the passenger experience and our strong security posture."</p>

<p>Shoe removal has been part of the airport experience since 2006, when the TSA instituted the requirement, citing intelligence indicating a "continuing threat" of explosives.</p>

<p>The rule came after Richard Reid tried — and failed — to ignite his homemade shoe explosives on an American Airlines flight from Paris to Miami on Dec. 22, 2001.</p>

<p>Reid's plan was disrupted when he struggled to light a fuse attached to his shoes, which contained roughly 10 ounces of explosive material, according to the FBI.</p>

<p>He was subdued by passengers and crew members and taken into custody when the flight diverted to Logan International Airport in Boston.</p>

<p>Reid pleaded guilty to terrorism charges and is serving a life sentence at a "Supermax" prison in Colorado.</p>

<p>After the bombing attempt, the shoe removal rule was implemented, then relaxed, then resurrected.</p>

<p>The requirement has apparently remained annoying enough that the TSA released an advertisement in October for its fee-based PreCheck service, which featured four people endorsing their membership for a single reason: they didn't have to take their shoes off at the airport.</p>

<p>"It's my favorite thing," one of them said.</p>

<p>TEL AVIV, Israel (AP) — An Israeli report released Tuesday said that Hamas used sexual violence as a "tactical weapon of war" in its Oct. 7, 2023, attacks, building on other investigations by international and Israeli rights groups and the United Nations into the militant group's assault.</p>

<p>The report by the Dinah Project, a team of legal and gender experts, based its findings on survivor and witness testimonies, accounts from first responders, and forensic, visual and audio evidence. It called for a shift in how conflict-related sexual violence is prosecuted, saying Hamas silenced its victims by killing them, robbing investigators of key evidence to hold the perpetrators to account.</p>

<p>"Most victims were permanently silenced — either murdered during or after the assaults or remain too traumatized to talk — creating unique evidentiary challenges," the report said, calling for a more tailored legal approach to conflict-related sexual violence.</p>

<p>The report comes as Israel and Hamas are negotiating a ceasefire for the 21-month war in Gaza, which began with the militants' surprise cross-border raid. The deal would pause the fighting in the Palestinian territory and release some of the remaining 50 hostages, more than half whom are said to be dead.</p>

<p>Accounts of sexual violence from hostages and witnesses</p>

<p>The report said it relied on dozens of accounts, including from one survivor of attempted rape at a music festival, 15 returned hostages, 17 witnesses and multiple first responders.</p>

<p>In some cases, the Dinah Project carried out its own interviews, while in others it relied on publicly available testimony or published accounts.</p>

<p>Citing accounts in Israeli and international media, it said 15 former hostages either experienced or witnessed some form of sexual assault which included physical sexual violence, forced nudity, verbal sexual harassment and threats of forced marriage. Two male hostages said they faced forced nudity and physical abuse when naked.</p>

<p>The report said witness accounts indicated at least 15 separate cases of sexual assault, including at least four instances of gang rape.</p>

<p>The report said its findings showed patterns in the sexual assaults that were committed, including victims found partially or fully naked with their hands tied, evidence of gang rape followed by killing, genital mutilation and public humiliation, indicating they were intentionally used as a weapon of war.</p>

<p>Report builds on other accusations of sexual violence by Hamas</p>

<p>A Hamas official did not immediately respond to a request for comment on the new report. Hamas has previously denied claims that its forces carried out sexual violence on Oct. 7, 2023, when militants stormed into Israel, killing 1,200 people and taking 251 hostage.</p>

<p>In a report last year, the United Nations said there were "reasonable grounds" to believe Hamas committed rape, "sexualized torture," and other cruel and inhumane treatment of women during its attack.</p>

<p>In issuing arrest warrants for three Hamas leaders who were eventually killed by Israel, the prosecutor of the International Criminal Court said they bore responsibility for "rape and other acts of sexual violence as crimes against humanity" during the Oct. 7 attack.</p>

<p>Report urges a new approach to prosecuting sexual violence in conflict</p>

<p>The report recommended that conflict-related sexual violence should be treated differently from regular sexual crimes to allow for evidence that doesn't primarily rely on testimony from victims, to account for "the systematic silencing of victims."</p>

<p>It called for different forms of evidence to be admitted in any prosecution of conflict-related violence. It said joint criminal responsibility should be applied to all participants in the attack, rather than trying to link individual perpetrators to specific acts and victims.</p>

<p>This approach would create "a pathway to justice for victims of the Oct. 7 attack and potentially for victims in other conflict zones," the report said.</p>

<p>GOP Sen. Ted Cruz was on a pre-planned vacation in Greece with his family when devastating floods hit central Texas, and he sought to travel back "as fast as humanly possible," his office said in a statement.</p>

<p>"The Senator was already in the middle of preplanned family vacation travel overseas when the flooding occurred on July 4. Within hours, he spoke by phone with Governor (Greg) Abbott, Lt. Governor (Dan) Patrick, Texas Emergency Management Director Nim Kidd, and President (Donald) Trump, working to ensure that the maximum federal assets were available for search and rescue," Cruz's office said in a statement to CNN.</p>

<p>"He and his team worked closely with local officials and with families of missing girls throughout that time. He promptly booked a flight back home. Given the time difference, he left Athens on Sunday morning and was back in Texas that night. And he was in Kerrville on the ground early Monday morning," the statement continued.</p>

<p>A tourist in Athens told the Houston Chronicle he spotted Cruz at about 6 p.m. in Athens, Greece – or about 11 a.m. ET and 10 a.m. in Kerrville – and snapped a photo, which was posted to social media. That was after Abbott issued a disaster declaration due to severe flooding that was believed to have left at least 24 dead and many more missing.</p>

<p>The death toll has since risen to more than 100 people.</p>

<p>"I get it, he's on vacation," said the tourist, Michael Rocchio, who the Chronicle reported is not a Texan and is openly critical of Cruz's political beliefs. "But after what happened, vacation or not, you should have been back on a plane on his way back to Texas to deal with everything that was going on with those poor kids in the floodplain."</p>

<p>Cruz has faced criticism previously for a vacation that came amid a natural disaster.</p>

<p>In 2021, the Texas Republican said it was "obviously a mistake" to fly to Cancun, Mexico, as a winter disaster in his home state left millions without power or water.</p>

<p>LONDON (Reuters) -Britain's financial regulator has fined digital bank Monzo 21 million pounds ($28.57 million) for failings in its anti-financial crime systems, which included onboarding customers who had listed London landmarks as their address.</p>

<p>As Monzo grew rapidly, it failed to maintain good enough controls to prevent the risk of financial crime, the Financial Conduct Authority (FCA) said in a statement on Tuesday. The regulator issued a fine of 21.1 million pounds for "inadequate anti-financial crime systems and controls" between October 2018 and August 2020.</p>

<p>Monzo said the problems "have been resolved and are firmly in the past" and that it acted quickly to implement a programme to address financial crime issues in February 2021.</p>

<p>Launched in 2015, Monzo is one of a handful of financial services apps, or "fintechs", to have emerged in Britain in the last decade, offering financial services via an app.</p>

<p>After a 2020 review, the FCA imposed a requirement on Monzo to prevent it from opening new accounts for high-risk customers. But "between August 2020 and June 2022, it repeatedly failed to comply with the terms of the requirement, including signing up over 34,000 high-risk customers," the FCA said.</p>

<p>"Monzo onboarded customers on the basis of limited, and in some cases, obviously implausible information – such as customers using well known London landmarks as an address," Therese Chambers, FCA joint executive director of enforcement and market oversight, said.</p>
