<p>Potent, slow-moving storms over central Texas have begun to trigger flooding in areas already hard-hit by the state. Forecasters with the National Weather Service extended some riverside flood watches and warnings, with some advisories lasting through Thursday.</p>
<p>Who's to blame for this tragedy? There is already a lot of finger pointing. The catastrophe was caused by a perfect storm of difficult-to-forecast rainfall and fast-moving water. Some wonder if budget cuts made things worse. Scientists say it was a terrible combination of terrain, timing and climate change.</p>
<p>Nearly a decade before this catastrophic flooding, the state's Division of Emergency Management denied requests for a $1 million grant to improve Kerr County's flood warning system.</p>

<p>~ Los Angeles Mayor Karen Bass is condemning federal agents and National Guard troops for descending on a city park on Monday. Armored vehicles, mounted officers and armed troops briefly swarmed the city's MacArthur Park Monday morning before leaving. Bass said 20 children were playing before the troops surged through and shared footage of federal officers running through the park.</p>
<p>Are tariff rates going up?</p>
<p>President Donald Trump in April announced a baseline 10% tariff, as well as targeted tariffs, on dozens of countries. After stocks tanked and the bond market rebelled, Trump reversed course and said he would pause the sweeping tariffs for 90 days, giving countries until July 9 to negotiate rates. The flat 10% rate remained in effect. But the July 9 goalpost has been pushed back — with new tariff rates set to kick in on Aug. 1. So far, the Trump administration has announced two trade deals, with Vietnam and the United Kingdom. Because U.S. businesses that import will be paying Trump's tariffs, economists have warned that U.S. consumers will likely see higher prices as companies pass along those higher rates to customers.</p>
