<p>Kerr County commissioners discussed ongoing search and rescue efforts Monday in their first official meeting since catastrophic flooding killed more than 100 people in the county over the July 4 weekend.</p>

<p>At the meeting, Sheriff Larry Leitha said his office's search and recovery efforts will "go strong for another month or two," and could last up to six months. The sheriff's office said 2,200 people from multiple agencies have been deployed to assist in the recovery efforts.</p>

<p>County Judge Rob Kelly said search and rescue efforts continue to be a top priority. We're "trying to get a handle on things, so just be patient on us as we try to move forward," he said. "Emergency management – it's a process, and you do it one step at a time, and you work through it one step at a time."</p>

<p>The Kerr County commissioners' court consists of Kelly and four commissioners and is the main governing body for the county, responsible for budgetary, tax and revenue decisions for the population of about 50,000 people.</p>

<p>The bimonthly meeting came about a week after torrential downpours in the overnight hours of July 4 transformed the Guadalupe River into a roaring flood, sweeping away homes, vehicles, roads and trees. At least 106 people in Kerr County alone died, including 36 children, and more than 140 others in the county are still missing.</p>

<p>The disaster has led to serious questions about how local officials prepared for the possibility of flooding in the months and years beforehand, how they acted as the Guadalupe River swelled from 3 feet to 30 feet in just 45 minutes on July 4, and how officials have responded in its destructive aftermath.</p>

<p>In addition, thunderstorms and heavy rain Sunday sparked new concerns of flash flooding. Ground search operations were suspended in Kerrville due to ongoing flood danger, authorities said Sunday morning. Operations later resumed, officials told CNN.</p>

<p>Kelly, the county judge, said the current biggest challenge is keeping track of "freelance volunteers" who have not checked in with officials about their location and contact information. He encouraged volunteers to send their information to the county online so they can be reached in case of further flood dangers.</p>

<p>Kelly also said the people listed as missing are not campers or local residents, but tourists.</p>

<p>"It's the tourists who came in for the 4th weekend, the concert, the fireworks. We don't know how many came, we don't know where they are, we don't know how many we lost," he said.</p>

<p>A week into recovery, questions on FEMA's response</p>

<p>As search and rescue operations continue, officials inside the Federal Emergency Management Agency have expressed frustration and confusion about its own slow response to the floods.</p>

<p>Multiple urban search and rescue teams from across the country that responded to the floods told CNN they were not deployed by FEMA until at least the evening of July 7 – days after any victim had been found alive. In the past, the agency would have quickly staged these teams near disaster zones in anticipation of urgent requests for assistance, they said.</p>

<p>Multiple officials also said that a new rule requiring Department of Homeland Security Secretary Kristi Noem to sign off on relatively small expenditures from her agency, which oversees FEMA, created bureaucratic hurdles during a critical time. The rule slowed down the agency at a time when quick action was most needed, officials inside FEMA told CNN.</p>

<p>FEMA staff have also been answering phones at a disaster call center, where, according to one agency official, callers have faced longer wait times as the agency awaited Noem's approval for a contract to bring in additional support staff.</p>

<p>The New York Times reported that FEMA did not answer nearly two-thirds of calls to its disaster assistance line two days after the floods.</p>

<p>"When a natural disaster strikes, phone calls surge, and wait times can subsequently increase," a FEMA spokesperson said in response to the report. "Despite this expected influx, FEMA's disaster call center responded to every caller swiftly and efficiently, ensuring no one was left without assistance."</p>

<p>Noem defended her agency's response Sunday on NBC's "Meet the Press."</p>

<p>"Those claims are absolutely false – within just an hour or two after the flooding, we had resources from the Department of Homeland Security there helping those individuals in Texas," Noem said. "So those claims are false, they're from people who won't put their name behind those claims, and those call centers were fully staffed and responsive, and this was the fastest, I believe, in years, maybe decades, that FEMA has been deployed to help individuals in this type of a situation."</p>

<p>David Richardson, the acting administrator of FEMA, visited the disaster recovery center in Kerrville on Saturday in his first visit to central Texas since the floods. He did not respond to questions from CNN's Julia Vargas Jones about the call center's reported issues.</p>

<p>At Camp Mystic, an all-girls Christian camp that sat along the Guadalupe River's flood plain, 27 campers and counselors were killed, swept away in the raging waters.</p>

<p>A review by The found federal regulators repeatedly granted appeals to remove Camp Mystic's buildings from their 100-year flood map, loosening oversight as the camp operated and expanded in a dangerous flood plain.</p>

<p>Meanwhile, in downtown Kerrville, CNN's Ivan Rodriguez visited a growing memorial Saturday along a fence featuring flowers, stuffed animals and photos of victims in a show of support and mourning. One message in crayon in a child's handwriting read, "Beautiful angels, fly high. Until we meet again, may you rest in peace."</p>

<p>(Reuters) -Artificial intelligence startup Cognition AI on Monday agreed to acquire Windsurf, an integrated development environment platform, strengthening its position in the rapidly evolving enterprise software market.</p>

<p>The deal follows Google's $2.4 billion deal with Windsurf last week aimed at acquiring top talent and securing licensing rights to its technology.</p>

<p>The deal with Google marks a win for Windsurf's backers, who have raised $243 million from investors including Kleiner Perkins, Greenoaks, and General Catalyst, and was last valued at $1.25 billion one year ago, according to PitchBook.</p>

<p>The move reflects a broader trend among technology giants such as Alphabet and Meta, which are making bold, high-value acquisitions and offering lucrative compensation packages to secure leading industry talent amid intensifying competition in the AI sector.</p>

<p>The deal with Cognition covers Windsurf's intellectual property, product line, brand, and business operations, as well as its highly regarded engineering, product, and go-to-market teams.</p>

<p>While the financial terms of the deal were not disclosed, Windsurf brings with it $82 million in annual recurring revenue and a customer base of more than 350 enterprises.</p>

<p>"Among all the teams in the AI space, Cognition was literally the one we have respected the most, and they are a perfect fit to bring Windsurf to the next phase," Jeff Wang, Windsurf's interim chief executive officer, said in an email to employees.</p>

<p>In the immediate term, Windsurf will continue to operate independently, with Cognition pledging significant investment to integrate Windsurf's technology and unique assets into its own product suite, including its flagship autonomous agent, Devin.</p>

<p>Earlier, Windsurf had been engaged in months-long discussions with OpenAI regarding a potential acquisition that could have valued the company at $3 billion, sources familiar with the matter told Reuters in June.</p>

<p>LONDON (AP) — All four people aboard a small plane that crashed shortly after taking off from London Southend Airport are dead, police said Monday.</p>

<p>Essex Police said work continued to formally identify the victims of Sunday's crash. "At this stage, we believe all four are foreign nationals," Police Chief Superintendent Morgan Cronin told reporters.</p>

<p>Britain's national news agency, PA, reported that a document listing passengers indicated that two Dutch pilots and a Chilean nurse were among those aboard.</p>

<p>The Beechcraft B200 Super King Air operated by Dutch firm Zeusch Aviation had flown from Athens, Greece, to Pula in Croatia before heading to Southend. It was due to return to its home base of Lelystad in the Netherlands on Sunday evening.</p>

<p>The 12-meter (39-foot) turboprop plane came down moments after takeoff and burst into flames.</p>

<p>"At this stage, it is too early to speculate on what may have caused this tragic accident," said Lisa Fitzsimons of Britain's Air Accidents Investigation Branch, which said it sent a "multi-disciplinary team including inspectors with expertise in aircraft operations, human factors, engineering and recorded data" to the airport.</p>

<p>London Southend is a relatively small airport, around 45 miles (72 kilometers) east of the British capital, used for short-haul flights. The airport remained closed on Monday with no word on when it would reopen.</p>

<p>Zeusch Aviation operates medical evacuation and transplant flights as well as aerial mapping and private charters, according to its website. The company said that "our thoughts and deepest sympathies are with the victims, their families, and loved ones during this incredibly difficult time."</p>

<p>The Beechcraft B200 Super King Air, first built in the 1970s, is an aviation workhorse used in a wide variety of roles around the world.</p>

<p>In 2017, a plane of the same model crashed into the roof of a shopping mall in Melbourne, Australia, moments after takeoff, killing the pilot and four American tourists.</p>
