<p>Former Russian Transport Minister Roman Starovoit died by suicide on Monday, just hours after Russian President Vladimir Putin fired him from the job, officials said.</p>

<p>Starovoit was dismissed by Putin on Monday morning. The decree announcing his dismissal was published on the official Kremlin website, with his deputy Andrey Nikitin appointed acting minister.</p>

<p>Asked by reporters for the reasons behind Starovoit's dismissal, Kremlin spokesperson Dmitry Peskov denied this was due to a "lack of trust," but he did not give any alternative reason.</p>

<p>The Investigative Committee of Russia said in a statement that Starovoit's body was found inside a car in Odintsovo, a suburb of Moscow. He was found with a gunshot wound, the committee said. It said the circumstances of his death were being investigated but the "main theory is suicide."</p>

<p>Before he became a minister in May 2024, Starovoit was the governor of the southern Russian Kursk region. While he left the post before Ukraine's surprise incursion, he was partially blamed for security failures in the Russian region.</p>

<p>Russian media reported on Monday that Starovoit has been implicated in an investigation into the embezzlement of state funds allocated for building fortifications in the region. Vesti, a state TV program, as well as RBC, a Russian independent business media outlet, and the Russian business daily newspaper Kommersant reported that he was being investigated. Kommersant said Starovoit was facing an arrest.</p>

<p>Alexei Smirnov, Starovoit's predecessor in the Kursk governor role who was previously his deputy, was arrested in the same case in April this year, according to court in Moscow.</p>

<p>The dismissal came amid a multi-day disruption to air travel in Russia. Russian Federal Agency for Air Transport said 485 flights were canceled, 88 were diverted and 1,900 were delayed over the weekend and into Monday.</p>

<p>The agency said the cancellations were down to "external interference," without giving any specifics. But the Russian Defense Ministry said more than 400 Ukrainian long-range strikes were intercepted during the same period of time.</p>

<p>The Ukrainian military said it also struck a chemical plant in Krasnozavodsk, north of Moscow early on Monday. It said the plant manufactures "pyrotechnic devices and ammunition, including thermobaric warheads for Shahed-type" drones.</p>

<p>Another deadly night in Ukraine</p>

<p>At least 12 civilians were killed and more than 90 injured in Russian attacks across Ukraine in the 24 hours to mid-morning on Monday, according to Ukrainian authorities.</p>

<p>At least 29 people, including three children aged 3, 7 and 11, were injured when Russian drones hit a residential building, a kindergarten and a commercial area at 6 a.m. local time Monday (11 p.m. ET on Sunday) in Kharkiv in northeastern Ukraine.</p>

<p>At least 17 more people, including a teenage boy, were injured when the same city was struck with drones again just five hours later, according to Kharkiv mayor Ihor Terekhov.</p>

<p>The Ukrainian Air Force said Russia fired four surface-to-air missiles and 101 Shahed-type drones at Ukraine in the past 24 hours, adding that it downed 75 of the drones either by shooting them down or by jamming.</p>

<p>The Land Forces of Ukraine said on Monday that two of its recruitment offices were hit by Russian drones on Monday, the latest in a string of similar incidents.</p>

<p>Six draft offices across the country have been attacked by Russian drones in just over a week, the Land Forces said in a statement, adding that they believed Russia was attacking the offices in an attempt to disrupt the Ukrainian military's enlistment process.</p>

<p>At least two people have been killed and more than a dozen injured in these attacks, the statement said.</p>

<p>The federal judge overseeing Kilmar Abrego Garcia's wrongful deportation case has ordered the Trump administration to produce witnesses who can testify about the government's plans should Abrego Garcia be released from custody in Tennessee.</p>

<p>"I need to understand the process ... someone who can answer questions about the immediate next steps if Mr. Abrego is released from criminal custody," said the judge at a hearing Monday in Maryland.</p>

<p>She scheduled the next hearing for Thursday afternoon.</p>

<p>The development came after a Justice Department attorney told a Judge Xinis that the government's "plan at this stage" is to deport Abrego Garcia to a third country if he is released on bond by a judge in Tennessee, where he is facing human smuggling charges.</p>

<p>The statement came during a hearing on whether Abrego Garcia should be transferred to Maryland as he awaits trial in Tennessee.</p>

<p>Judge Xinis said that while the injunction she issued in April to return Abrego Garcia from detention in El Salvador "has been met in part," her order specifically required his return to Maryland.</p>

<p>"Plaintiffs are correct that the scope of injunctive relief contemplates return to the status quo ante -- that is arguably return to Maryland, to the last place Mr. Abrego Garcia had been before his unlawful arrest and unlawful detention and when he was on supervised release" after fleeing his native El Salvador, Judge Xinis said.</p>

<p>Abrego Garcia, who was deported in March to El Salvador's CECOT mega-prison despite a 2019 court order barring his deportation to that country due to fear of persecution, was brought back to the U.S. last month to face charges in Tennessee of allegedly transporting undocumented migrants within the U.S. while he was living in Maryland. He has pleaded not guilty.</p>

<p>Judge Xinis, who said she will take the motion to dissolve the injunction under advisement, pressed DOJ attorneys on their plans to deport Abrego Garcia to a third country, saying "the risk of future violations is not is not off the table."</p>

<p>"We're in the same position, which is lots of lots of readouts to the world about what's going to happen, some doubling back on each other and inconsistent with one another, but no real paper, like no notice of removal to a third country," Judge Xinis said.</p>

<p>When asked what country the government plans to deport Abrego Garcia to, Guynn said "there are a number of countries that are willing to accept aliens such as Abrego Garcia."</p>

<p>"[Do] you acknowledge that there is at least, at a minimum, when DHS is attempting to identify a third country, that you reach out to that third country for assurances that the alien will not be persecuted or tortured?" Judge Xinis asked DOJ attorney Jonathan Guynn.</p>

<p>"Yes, that's my understanding," Guynn replied.</p>

<p>Andrew Rossman, one of Abrego Garcia's attorneys, called the DOJ's plans to deport his client to a third country "disturbing."</p>

<p>"The obvious concern is that the moment that he is released from the marshals' custody, he will be taken to DHS custody, put on a plane and sent to a third country," Rossman said. "We don't know which country. We don't know under what circumstances. We don't know whether it would be lawful or not."</p>

<p>Earlier in the hearing, Judge Xinis denied the Trump administration's request to dismiss Abrego Garcia's wrongful deportation case against the government.</p>

<p>The judge pressed DOJ attorneys on why they claimed in May court filings that they could not return Abrego Garcia to the U.S. after securing an indictment against him in Tennessee on charges of human smuggling.</p>

<p>"Your client secured an indictment against Mr. Abrego Garcia on May 21 ... how could you six days later say you had no power to produce him?" Judge Xinis asked. "Why else would you file a criminal indictment against someone who you can't produce? It's illogical."</p>

<p>Judge Xinis, pointing to a filing submitted by the DOJ in May that said the U.S. government did not have the power to bring Abrego Garcia back from detention in El Salvador, repeatedly asked DOJ layers about the timeline of the criminal probe and whether the Tennessee indictment played a role in his release.</p>

<p>"Those are powerful arguments to say 'I don't have the power'... yet, at the same time, you're putting in place the power of the prosecutorial arm to charge an individual, who you say will never come back to the United States, with a crime," Judge Xinis said.</p>

<p>"You began a criminal investigation ... on April 28, which was a month after this case began, and common sense would dictate that the only possible defensible use of investigative criminal resources would be if you eventually secured an indictment to bring Mr. Abrego Garcia back," Judge Xinis said.</p>

<p>When DOJ attorney Bridget O'Hickey said the investigation into Abrego Garcia in Tennessee did not begin on April 28, Judge Xinis said the attorney was contradicting the government's sworn testimony in the criminal case.</p>

<p>"That's noteworthy to me, because I do believe that your client has taken a different position in front of the Tennessee court," Judge Xinis said.</p>

<p>O'Hickey said Abrego Garcia was not indicted "with the purpose of bringing him back."</p>

<p>"He was indicted because he was under investigation for those criminal charges," O'Hickey said.</p>

<p>When Judge Xinis asked the plaintiffs how they found out Abrego Garcia was returned to the U.S., Simon Sandoval-Moshenberg said, "We found out on ABC News."</p>

<p>Abrego Garcia's attorneys filed an emergency motion last week seeking to have him returned to Maryland as he awaits trial, but government attorneys say they will seek to deport him to a country other than his native El Salvador, where he is prohibited from being sent due to a 2019 court order.</p>

<p>The magistrate judge overseeing the Tennessee case is expected to release him on bond as he awaits trial, setting up a battle over his potential removal.</p>

<p>In a court filing last week, Abrego Garcia's attorneys said he had been subjected to severe mistreatment including "beatings, severe deprivation, inadequate nutrition and psychological torture" while he was held in CECOT, arguing that he "could face persecution or torture if removed directly to various other countries, including but not limited to countries with notorious human rights abuses like Libya, South Sudan, and Eritrea."</p>

<p>The next hearing in Abrego Garcia's criminal case is set for July 16 in Tennessee.</p>

<p>Robert McGuire, acting U.S. attorney for the Middle District of Tennessee, filed a motion last week to set a jury trial date "within 70 days of his initial appearance."</p>

<p>Elon Musk has said that he's formed a new political party, but it's unclear what steps — if any — he's taken to do so, or how the effort might affect upcoming elections.</p>

<p>Musk has not yet released any additional information. Spokespeople for Musk and his political action committee, America PAC, didn't immediately comment Monday.</p>

<p>While there are many recent federal elections filings that reference the Tesla and SpaceX CEO or his companies, Musk himself has even gone on his social media platform batting down at least one filing as fake.</p>

<p>The possible new political party marks another development in the rift between Musk and President Donald Trump over the Republican's sweeping tax cuts law, which the tech billionaire has called "insane."</p>

<p>The fissures between Trump and his one-time top surrogate and Department of Government Efficiency cost-cutter-in-chief have exposed not only the fragile nature of relations between two of the country's most visible personalities but also the potential political consequences of disagreeing with the priorities of either man. The squabble could be particularly costly for Musk, whose businesses rely on billions of dollars in government contracts, and whose publicly traded company Tesla has taken a market hit.</p>

<p>Here's what we know — and what we don't — about Musk's new political party:</p>

<p>Musk says he's formed the America Party</p>

<p>Musk said Saturday on X that he had formed the America Party "to give you back your freedom." He'd teased the move for days, threatening to make his own party if "this insane spending bill passes" Congress. He spent part of Sunday taking feedback from X users about the party, which he indicated he'd use to get involved in the 2026 midterm elections.</p>

<p>Some new Musk-related parties seem fishy</p>

<p>The Federal Election Commission database has teemed with newly formed political entities that make reference either to Musk or one of his companies, but there are details that cast doubts on their authenticity.</p>

<p>As of Monday afternoon, there were multiple political parties listed in the Federal Election Commission database formed in the hours since Musk's Saturday X post, with versions of "America Party" or "DOGE" or "X" in the name, or Musk listed among people affiliated with the entity.</p>

<p>But none appeared to be real, listing contacts for the organization as email addresses such as " [email protected] ″ or untraceable Protonmail addresses. Several listed Vaibhav Taneja — the chief financial officer of Tesla — as a contact for the party, along with a Texas address for a building affiliated with X. Several pointed to a home in Maryland.</p>

<p>When a Musk supporter posted screengrabs of one of the formation documents to X, Musk took to X Sunday to say that the "filing is false and has been reported as such to the FEC."</p>

<p>What could Musk do with a new party?</p>

<p>While indicating earlier this year that he might play less of a role in elected politics moving forward, Musk — the world's richest man who spent at least $250 million supporting Trump in the 2024 election — could use a new party to try to do the opposite.</p>

<p>New political parties are often formed but typically struggle to pull any significant support away from the Republican and Democratic parties. But Musk could impact next year's elections determining control of Congress if he is willing to spend significant amounts of money — through a new party or existing ones.</p>

<p>During the tax cuts debate, Musk pledged to work toward supporting primary challengers for members of Congress who backed the bill. He also said he would support Rep. Thomas Massie, a Kentucky Republican targeted by Trump for opposing the measure.</p>

<p>What has Trump said about Musk's new party?</p>

<p>Trump on Sunday called Musk's proposition "ridiculous," going on to tout "tremendous success with the Republican Party."</p>

<p>Trump later posted on social media that he was "saddened to watch Elon Musk go completely 'off the rails,' essentially becoming a TRAIN WRECK," saying the only thing third parties are good for "is the creation of Complete and Total DISRUPTION & CHAOS."</p>

<p>What does it take to make a new political party?</p>

<p>There are official steps, like setting up a tax identification number, bank account and treasurer, who can be held liable if future paperwork isn't filed properly.</p>

<p>According to the FEC, any new party that intends to operate in federal elections has to register with the commission "when they raise or spend money over certain thresholds in connection with a federal election." Federal campaign finance laws and regulations govern how political parties can take in money. Parties have to file regular reports with the FEC.</p>

<p>But even a federally designated political party has to gain access to ballots state by state, making the entire process, according to University of Richmond School of Law professor Carl Tobias, "complicated and expensive."</p>

<p>Tesla's stock price slumped Monday after CEO Elon Musk's announced over the weekend that he has formed a new political party following his acrimonious split from President Trump.</p>

<p>The electric vehicle company's stock fell 6.8%, to $293.94 per share, by market close.</p>

<p>Musk had threatened to form a new political party if the president's massive policy and spending bill passed. The tech billionaire made good on his promise this past Saturday, a day after Mr. Trump signed his signature legislation into law on July 4.</p>

<p>"Today, the America Party is formed to give you back your freedom," Musk said on X.</p>

<p>Musk on Friday hinted that his party would be focused on swaying votes in the House and Senate which currently have a razor-thin Republican majority. He said the America Party would focus "on just 2 or 3 Senate seats and 8 to 10 House districts."</p>

<p>President Trump responded on Truth Social on Sunday saying Musk was a "TRAIN WRECK" and that he had gone "completely 'off the rails.'"</p>

<p>Musk has not offered any details on exactly what steps he's taken toward the creation of a new political party, a complicated process which would require compliance with the diverse laws in each state as well as federal rules.</p>

<p>Still, Musk's talk of an America Party could reignite investor worries over the fate of the Tesla brand, which was badly damaged after Musk took on a central role in the Trump administration as the head of the Department of Government Efficiency, or DOGE. Musk in late May announced he would step back from the Trump administration. Now, after a public falling out with Mr. Trump over the budget bill, it seems Musk is injecting himself back into the Washington political scene.</p>

<p>"Very simply, Musk diving deeper into politics and now trying to take on the Beltway establishment is exactly the opposite direction that Tesla investors/shareholders want him to take during this crucial period for the Tesla story," said Wedbush analyst Dan Ives in a research note on Sunday. "While the core Musk supporters will back Musk at every turn no matter what, there is broader sense of exhaustion from many Tesla investors that Musk keeps heading down the political track."</p>

<p>Musk's announcement comes at a precarious time for Tesla. Sales of the electric vehicles fell more than 13% from April to June compared with the same time last year. Sales across Europe also plummeted by almost 50% in April even as the electric car market in the region grew, according to data released by the European Automobile Manufacturers' Association in May.</p>

<p>Elon Musk has announced he is forming a new political party, and he did it the day after President Donald Trump signed the megabill that the pair have publicly sparred over for weeks.</p>

<p>The billionaire said in a post on his social media platform, X, July 5 that he is creating the America Party because Americans are living in a "one-party system, not a democracy," a criticism aimed at the Republican Party for its support of the president's sweeping tax and spending bill. The nonpartisan Congressional Budget Office projects the legislation will increase the national debt by $3.4 trillion over a decade, an increase Musk has repeatedly lambasted.</p>

<p>Musk, once a close ally to Trump and a major funder of his 2024 presidential campaign, said the party would aim to unseat the Republican lawmakers in Congress who backed the bill in next year's midterm elections. He is the world's richest person, worth $405 billion, according to Forbes, and he spent nearly $290 million to help Trump and other Republicans win elections last year.</p>

<p>'Train wreck': Trump slams Musk after billionaire announces new political party</p>

<p>A third political party: Has one ever succeeded in the U.S.?</p>

<p>Trump criticized the new party announcement on social media July 6, writing Musk has gone "off the rails" and that third parties "have never succeeded in the United States."</p>

<p>The United States has maintained a two-party system through most of its history, dominated by the Republican and Democratic parties. While candidates of third political parties have never won a U.S. presidential election in the 20th and 21st centuries, they have had some level of influence in elections over the years.</p>

<p>The two largest third parties in 2025 are the Libertarian and Green Parties, though neither is registered in all 50 states. That presents a considerable barrier in efforts to compete with the Democrats and the GOP. The Federal Elections Commission and individual states have their own sets of rules and requirements for a political party to register in elections, a system that can make formation of new parties difficult.</p>

<p>Oftentimes, third parties have acted as vote siphons that threaten either Republican or Democratic candidates' ability to reach a majority, or have mobilized attention over voter issues. The last time a third party candidate made headway in a presidential race was in 1968, when American Independent Party nominee George Wallace won electoral votes from five Southern states.</p>

<p>In 1992, Ross Perot of the Independent Party ran for president, and in 2000 Ralph Nader did the same representing the Green Party, but neither won any electoral votes.</p>

<p>The most successful third-party candidacy was in 1912, according to Boston University political history expert Bruce J. Schulman, when Theodore Roosevelt finished second and got about 27% of the popular vote. Schulman said in an interview in October 2024 with the university's newspaper that third parties in the United States can be understood using historian Richard Hofstadter's analogy − that third parties are like bees, and once they have "stung," or got their message across, they die.</p>

<p>"With the more substantial third parties, like those that get enough support to qualify for debates, they often form out of a social movement due to the two major parties not addressing a concern or constituency," Schulman said. He said that they "can produce important changes in the political system," including influencing a major political party to adopt its message, but that "none in the last century has ever threatened to take power."</p>

<p>A few public figures express interest in Musk's proposed third party</p>

<p>Musk has suggested he would use his proposed third political party to influence a select number of congressional races.</p>

<p>"Given the razor-thin legislative margins, that would be enough to serve as the deciding vote on contentious laws, ensuring that they serve the true will of the people," Musk wrote on X on July 4 after a poll he posted asking users to vote on whether he should create a third party. As of July 7, the social media poll has 1.2 million participants, and 65% have selected yes.</p>

<p>President Donald Trump said on June 5, 2025, that he asked "crazy" Elon Musk to leave his administration and threatened to take away the tech tycoon's government contracts, as a growing row over the US president's budget bill triggered a bitter public divorce with his top donor.</p>

<p>A few public figures have expressed interest in supporting the party. Billionaire entrepreneur Mark Cuban said on social media that he wants to help the party get on ballots, and Anthony Scaramucci, who briefly was Trump's White House director of communications in 2017, wrote on X that he would like to meet with Musk to discuss the party. Both have been outspoken critics of the Trump administration.</p>

<p>In a 2024 Gallup poll, 58% U.S. adults said a third major party is needed in the United States because the Republican and Democratic parties "do such a poor job" of representing the American people. The results were the 12th consecutive time Gallup recorded a majority response on the question, with an average 56% support level for a third party since 2003. The 2024 survey results were down 5 percentage points from 2023's record high, according to Gallup data.</p>
