<p>Just over a week after deadly flash floods swept through central Texas, slow-moving thunderstorms brought heavy rain, and a potential for flash flooding and rapid river rises to the region Sunday.</p>

<p>While the most significant rain happened Sunday morning, the chance for more thunderstorms continues into Monday morning, with rivers forecast to continue swelling into flood stage into early next week.</p>

<p>A flash flood emergency was issued for southeastern San Saba County, including Colorado Bend State Park, where six to eight inches of rain fell in six hours. In Sutton, Texas, flooding caused cars to stall on Interstate 10 and water was approaching some homes, according to the National Weather Service.</p>

<p>San Saba County is about three hours north of Kerr County where officials have reported 106 deaths and at least 140 people still missing following flooding on July 4.</p>

<p>The state conducted water rescues in San Saba County and nearby Lampasas and Schleicher counties Sunday, Texas Gov. Greg Abbott said on X.</p>

<p>Some areas of San Saba County were under a mandatory evacuation order due to rainfall in the area, according to a news release. The San Saba Civic Center was opened for those having to evacuate, authorities added. County Judge Jody Fauley said water in some areas had reached at least 30.5' and was "still rising quickly."</p>

<p>"Torrential rainfall is causing a rapid rise along the San Saba River from Menard to San Saba, San Saba River near San Saba is forecasted to crest at MAJOR category, reaching over 31 feet," the National Weather Service said on X.</p>

<p>Further south in Kerr County, a flood watch remains in effect until 9 a.m. local time Monday due to a band of thunderstorms sliding south, according to the National Weather Service.</p>

<p>"We hastily extended the watch as we don't want to gamble with all the non-stop operations ongoing over the Guadalupe, Colorado, and San Gabriel basins," forecasters at NWS San Antonio said Sunday evening. "As it stands we expect a low probability say around 10-20 percent that some river impacts over these area come from new overnight rains."</p>

<p>Ground search operations were suspended at one point in Kerrville due to ongoing flood danger, authorities said Sunday morning. Operations have since resumed, officials told CNN.</p>

<p>"We will provide more information soon but for now, all search crews need to evacuate the river corridor until further notice," the City of Kerrville Police Department said in a Facebook post. "Any volunteer search parties in the Guadalupe River corridor need to heed this warning. The potential for a flash flood is high."</p>

<p>CNN's team in Kerrville received Wireless Emergency Alerts on their phones Sunday morning, warning about possible flooding.</p>

<p>"This is a dangerous and life-threatening situation. Do not attempt to travel unless you are fleeing an area subject to flooding or under an evacuation order," the alert said.</p>

<p>The Guadalupe River at Kerrville is expected to crest just below minor flood stage late Sunday afternoon or evening, according to the National Weather Service.</p>

<p>"Flashy rivers like the Guadalupe should be avoided, if at all possible," the Weather Prediction Center warned Saturday night.</p>

<p>BERLIN (Reuters) -German Defence Minister Boris Pistorius heads to Washington on Monday to meet U.S. Secretary of Defense Pete Hegseth, to seek clarity on American arms supplies to Ukraine, missile deployment plans and the future of U.S. troop levels in Europe.</p>

<p>Pistorius is likely to receive a warm reception as Europe's biggest economy recently emerged as a key player in NATO's largest military build-up since the Cold War, having for decades lagged behind in defence spending.</p>

<p>As European officials fret over a possible future attack from Russia and brace for a drawdown of U.S. forces, Germany loosened its constitutional debt brake to meet NATO's new core military spending target of 3.5% of national output by 2029.</p>

<p>The move will boost German defence spending to 162 billion euros ($189 billion) in 2029 from 95 billion euros in the draft budget for 2025.</p>

<p>At a meeting with Hegseth at the Pentagon, Pistorius will discuss Berlin's offer to pay for American Patriot air defence systems for Ukraine, a proposal made public by Chancellor Friedrich Merz weeks ago after private discussions failed to elicit a response from Washington.</p>

<p>On Sunday, U.S. President Donald Trump said he will send Patriot missiles to Ukraine. He did not give a number, but he said the United States would be reimbursed for their cost by the European Union.</p>

<p>Germany has already donated three Patriot units to Kyiv, as Ukraine endures some of the heaviest Russian attacks in recent weeks.</p>

<p>However, European allies remain uneasy about the new U.S. administration's unpredictable stance on arms supplies. On Tuesday, Trump said he had approved sending defensive weapons to Ukraine and was considering additional sanctions on Moscow, just days after the Pentagon halted shipments of critical arms to Ukraine.</p>

<p>Pistorius will also seek clarity on whether Washington remains committed to temporarily deploying long-range missiles to Germany from 2026, as agreed under former President Joe Biden.</p>

<p>The deployment would include systems such as Tomahawk cruise missiles with a range of 1,800 kilometres (1,118 miles) and the developmental hypersonic weapon Dark Eagle with a range of around 3,000 km.</p>

<p>Russia has criticised the plans as a serious threat to its national security and dismissed NATO concerns that it could attack an alliance member.</p>

<p>Another key issue will be an ongoing review of the U.S. force posture worldwide that could lead to troop cuts in Europe where around 80,000 U.S. soldiers serve, including some 40,000 in Germany.</p>

<p>European allies are urging Washington to ensure any drawdown is coordinated to prevent capability gaps that might leave NATO members vulnerable to Russian aggression.</p>

<p>BEIJING (AP) — China's exports accelerated in June as a reprieve on U.S. tariffs prompted a rush of orders by companies and consumers.</p>

<p>Exports climbed 5.8% from a year earlier, up from a 4.8% rise in May. Imports also recovered, growing 1.1% in the first increase so far this year, according to customs data released Monday.</p>

<p>Exports to the United States fell 16% but that was less than half the 34.5% drop seen in May.</p>

<p>After U.S. President Donald Trump imposed tariffs of up to 245% on imports from China and Beijing responded with its own steep import duties, the two sides agreed to hold back to allow time for talks. But preliminary discussions between the two sides have yet to produce significant progress.</p>

<p>In the meantime, the Trump administration has hiked tariffs on imports from China by 35%, pending an Aug. 12 deadline for reverting to the higher tariffs Washington and Beijing have delayed for now.</p>

<p>The recovery in trade is expected to help boost economic growth in the April to June quarter. The Chinese government is due to report those figures on Tuesday.</p>

<p>KERRVILLE, Texas (AP) — Crews on Monday were expected to resume looking for victims of catastrophic flooding in Texas that killed at least 132 people after more heavy rains temporarily paused their search and rescue operations.</p>

<p>Those efforts along the Guadalupe River were halted on Sunday after a new round of severe weather led to high water rescues elsewhere and prompted fears that waterways could surge again above their banks.</p>

<p>It was the first time search efforts for victims of the July Fourth floods were stopped due to severe weather. Authorities believe more than 160 people may still be missing in Kerr County alone, and 10 more in neighboring areas.</p>

<p>In Kerrville, where local officials have come under scrutiny over whether residents were adequately warned about the rising water in the early morning hours of July 4, authorities went door-to-door to some homes after midnight early Sunday to alert people that flooding was again possible. Authorities also pushed phone alerts to those in the area.</p>

<p>During the pause in searches, Ingram Fire Department officials ordered crews to immediately evacuate the Guadalupe River corridor in Kerr County, warning the potential for a flash flood was high.</p>

<p>Late Sunday afternoon, the Kerr County Sheriff's Office announced that search teams in the western part of that county could resume their efforts. The Ingram Fire Department would resume its search and rescue efforts Monday morning, said agency spokesman Brian Lochte.</p>

<p>Latest flooding damages dozens of homes</p>

<p>Gov. Greg Abbott said on X the state conducted rescues of dozens of people in San Saba, Lampasas and Schleicher counties, and that evacuations were taking place in a handful of others.</p>

<p>The latest round of flooding damaged about 100 homes and knocked down untold lengths of cattle fencing, said Ashley Johnson, CEO of the Hill Country Community Action Association, a San Saba-based nonprofit.</p>

<p>"Anything you can imagine in a rural community was damaged," she said. "Our blessing is it was daylight and we knew it was coming."</p>

<p>With more rain on the way, county officials ordered everyone living in flood-prone areas near the San Saba River to evacuate, with people moved to the San Saba Civic Center, Johnson said.</p>

<p>A wide-ranging weather system brings heavy rains</p>

<p>The weather system brought slow-moving storms and multiple rounds of heavy rain across a widespread area, pushing rivers and streams over their banks.</p>

<p>The rains caused waterways to swell further north in Texas, where emergency crews rescued one motorist who was left stranded in waist-high rapids on a submerged bridge over the Bosque River.</p>

<p>"He drove into it and didn't realize how deep it was," said Jeff Douglas, president of the McGregor Volunteer Fire Department.</p>

<p>In the west Texas city of Sonora, authorities called for evacuations of some neighborhoods due to rising flood waters. Sonora is located about 110 miles (177 kilometers) northwest of Kerrville.</p>

<p>Kerrville residents get support from police, alerts</p>

<p>Under heavy rain, Matthew Stone on Sunday cleared branches and a log from a storm sewer in front of his home on Guadalupe Street in Kerrville as several inches of water pooled up on the road.</p>

<p>Multiple houses on the street overlooking the Guadalupe River were severely impacted by the July 4 floods. Stone said he felt safe for now.</p>

<p>"The cops have been coming back and forth, we're getting lots of alerts, we're getting a lot of support," he said.</p>

<p>Just before daybreak on the Fourth of July, destructive, fast-moving waters rose 26 feet (8 meters) on the Guadalupe River, washing away homes and vehicles. Ever since, searchers have used helicopters, boats and drones to look for victims.</p>

<p>The floods laid waste to the Hill Country region of Texas. The riverbanks and hills of Kerr County are filled with vacation cabins, youth camps and campgrounds, including Camp Mystic, the century-old, all-girls Christian summer camp.</p>

<p>Located in a low-lying area along the Guadalupe River in a region known as flash flood alley, Camp Mystic lost at least 27 campers and counselors.</p>

<p>The flood was far more severe than the 100-year event envisioned by the Federal Emergency Management Agency, experts said, and moved so quickly in the middle of the night that it caught many off guard in a county that lacked a warning system.</p>
