<p>LAVAL, France (AP) — Italian rider Jonathan Milan timed his attack perfectly to win the eighth stage of the Tour de France in a sprint finish on Saturday.</p>

<p>Milan overtook Australian Kaden Groves on his left and held off Belgian rider Wout van Aert to beat him by about half a bike length. Milan won Olympic gold with Italy in team pursuit at the 2021 Tokyo Games and this was his first Tour stage win to go with four on the Giro d'Italia.</p>

<p>Defending champion Tadej Pogačar kept the yellow jersey after finishing in the main pack.</p>

<p>After Friday's tough grind, the peloton set off at a slower pace on a sun-baked Stage 8, starting from the Brittany commune of Saint-Méen-le-Grand and taking riders 171 kilometers (106 miles) to Laval in western France.</p>

<p>The main teams had no will to set a high pace, so the peloton trundled along through country roads until two riders —- French teammates Mathieu Burgaudeau and Matteo Vercher — broke away with about 80 kilometers left.</p>

<p>The peloton did not respond, continuing to roll at a lethargic pace for a long time with no team deciding to lead the chase.</p>

<p>"It was a much more relaxing stage than the previous ones," Pogačar said. "It has been a good day out in order to recover from the many efforts we have already done."</p>

<p>Pogačar even had time to check how his girlfriend Urška Žigart was doing on the women's Giro. She finished seventh on Stage 7.</p>

<p>"I'm always nervous on the bike when she is racing, and it's great to hear about her," he said. "When she does well, I feel super happy."</p>

<p>The pack was taking it a bit too easy in his race, though.</p>

<p>When sprinters realized they were in danger of missing out on a stage win, the peloton's speed had to increase eventually, and the two riders were finally caught with nine kilometers left.</p>

<p>After a sinewy route near the finish, Stage 2 winner Mathieu van der Poel accelerated to put his Alpecin–Deceuninck teammate Groves into a good position, but they attacked a little too soon.</p>

<p>Milan anticipated this, made his own move and withstood Van Aert's late attack behind him. The trio clocked 3 hours, 50 minutes.</p>

<p>"It was a tough finale. I was in the front positions and I waited for the right moment to launch my sprint," Milan said. "I gave it all and it worked out."</p>

<p>In the overall standings, double Olympic champion Remco Evenepoel remained 54 seconds behind Pogačar in second place. Frenchman Kévin Vauquelin was third at 1 minutes, 11 seconds, and two-time Tour champion Jonas Vingegaard sat 1:17 behind in fourth spot.</p>

<p>Sunday is for sprinters</p>

<p>Stage 9 of the three-week race heads into central France on a 158-kilometer flat stage for sprinters finishing in Châteauroux.</p>

<p>Wildfires raging near the Grand Canyon's North Rim have prompted evacuations, air quality concerns and the closure of the North Rim of the national park.</p>

<p>The White Sage Fire started July 9 when lightning struck during a thunderstorm, according to the Bureau of Land Management. As of late July 11, it had burned 10,973 acres and was 0% contained. The fire is located 15 miles southeast of Fredonia, Arizona, and was moving toward Jacob Lake, officials said.</p>

<p>Authorities evacuated about 500 visitors from the Grand Canyon's North Rim on July 10 in response to the fast-growing fire, the National Park Service said. Evacuations were expanded on July 11 to include a vast chunk of land north of the Grand Canyon with the following boundaries: the Utah border in the north, Grand Canyon National Park in the south, House Rock Valley Road/Buffalo Ranch Road in the east, and Kaibab National Forest in the west, according to the Arizona Republic, part of the USA TODAY Network. The area is in "go" status, meaning all residents and visitors should leave immediately.</p>

<p>"All visitors have left the area, and park employees and residents remain sheltering in place," the Grand Canyon NPS said.</p>

<p>Another fire burning on the North Rim of the Grand Canyon, the Dragon Bravo Fire, burned 1,500 acres and was also 0% contained. It started July 4 as the result of another lightning strike, officials said. Evacuation orders were also issued to North Rim residents in the vicinity of the Dragon Bravo fire.</p>

<p>"The North Rim remains closed to all visitor use until further notice to support firefighting operations and ensure public safety for this fire and the nearby White Sage Fire," the National Park Service said in a July 11 statement.</p>

<p>Smoke can be seen from the South Rim of the park, and the National Park Service urged visitors to monitor air quality conditions.</p>

<p>Extreme fire weather was helping the White Sage Fire grow rapidly, officials said. The fire "made a significant run" the afternoon of July 10, with "erratic" winds of 15 to 20 mph and low humidity helping it spread. According to forecasters with the National Weather Service office in Flagstaff, "elevated fire danger will continue as long as hot and locally breezy conditions remain."</p>

<p>Columbia University is on the verge of striking an agreement with the Trump administration following months of negotiation to restore federal funding to the school, according to two sources familiar with the deal.</p>

<p>Columbia is expected to pay a multimillion-dollar settlement to victims of alleged civil rights violations, implement changes to its diversity, equity and inclusion policies, boost transparency about hiring and admissions efforts, and take other steps to improve security and safety on campus for Jewish students, according to one source familiar with the matter.</p>

<p>In return, the source said, the school will regain access to over $400 million in federal funding the Trump administration stripped earlier this year.</p>

<p>Trump administration officials and officials from Columbia are expected to meet next week at the White House, the source said. The deal has not been finalized and remains subject to change.</p>

<p>The administration believes the deal, the terms of which were first reported by the Washington Free Beacon, could serve as a blueprint for other schools. A second source familiar with the matter noted the Trump administration has been approaching its negotiations with universities, including Columbia and Harvard University, with a framework of the schools paying a financial penalty. The exact dollar amount is unclear, though it varies by school.</p>

<p>Elite schools like Columbia and Harvard University, among others, have faced intense pressure from the Trump administration to crack down on antisemitism on their campuses – or face the possible loss of significant federal funding. The effort is part of a broad administration push for policy changes at universities – including over diversity, equity and inclusion and other initiatives – that President Donald Trump sees as a winning political issue. But it is one that raises major questions about academic freedom and the role of the federal government on college campuses.</p>

<p>The school's board of trustees met July 6 to review the terms of the deal, according to one of the sources.</p>

<p>The New York City university, which is facing an investigation into its handling of antisemitism on campus, had taken a less confrontational approach than Harvard while it sought to reach a deal, and the source told CNN the administration was more amenable to Columbia's proposed terms in behind-the-scenes negotiations. In June, the Trump administration threatened to pull the university's accreditation over policies it said violated discrimination laws.</p>

<p>Talks between a small circle of officials from Trump administration and Harvard had deteriorated in recent weeks amid disputes over some sticking points of that deal.</p>

<p>A Columbia spokesperson emphasized that negotiations remain ongoing.</p>

<p>"The University is focused on advancing discussions with the federal government. There is no resolution at this time," the spokesperson said.</p>

<p>Asked about the state of talks, Trump told CNN last week, "I think we're going to probably settle with Harvard. We're going to probably settle with Columbia. They want to settle very badly. There's no rush."</p>

<p>Asked how much money the settlement would entail, Trump said, "A lot of money."</p>

<p>A source involved in universities' response to the administration told CNN last month the White House has been looking to strike a deal with a high-profile school.</p>

<p>"They want a name-brand university to make a deal like the law firms made a deal that covers not just antisemitism and protests, but DEI and intellectual diversity," this person said at the time.</p>

<p>Asked whether any of the schools are inclined to make such a deal, the source said, "Nobody wants to be the first, but the financial pressures are getting real."</p>

<p>Last month, acting Columbia President Claire Shipman described the financial pressures facing the university due to the administration's campaign as "increasingly acute."</p>

<p>"Columbia's top scientists are facing the decimation of decades of research. Graduate students, postdocs, mid-career researchers, and established, celebrated scientists, have all had their breakthroughs lauded by the world one minute and defunded the next. We're in danger of reaching a tipping point in terms of preserving our research excellence and the work we do for humanity," Shipman said in a letter to the Columbia community.</p>

<p>She indicated it was "essential" to restore the university's partnership with the federal government, but took aim at criticism that a resolution would amount to "capitulation."</p>

<p>Shipman said that Columbia has "engaged in conversations" with the administration about what she described as an "unacceptable" surge in antisemitic incidents on campus.</p>

<p>"We've committed to change, we've made progress, but we have more to do," she said.</p>

<p>BOSTON (Reuters) -A federal judge is standing by her decision to block the implementation of a provision in U.S. President Donald Trump's recently passed tax and spending bill that would prevent Planned Parenthood health centers from receiving Medicaid funding.</p>

<p>The Trump administration on Friday asked U.S. District Judge Indira Talwani in Boston to dissolve what it called a "highly unusual" temporary restraining order she issued hours after Planned Parenthood sued over the law on Monday.</p>

<p>The administration said Talwani's brief order provided no explanation for why she was blocking part of the One Big Beautiful Bill Act the Republican-led Congress passed that bars health care providers like Planned Parenthood's clinics that offer abortions from receiving Medicaid reimbursements.</p>

<p>Talwani, an appointee of Democratic President Barack Obama, responded late Friday that such an order was necessary to prevent disruptions to health care until she could hear arguments on July 18.</p>

<p>But in light of the Trump administration's request, she issued a new, amended temporary restraining order making clear that she had concluded Planned Parenthood was likely to succeed in proving the law violated the U.S. Constitution.</p>

<p>Planned Parenthood and the U.S. Department of Justice did not respond to requests for comment.</p>

<p>Under the law, Medicaid funds cannot go to "prohibited" entities, certain nonprofits that provide abortion services, and their "affiliates".</p>

<p>Planned Parenthood has said the law was drafted to specifically target its members and would have "catastrophic" consequences for its nearly 600 health centers if implemented, putting nearly 200 of them in 24 states at risk of closure.</p>

<p>Talwani said the bar on funding to affiliates created confusion among members of Planned Parenthood Federation of America, the parent organization, that do not themselves qualify as prohibited entities, such as clinics that do not provide abortion services due to state-level bans.</p>

<p>Talwani said as a result, the law burdened the right of Planned Parenthood's 47 members to associate with each other and their parent organization, which advocates in favor of reproductive health care policies, in likely violation of the U.S. Constitution's First Amendment.</p>

<p>"The Supreme Court has 'long understood as implicit in the right to engage in activities protected by the First Amendment a corresponding right to associate with others' in pursuit of desired political, educational, or social ends," she wrote, citing a 1984 Supreme Court ruling.</p>

<p>A federal judge ordered the Trump administration to stop immigration agents in southern California from "indiscriminately" arresting people based on racial profiling, saying that it had likely broken the law by dispatching "roving patrols" of agents to carry out sweeping arrests.</p>

<p>The decision was a win for a group of immigration advocates and five people arrested by immigration agents that sued the Department of Homeland Security over what it called a "common, systematic pattern" of people with brown skin forcibly detained and questioned in the Los Angeles area.</p>

<p>In a complaint filed July 2, the group said the area had come "under siege" by masked immigration agents "flooding street corners, bus stops, parking lots, agricultural sites, day laborer corners, and other places." They alleged agents picked out targets to forcefully detain and question solely because they had brown skin, spoke Spanish or English with an accent, and worked as day laborers, farm workers, or other jobs.</p>

<p>Those arrested were denied access to lawyers and held in "dungeon-like" facilities where some were "pressured" into accepting deportation, the lawsuit alleged.</p>

<p>Judge Maame Frimpong of the Central District of California wrote in her order that the group would likely succeed in proving that "the federal government is indeed conducting roving patrols without reasonable suspicion and denying access to lawyers." Stopping the indiscriminate arrests was a "fairly moderate request," she wrote.</p>

<p>Her order granted an emergency request, and the lawsuit is going.</p>

<p>Mohammad Tajsar, an American Civil Liberties Union attorney representing the group that brought the lawsuit, said, "It does not take a federal judge to recognize that marauding bands of masked, rifle-toting goons have been violating ordinary people's rights throughout Southern California."</p>

<p>"We are hopeful that today's ruling will be a step toward accountability for the federal government's flagrant lawlessness."</p>

<p>Frimpong "is undermining the will of the American people," DHS Assistant Secretary Tricia McLaughlin said in a statement to USA TODAY. "America's brave men and women are removing murderers, MS-13 gang members, pedophiles, rapists."</p>

<p>A federal judge ordered the Trump administration to stop 'indiscriminate' immigration enforcement raids in southern California.</p>

<p>Allegations that agents are making arrests based on skin color are "disgusting and categorically FALSE," McLaughlin said. "DHS enforcement operations are highly targeted, and officers do their due diligence."</p>

<p>The Trump administration ramped up immigration raids across California starting in June, widening its focus from those with criminal records to a broader sweep for anyone in the country illegally.</p>
