<p>WASHINGTON (AP) — The State Department is pulling back from commenting on or criticizing elections overseas unless there is a clear and compelling U.S. foreign policy interest in doing so.</p>

<p>In new guidance issued Thursday to all U.S. embassies and consulates abroad, the department said that those outposts should refrain from issuing statements that invoke any particular ideology and that what they may say must be in line with President Donald Trump's stated position that the U.S. will respect the sovereignty of all foreign nations.</p>

<p>"Consistent with the administration's emphasis on national sovereignty, the department will comment publicly on elections only when there is a clear and compelling U.S. foreign policy interest to do so," according to the cable, a copy of which was shared with The .</p>

<p>The department has for decades issued statements highly critical of or questioning the legitimacy of certain elections, notably in authoritarian countries. That is changing as the Trump administration has emphasized an "America First" foreign policy approach centered on U.S. interests.</p>

<p>"When it is appropriate to comment on a foreign election, our message should be brief, focused on congratulating the winning candidate, and, when appropriate, noting shared foreign policy interests," the cable said.</p>

<p>The document, which was signed by Secretary of State Marco Rubio and first reported by the Wall Street Journal, said "messages should avoid opining on the fairness or integrity of an electoral process, its legitimacy or the democratic values of the country in question."</p>

<p>In the past, U.S. commentary questioning or criticizing elections aboard often has come in support of findings from various election monitoring groups, such as the Organization for Security and Cooperation in Europe or U.S.-based institutions such as the Carter Center, the National Democratic Institute and International Republican Institute.</p>

<p>The department cable said that amplifying the findings of outside groups or denouncing electoral irregularities can only be done with permission from senior officials in Washington.</p>

<p>Bruce Springsteen will take the stage as both performer and a guest of honor at one of Hollywood's most prominent fundraising events, the Academy Museum Gala.</p>

<p>The 75-year-old rock legend is being honored alongside actors Penélope Cruz and Bowen Yang and filmmaker Walter Salles at the Oct. 18 celebration hosted by the Academy Museum of Motion Pictures.</p>

<p>The high-fashion get-together, now in its fifth year, has been positioned as a West Coast version of the New York Metropolitan Museum of Art's Met Gala. It features a massive red carpet with a slew of celebrities from Hollywood and beyond, raising money for the Los Angeles museum's exhibits and education programs.</p>

<p>Gala co-chairs include Jon M. Chu, Common, Jennifer Hudson, Viola Davis, Julius Tennon, Robert Downey Jr. and Susan Downey. The host committee includes Kurt Russell and Goldie Hawn, Adrien Brody, Zoë Kravitz, Demi Moore, Colman Domingo, Ke Huy Quan, Meg Ryan and Amy Adams.</p>

<p>Last year's event honored Quentin Tarantino, Rita Moreno and Paul Mescal and raised more than $11 million.</p>

<p>Alison Brie and Dave Franco have just the proposal idea for couples looking to get engaged.</p>

<p>The couple and Together costars announced NEON's contest to win a free wedding via social media on Thursday, July 17. The couple with the best and most creative wedding proposal at a Together viewing can win a free wedding in Las Vegas.</p>

<p>"We are so excited for you to see our new horror movie Together, that we've created a little something special for all the couples out there who want to be together forever," Brie, 42, began the announcement, ending with a playful, creepy tone.</p>

<p>"With NEON, we've created a once-in-a-lifetime opportunity for you to say 'I do,'" Franco, 40, continued.</p>

<p>The terms of the contest include filming a proposal at a theater "ideally" showing Together, posting it on social media with the #TogetherContest and tagging @together.movie, before Aug. 3.</p>

<p>"We will review your videos, and one lucky couple will get a wedding in Vegas courtesy of the Together team," the Neighbors actor said.</p>

<p>While Brie stated "how crazy romantic" the proposal would be, Franco encouraged "the crazier the better," while holding up prayer hands.</p>

<p>"Yes, we can't wait to see you at the movies with all your outrageous proposals," Brie said in the video.</p>

<p>All participants must live in the U.S. and be 18 years or older, according to the guidelines. Couples interested in participating can view the rules on NEON's website.</p>

<p>"All entries will be judged and a winner will be chosen based on judging criteria and contacted by DM," the social media caption read. "You have until midnight 8.4 so get to it, lovers."</p>

<p>This isn't the first contest the independent film production company has announced for the upcoming release of the horror film. This week, Brie and Franco announced another giveaway providing tickets to the LA premier on July 23.</p>

<p>The couple who tied the knot in 2017, posted a steamy pic of them sharing an intimate kiss while imitating the Together billboard on Melrose Ave & North Detroit St.</p>

<p>The post encouraged fans to win tickets to the premier by recreating the Together billboard with their significant other using the #TogetherForever and tagging @neonrated.</p>

<p>"The perfect couple in 'the perfect date night horror movie.' TOGETHER. Join us 7.30," the Instagram caption read.</p>

<p>"Years into their relationship, Tim and Millie (Franco and Brie) find themselves at a crossroads as they move to the country, abandoning all that is familiar in their lives except each other," a synopsis for the movie reads. "With tensions already flaring, a nightmarish encounter with a mysterious, unnatural force threatens to corrupt their lives, their love, and their flesh."</p>

<p>The couple spoke with PEOPLE and Entertainment Weekly's Shutterstock Official Sundance Film Festival Portrait Studio where they discussed the after effects of the film on their relationship.</p>

<p>"I think we're more codependent than ever," Franco admitted.</p>

<p>"Yeah," agreed Brie with a laugh. "The film is about a codependent couple who's sort of in a bit of a rut. They're feeling dangerously codependent, having issues with that. And I think we went into it being like, 'Our relationship is much healthier and everything's good.' And then we came out on the other side a little more codependent."</p>

<p>Together hits theaters July 30.</p>

<p>Even when they're not selling paper together, Dwight and Pam's friendship is still going strong.</p>

<p>On Wednesday, The Office alums Rainn Wilson and Jenna Fischer delighted fans with news that they recently reunited for lunch and a quickie recording for Fischer's Office rewatch podcast Office Ladies.</p>

<p>"Had lunch with one of my favorite people on the planet. Then we recorded audio in the back [of] her car for those gosh darn Office Ladies," Wilson wrote on Instagram, sharing two selfies of the duo outside and in the back of Fischer's car. "This amazing, gorgeous woman I first met at our Office audition call back [sic] in late 2003! Can you believe it!? Dwight and Pam forever!"</p>

<p>Fischer chimed in too, commenting, "This made my heart so happy!!"</p>

<p>Over on her Instagram Stories, the actress reshared the post with a callback to a sweet moment between their characters writing, "Dwight is kind of my friend."</p>

<p>Her Office Ladies cohost and fellow Dunder Mifflin survivor Angela Kinsey commented, "This makes my heart happy! Love you guys!"</p>

<p>The Office aired for nine seasons between 2005 and 2013. Six years after the finale, Fischer and Kinsey launched Office Ladies, on which the pair go through the sitcom episode by episode, breaking down plot lines and sharing behind-the-scenes stories while reminiscing with fellow Dunder Mifflin alums.</p>

<p>The very first episode of the podcast saw Fischer recount first crossing paths with Wilson at a live test audition — where he made an awkward impression.</p>

<p>"For all the leads of the show, they brought us in to screen test and they mixed and matched us. There were four Pams and four Dwights and four Jims and four Michaels. And we spent a whole day being mixed and matched with each other," she explained. " And I remember meeting Rainn Wilson and he was in character, but I couldn't really know that because I didn't know Rainn yet. And I thought he was the weirdest person I ever met in my life."</p>

<p>Fischer shared that not only was Wilson rocking Dwight's signature haircut, but at one point, they shared an odd interaction when his wife joined him for lunch.</p>

<p>"Rainn introduces me to his wife — she was pregnant at the time with their son — and he says, 'This is my wife, Holly, bearer of my seed.' And I was like, 'What?!' And she started laughing. But that was just Rainn being Rainn."</p>

<p>Teddi Mellencamp is sharing how she's approaching parenting as she goes through treatment for cancer.</p>

<p>In a candid interview published Thursday, July 17, with Glamour, the Real House Housewives of Beverly Hills alum, 44, spoke about how her relationship with her kids — Slate, 12, Cruz, 10, and Dove, 5, whom she shares with ex Edwin Arroyave — has shifted since as she's gone through treatment for skin cancer.</p>

<p>"Some days are extremely difficult, because I can still remember what I used to be like before, and I want to still be all of those things to my kids. And I can't," Mellencamp candidly shared. "I am so lucky that I have such smart, loving, resilient children who have been there for me through all of this."</p>

<p>"There are some days where I'm at every single activity and feel like the old me. But there are others where I cry and get upset," she continued. "I feel hurt and so sad that I have to write on a piece of paper what my kids' days are going to entail, and none of it involves me because I can't do it."</p>

<p>"Some days, I can't even write on the paper. Parenting has been a lot of communication with my kids, my friends, and my family, saying, 'This is what I need.'"</p>

<p>Mellencamp went on to say that although it seems trivial, the old version of her thought that spending time with her kids watching television show wasn't necessarily "quality time."</p>

<p>"Now, I have such a different view on things," she explained. "We pick a favorite show and watch it together, and we laugh and get obsessed. It doesn't have to be running around all the time. It can be us just in the moment."</p>

<p>Earlier this month, Mellencamp's ex-husband Arroyave shared a photo of their family on Instagram in honor of Mellencamp's birthday, praising her for her strength as she goes through her ongoing cancer journey.</p>

<p>"Your resilience, tenacity, and strength have taught our children what a true warrior is," Arroyave wrote in his caption. "May God bless you with your best year ever."</p>

<p>Mellencamp has been open about her cancer journey, which began with multiple surgeries to remove melanomas on her back. Then, this past February, she shared that her melanoma had spread to her lungs and brain. But she's responding to treatment, as she said in an April Instagram post: "All tumors stage 4 (metastasized melanoma in my brain and lungs) shrunk or disappeared."</p>

<p>The Justice Department recommended a one-day prison sentence for a former Louisville, Kentucky, police officer found guilty of violating Breonna Taylor's civil rights during a fatal March 2020 police raid.</p>

<p>Taylor, 26, was inside her apartment when she was fatally shot by plainclothes officers around 12:40 a.m. on March 13, 2020, during a botched narcotics investigation.</p>

<p>Brett Hankison fired 10 rounds into Taylor's apartment through a covered glass door and window, three of which traveled into an adjacent apartment with a man, pregnant woman and 5-year-old inside. None of the rounds fired by Hankison hit Taylor or any of the neighbors.</p>

<p>Hankison, who is scheduled to be sentenced on July 21, faces a maximum sentence of life in prison.</p>

<p>A pre-sentence report prepared by the United States Probation Office recommended a sentence between 11.25 and 14 years, according to court documents. The Justice Department memo said that range was incorrectly calculated and "excessive," recommending that the court "grant a significant downward departure."</p>

<p>The DOJ requested Hankison instead be sentenced to one day's imprisonment, which would be considered already served because the "defendant gets credit for the day he was booked and made his initial appearance," followed by three years of supervised release.</p>

<p>What the Justice Department memo says</p>

<p>The Justice Department said in a sentencing memorandum filed July 16 that is it "unaware of another prosecution in which a police officer has been charged with depriving the rights of another person under the Fourth Amendment for returning fire and not injuring anyone."</p>

<p>"The government respects the jury's verdict, which will almost certainly ensure that Hankison never serves as a law enforcement officer again and will also likely ensure that he never legally possesses a firearm again," the memorandum said. "But adding on top of those consequences a sentence within the lengthy guidelines range — even when properly calculated — would, in the government's view, simply be unjust under these circumstances."</p>

<p>The memorandum also says that former President Joe Biden's administration should not have prosecuted Hankison on civil rights charges at all.</p>

<p>"Indeed, reasonable minds might disagree as to whether Hanksion's conduct constituted a seizure under the Fourth Amendment in the first place," the memorandum states. "... And reasonable minds certainly might disagree whether, even if Hankison's conduct did constitute a seizure, a prosecution under this statute should have been brought under these circumstances at all."</p>

<p>The sentencing memorandum was signed by Robert J. Keenum, senior counsel for the DOJ's civil rights division, and Harmeet Dhillon, an assistant attorney general for the department. Keenan was not part of the original prosecution team. Dhillon was appointed by the current President Donald Trump's administration.</p>

<p>Charges follow botched raid</p>

<p>As police entered the apartment, Taylor's boyfriend, Kenneth Walker, shot an officer in the leg. Walker later said he believed the officers were intruders.</p>

<p>Hankison was federally charged with violating the civil rights of Taylor and the three nearby neighbors. His first trial on those charges ended in a mistrial in 2023. In November, a second federal jury convicted Hankison of violating Taylor's civil rights but acquitted him on the separate count of violating the rights of the neighbors.</p>

<p>He is the only officer who fired into the apartment to be charged and convicted of any crime, though a probe into the warrant that authorized the raid continues.</p>

<p>The U.S. attorney's office for the Western District of Kentucky did not immediately return a request for comment, along with a representative for Taylor's family.</p>
