<p>Twenty Democratic-led states filed suit Wednesday against the Federal Emergency Management Agency, challenging the elimination of a long-running grant program that helps communities guard against damage from natural disasters.</p>

<p>The lawsuit contends President Donald Trump's administration acted illegally when it announced in April that it was ending the Building Resilient Infrastructure and Communities program. FEMA canceled some projects already in the works and refused to approve new ones despite funding from Congress.</p>

<p>"In the wake of devastating flooding in Texas and other states, it's clear just how critical federal resources are in helping states prepare for and respond to natural disasters," said Attorney General Andrea Joy Campbell of Massachusetts, where the federal lawsuit was filed. "By abruptly and unlawfully shutting down the BRIC program, this administration is abandoning states and local communities that rely on federal funding to protect their residents and, in the event of disaster, save lives."</p>

<p>FEMA did not immediately respond Wednesday to a request for comment. It said in April that the program was "wasteful and ineffective" and "more concerned with political agendas than helping Americans affected by natural disasters."</p>

<p>The program, established by a 2000 law, provides grants for a variety of disaster mitigation efforts, including levees to protect against floods, safe rooms to provide shelter from tornadoes, vegetation management to reduce damage from fires and seismic retrofitting to fortify buildings for earthquakes.</p>

<p>During his first term, Trump signed a law shoring up funding for disaster risk reduction efforts. The program then got a $1 billion boost from an infrastructure law signed by former President Joe Biden. That law requires FEMA to make available at least $200 million annually for disaster mitigation grants for the 2022-2026 fiscal years, the lawsuit says.</p>

<p>The suit contends the Trump administration violated the constitutional separation of powers because Congress had not authorized the program's demise. It also alleges the program's termination was illegal because the decision was made while FEMA was under the leadership of an acting administrator who had not met the requirements to be in charge of the agency.</p>

<p>The lawsuit says communities in every state have benefited from federal disaster mitigation grants, which saved lives and spared homes, businesses, hospitals and schools from costly damage.</p>

<p>Some communities have already been affected by the decision to end the program.</p>

<p>Hillsborough, North Carolina, had been awarded nearly $7 million to relocate a wastewater pumping station out of a flood plain and make other water and sewer system improvements. But that hadn't happened yet when the remnants of Tropical Storm Chantal damaged the pumping station and forced it offline last week.</p>

<p>In rural Mount Pleasant, North Carolina, town officials had hoped to use more than $4 million from the BRIC program to improve stormwater drainage and safeguard a vulnerable electric system, thus protecting investments in a historic theater and other businesses. While the community largely supports Trump, assistant town manager Erin Burris said people were blindsided by the lost funding they had spent years pursuing.</p>

<p>"I've had downtown property owners saying, 'What do we do?'" Burris said. "I've got engineering plans ready to go and I don't have the money to do it."</p>

<p>WASHINGTON (Reuters) -U.S. President Donald Trump said on Wednesday that he thinks China will soon sentence people to death for fentanyl manufacturing and distribution, as he offered fresh optimism about the prospects of a deal with Beijing on illicit drugs.</p>

<p>The drug trade has joined a range of economic and security issues as a major flashpoint in the relationship between the countries in recent years.</p>

<p>Washington accuses Beijing of failing to stem to curb the flow of precursor chemicals for fentanyl, a leading cause of U.S. overdose deaths. Beijing has defended its drug control record and accused Washington of using fentanyl to "blackmail" China.</p>

<p>Trump imposed 20% tariffs on Chinese imports over the issue in February, and they have remained in effect despite a fragile trade truce reached by both sides in Geneva in May.</p>

<p>"I think we're going to work it out so that China is going to end up going from that to giving the death penalty to the people that create this fentanyl and send it into our country," Trump said. "I believe that's going to happen soon."</p>

<p>The Chinese embassy in Washington did not immediately respond to a request for comment.</p>

<p>Trump spoke before he signed the HALT Fentanyl Act, a law increases prison terms for drug offenses involving fentanyl-related substances. The event was attended by family members of people who had died from fentanyl overdoses.</p>

<p>More than 450,000 Americans have died of synthetic opioid overdoses over the past decade, with millions more addicted.</p>

<p>Trump has been working to lower tensions with Chinese leader Xi Jinping ahead of a potential in-person meeting later this year.</p>

<p>"I think China's been helping out," Trump told reporters earlier on Wednesday. "Since I came here we're talking to them and they're making big steps... They want to do something. We'll see what happens."</p>

<p>China has balked at some of Washington's demands, which include publicizing the crackdown on fentanyl precursors on the front page of the Communist Party mouthpiece People's Daily and tightening regulation of specific chemicals.</p>

<p>But Beijing has also taken a series of actions on counter-narcotics in recent weeks. These included adding two more fentanyl precursors, 4-piperidone and 1-boc-4-piperidone, to a list of controlled chemicals starting on Sunday.</p>

<p>Last month, Chinese state media that immigration officials have seized more than 2 tons of drugs and arrested 262 suspects for drug smuggling so far this year.</p>

<p>Chinese officials also said they had prosecuted more than 1,300 people and arrested over 700 more nationwide for drug-related money laundering offences between January and May this year, a 2.1% year-on-year increase.</p>

<p>A court in the southeastern province of Fujian last month handed a suspended death sentence to former drug control official Liu Yuejin for bribery, state media reported.</p>

<p>After the Grammy winner, 32, confirmed a new acting role earlier this week, she took to Instagram on Wednesday, July 16 to address rumors she plans to "abandon" her music career.</p>

<p>Alongside a video of herself performing at the 2024 Met Gala, Grande wrote, "very silly of you all to assume that just because i have my hands full with many things that i plan to abandon singing & music … !!!"</p>

<p>"it is and has always been my lifeline. there will need to be room made for all of it," she explained.</p>

<p>The Wicked actress, who released her latest album Eternal Sunshine last year, continued, "it may not look exactly like it did before but i much prefer how it looks in my head. i am having fun. i feel grateful and excited and inspired."</p>

<p>Grande then went into detail, telling fans she's "finding a balance, between many projects and endeavors i love, and doing it my own way…"</p>

<p>At the end of the note, she revealed a mini upcoming tour is in the works: "so i'm working on a plan to sing for you all next year. even if it's just for a little. i love you."</p>

<p>One day before shutting down the rumors, Grande was confirmed as a voice actor in Wicked director Jon M. Chu's upcoming animated film adaptation of the Dr. Seuss book, Oh, the Places You'll Go!</p>

<p>Electronic music festival Tomorrowland will go ahead as planned, despite the main stage being destroyed by a massive fire on Wednesday — just one day before festivities were set to begin.</p>

<p>In a statement shared on Instagram, organizers of the festival in Belgium wrote, "Due to a serious incident and fire on the Tomorrowland Mainstage, our beloved Mainstage has been severely damaged." They also confirmed there were no fatal injuries.</p>

<p>Organizers said Tomorrowland will open its DreamVille campsite on July 17, where several events and performances will take place. Additional events planned in Brussels and Antwerp will also go ahead "as planned."</p>

<p>As for the remaining days of the festival, which is set to run July 18 through 20 in the town of Boom, south of Antwerp (and with weekend two running from July 24 through 27), organizers said: "We are focused on finding solutions for the festival weekend. More updates and detailed information will be communicated as soon as possible."</p>

<p>Videos posted to social media in the last few hours show clouds of thick smoke engulfing the stage. Firefighters and law enforcement have not yet identified the cause of the fire, but they have confirmed all emergency services are at the scene.</p>

<p>Representatives for Tomorrowland did not immediately return Variety's request for comment. Over 400,000 are people expected to attend across the two weekends.</p>

<p>The lineup for this year's festival included such artists as Swedish House Mafia, Dillon Francis, Deadmau5, David Guetta, Steve Aoki and Eric Prydz, among others.</p>

<p>A source confirmed to PEOPLE that the pair were dating in March after they were spotted together in Palm Beach, Florida. In photos of their beach date, the couple was seen swimming in the ocean and sharing a smooch in the water.</p>

<p>Two months later, a source exclusively told PEOPLE that the pair had taken their relationship to the next level and moved in together.</p>

<p>"Pete and Elsie have been living together in New York for the past few months," the source said in May. "They're splitting their time between Pete's house in upstate New York and a brownstone they recently started renting in Brooklyn."</p>

<p>"They're so happy together and doing great," the insider added.</p>

<p>Their happy news comes two months after the duo made their red carpet debut at the 13th Annual Blossom Ball at the Pierre Hotel in New York City.</p>

<p>Earlier this month, model Hewitt gave a glimpse into her romance with the Saturday Night Live alum by sharing a series of snaps of their trip to a lake and their Fourth of July celebrations.</p>

<p>One photo showed the couple snuggled up on a boat together as Davidson planted a kiss on his girlfriend's cheek, while the comedian could be seen rowing a boat in another shot.</p>

<p>The comedian opened up about his desire to start a family during an appearance on Kevin Hart's talk show, Hart to Heart, back in 2022.</p>

<p>"My favorite thing ever, which I'm yet to achieve, is I wanna have a kid," Davidson said, adding that becoming a dad is his "dream."</p>

<p>"It's super corny, but it would be so fun to dress up a little dude," he continued. "I'm so excited for that chapter so that's kind of what I'm just preparing for now, is trying to be like good as a dude and develop and get better so when that happens it's just easier."</p>

<p>Artist presale tickets for the 2025 Got Back Tour went on sale Tuesday, July 15, on Ticketmaster. You can register for presale access on McCartney's official tour site. General on sale ticketing will begin on Friday, July 18 at 10 a.m. local time.</p>
