<p>Washington (AP) — The University of Michigan is under federal scrutiny after two Chinese scientists linked to the school were separately charged with smuggling biological materials into the United States.</p>

<p>The Education Department on Tuesday opened an investigation into the university's foreign funding, citing the pair of cases that were announced days apart in June. It said the "highly disturbing criminal charges" raise concerns about Michigan's vulnerability to national security threats from China.</p>

<p>"Despite the University of Michigan's history of downplaying its vulnerabilities to malign foreign influence, recent reports reveal that UM's research laboratories remain vulnerable to sabotage," said Paul Moore, chief investigative counsel of the department.</p>

<p>President Donald Trump has made it a priority to increase transparency around foreign gifts and contracts to U.S. universities, especially those tied to China. Similar investigations have been opened at Harvard University, the University of Pennsylvania and the University of California, Berkeley.</p>

<p>It joins efforts from Republicans in Congress who have urged universities to cut research ties with China, saying China exploits the relationships to steal technology. Michigan ended a partnership with a university in Shanghai in January amid pressure from House Republicans who called it a security risk.</p>

<p>Trump appeared to question China's role in the smuggling incidents in an interview with Fox News' Maria Bartiromo on Sunday.</p>

<p>"We did just arrest three or four Chinese nationals who tried to bring a pathogen into the country that gets people sick and destroys food supply," said Bartiromo.</p>

<p>"You don't know where that came from, though," said Trump. "I mean, did that come from the country or is that through wackos that happened to carry something?"</p>

<p>The new investigation demands financial records from Michigan, along with information about research collaborations with institutions outside the U.S. The Education Department accuses Michigan of being "incomplete, inaccurate and untimely" in its public disclosures around funding from foreign sources.</p>

<p>Federal authorities brought charges in June against a Chinese scientist and his girlfriend — who worked at a lab at the University of Michigan — after the FBI said it halted their effort to bring a toxic fungus into the United States.</p>

<p>Days later, authorities arrested a Chinese scientist who was arriving in the U.S. and has been accused of shipping biological material to a laboratory at the University of Michigan.</p>

<p>In June, the university said it condemned any actions that undermine national security and announced a review of protocols related to research security.</p>

<p>In a letter to the university, however, the Education Department said some school officials have downplayed the vulnerability of research collaborations with Chinese institutions. It singles out Ann Chih Lin, director of the university's Center for Chinese Studies, who has publicly said the threat of technology theft from China is overstated.</p>

<p>"Lin's apparent indifference to the national security concerns of the largest single source of funding for UM's annual research expenditures — the American taxpayer — is particularly unsettling," Education Department officials wrote.</p>

<p>Federal law requires universities to report all gifts and contracts from foreign sources totaling $250,000 or more. The law went mostly unenforced until Trump's first term, when the Education Department opened a dozen inquiries into universities accused of underreporting foreign money. The Biden administration closed most of those cases, but the effort has recently been renewed.</p>

<p>Many US universities acknowledge a need to improve research security but caution against treating Chinese scholars with hostility and suspicion, saying only small numbers have been involved in espionage.</p>

<p>Last year, House Republicans issued a report finding that hundreds of millions of dollars in federal funding had gone toward research that ultimately boosted Chinese advancements in artificial intelligence, semiconductor technology and nuclear weapons.</p>

<p>China is the second-largest country of origin for foreign students in the U.S., behind only India. In the 2023-24 academic year, more than 270,000 international students were from China, making up roughly a quarter of all foreign students in the United States.</p>

<p>NEW YORK (AP) — This isn't a joke. They've made that clear.</p>

<p>CBS "Late Show" host Stephen Colbert condemned parent company Paramount Global's settlement of President Donald Trump's lawsuit over a "60 Minutes" story as a "big fat bribe" during his first show back from a vacation.</p>

<p>Colbert followed "The Daily Show" host Jon Stewart's attack of the deal one week earlier. Stewart works for Comedy Central, also owned by Paramount, making the two comics the most visible internal critics of the $16 million settlement that was announced on July 1.</p>

<p>Colbert's "bribe" reference was to the pending sale of Paramount to Skydance Media, which needs Trump administration approval. Critics of the deal that ended President Donald Trump's lawsuit over the newsmagazine's editing of its interview last fall with Democratic presidential candidate Kamala Harris suggested it was primarily to clear a hurdle to that sale.</p>

<p>"I am offended," Colbert said in his monologue Monday night. "I don't know if anything — anything — will repair my trust in this company. But, just taking a stab at it, I'd say $16 million would help."</p>

<p>He said the technical name in legal circles for the deal was "big fat bribe."</p>

<p>Jon Stewart terms it 'shameful'</p>

<p>Stewart began discussing the "shameful settlement" on his show a week earlier when he was "interrupted" by a fake Arby's ad on the screen. "That's why it was so wrong," he said upon his "return."</p>

<p>He discussed the deal in greater detail with the show's guest, retired "60 Minutes" correspondent Steve Kroft, making his views clear through a series of leading questions.</p>

<p>"I would assume internally, this is devastating to the people who work in a place that pride themselves on contextual, good journalism?" Stewart asked.</p>

<p>"Devastating is a good word," Kroft replied.</p>

<p>A handful of media reports in the past two weeks have speculated that Skydance boss David Ellison might try to curry favor with Trump by eliminating the comics' jobs if the sale is approved. A representative for Ellison did not immediately return a message for comment on Tuesday.</p>

<p>It would be easier to get rid of Stewart, since he works one night a week at a network that no longer produces much original content. Colbert is the ratings leader in late-night broadcast television, however, and is a relentless Trump critic.</p>

<p>The antipathy is mutual. Trump called Colbert "a complete and total loser" in a Truth Social post last fall, suggesting CBS was wasting its money on him. "HE IS VERY BORING," Trump wrote.</p>

<p>Colbert slips in a quip</p>

<p>Colbert alluded to reports about his job security in his monologue, pointing to the mustache he grew during his vacation. "OK, OK, but how are they going to put pressure on Stephen Colbert, if they can't find him?" he joked.</p>

<p>Colbert and Stewart both earned Emmy nominations this week for outstanding talk series. Together with ABC's Jimmy Kimmel, all three nominees are tough on Trump.</p>

<p>CBS News journalists have largely been quiet publicly since the settlement's announcement. Two top executives, CBS News CEO Wendy McMahon and "60 Minutes" executive producer Bill Owens, both quit or were forced out prior to the settlement for making their dissatisfaction about the idea known internally.</p>

<p>Reporting about the settlement on the day it was announced, "CBS Evening News" anchor John Dickerson said viewers would have to decide on their own what it meant to them.</p>

<p>"Can you hold power to account after paying it millions?" Dickerson asked. "Can an audience trust you when it thinks you've traded away that trust? The audience will decide that. Our job is to show up to honor what we witness on behalf of the people."</p>

<p>WASHINGTON ― The Trump administration is pulling half of the California National Guard members it deployed to Los Angeles in a major rollback of President Donald Trump's militarized response to protests in Southern California over immigration arrests and raids.</p>

<p>"Thanks to our troops who stepped up to answer the call, the lawlessness in Los Angeles is subsiding," Chief Pentagon spokesman Sean Parnell said in a July 15 statement. "As such, the Secretary has ordered the release of 2,000 California National Guardsmen (79th IBCT) from the federal protection mission."</p>

<p>Trump deployed 4,000 California National Guardsmen on June 7 to respond to protests that racked the southern part of the state after he stepped up immigration raids and arrests, targeting farms, restaurants, and hardware stores across the Los Angeles area. He also ordered 700 Marines to the city that were tasked with guarding federal property.</p>

<p>The deployment was decried by the state's Democratic lawmakers, who have called an overreach of presidential authority and accused Trump of inciting violence. Trump has claimed that the "Los Angeles would be burning right now" if not for the military presence.</p>

<p>California Gov. Gavin Newsom, a Democrat who sued the Trump administration over the guard's deployment, called for Trump to release the remaining National Guard members from Los Angeles now that half have been pulled.</p>

<p>"While nearly 2,000 of them are starting to demobilize, the remaining guards members continue without a mission, without direction and without any hopes of returning to help their communities," Newsom said in a statement Tuesday. We call on Trump and the Department of Defense to end this theater and send everyone home now."</p>

<p>Los Angeles Mayor Karen Bass claimed victory after Trump's withdrawal of guardsmen.</p>

<p>"This happened because the people of Los Angeles stood united and stood strong," Bass said in a statement. "We organized peaceful protests, we came together at rallies, we took the Trump administration to court ‒ all of this led to today's retreat."</p>

<p>Bass added: "We will not stop making our voices heard until this ends, not just here in LA, but throughout our country."</p>

<p>One National Guard brigade is being withdrawn from Los Angeles, according to a Defense official who was not authorized to speak publicly. About one brigade, with several thousand soldiers, remains.</p>

<p>An appeals court ruled in June that Trump could keep control over the National Guard troops.</p>

<p>Trump, upon his return Tuesday night to the White House after traveling to Pittsburgh, did not respond to a shouted question from a reporter about his decision to pull the guardsmen from Los Angeles.</p>

<p>Russia has rejected President Trump's "ultimatum" for Moscow to sign a ceasefire deal to end the war in Ukraine within 50 days on Tuesday as "unacceptable," calling for continued negotiations and insisting that the invasion ordered by President Vladimir Putin would continue until its goals are achieved.</p>

<p>In response to President Trump's threat to impose 100% secondary tariffs on countries that do business with Russia if Putin's government does not agree to a deal to end the war in that timeframe, Deputy Foreign Minister Sergey Ryabkov said Tuesday that "any attempts to make demands, especially ultimatums, are unacceptable to us," according to Russia's state-run TASS news agency.</p>

<p>"We need to focus on political and diplomatic work. The President of the Russian Federation has repeatedly said that we are ready to negotiate and the diplomatic path is preferable for us," Ryabkov was quoted as saying. "If we cannot achieve our goals through diplomacy, then the SVO (war in Ukraine) will continue… This is an unshakable position. We would like Washington and NATO as a whole to take it with the utmost seriousness."</p>

<p>Kremlin spokesperson Dmitry Peskov separately called Mr. Trump's announcement "quite serious."</p>

<p>"Some of it is addressed personally to (Russian) President Putin. We definitely need time to analyze what was said in Washington," Peskov said during his daily briefing on Tuesday. "If and when President Putin deems it necessary, he will definitely comment on it. I would not want to get ahead of ourselves, so let's wait for Putin's decision on whether he will comment on it himself."</p>

<p>Russia's former President Dmitry Medvedev, who is close to the Kremlin, called Mr. Trump's remarks "a theatrical ultimatum" in a post on social media, adding that "Russia didn't care."</p>

<p>On Tuesday, Mr. Trump said "at the end of 50 days, if we don't have a deal, too bad." Mr. Trump said at that point, "the tariffs are going to go, and other sanctions" but he added that Ukrainian President Volodymyr Zelensky "shouldn't target" Moscow.</p>

<p>Speaking Monday in the Oval Office alongside visiting NATO Secretary General Mark Rutte, Mr. Trump said: "We are very unhappy, I am, with Russia." He also announced a deal for the U.S. to sell additional weapons to its NATO allies, with the understanding that they will then send the weapons to Ukraine.</p>

<p>"We're not buying it, but we will manufacture it, and they're going to be paying for it," Mr. Trump said.</p>

<p>"This is really big," Rutte said. "And the decision is that you want Ukraine [to have] what it needs to have to maintain, to be able to defend itself against Russia, but you want Europeans to pay for it, which is totally logical."</p>

<p>Mr. Trump again expressed his frustration with Putin, whom he recently called "absolutely crazy" for ordering strikes on civilian areas in Ukraine. On Monday, Mr. Trump suggested the Russian autocrat had a habit of saying one thing and then doing another.</p>

<p>"I always hang up, say, 'Well, that was a nice phone call.' And then missiles are launched into Kyiv or some other city and I say, 'That's strange.'" Mr. Trump said. "After that happens three or four times, you say, the talk doesn't mean anything."</p>

<p>When asked in an interview with CBS News partner BBC News if he was done trying to deal with the Russian leader, Mr. Trump said: "I'm disappointed in him, but I'm not done with him. But I'm disappointed in him."</p>

<p>In a social media post on Monday, Zelenskyy said he had spoken with Mr. Trump and thanked his American counterpart, "for the willingness to support Ukraine and to continue working together to stop the killings and establish a lasting and just peace."</p>

<p>"It's important that we have such a good relationship, and that the Alliance countries are working to increase defense spending," Zelenskyy said, adding that he and Mr. Trump had made plans to speak again.</p>

<p>"We agreed to catch up more often by phone and coordinate our steps in the future as well," he said. "Thank you, Mr. President! Thank you, America!"</p>

<p>Russia launched its full-scale invasion of Ukraine on Feb. 24, 2022. The attack, involving tens of thousands of uniformed soldiers and barrages of missiles, came after Russia unilaterally annexed Ukraine's Crimean Peninsula after backing separatist forces in the region.</p>

<p>While Russia has maintained control over Crimea and installed its own administration there — along with a huge swathe of eastern Ukraine seized over the last three years — its dominion over those regions is not recognized by the U.S., the United Nations, or the majority of the international community.</p>

<p>One of Putin's key demands for a ceasefire in the ongoing war is that Ukraine, and its international backers, should recognize Russian ownership of at least some of that occupied territory.</p>

<p>Bronny James scored the Los Angeles Lakers' first three points Monday night in Las Vegas against the Los Angeles Clippers. Actually, he scored 10 of the Lakers' first 18 points in the Summer League matchup.</p>

<p>Following James' game-opening 3, he carried on with his best performance of the month. During a 67-58 Clippers win that often looked more like a college basketball rock fight than an NBA Summer League game, James achieved respectable offensive efficiency.</p>

<p>The 2024 second-round draft pick shot 6 of 10 from the field, including 3 of 5 from deep, and finished with a team-high 17 points, plus five rebounds and five assists.</p>

<p>Granted James committed three turnovers, but the 6-foot-2 guard also tied center Christian Koloko for the best plus/minus (+5) of any Lakers player Monday night.</p>

<p>While James is again one of the most-watched Lakers Summer League players, the 20-year-old son of one of the sport's all-time greats is not his team's top performer. Cole Swider, 26, has turned heads with impressive shotmaking the past couple weeks. Darius Bazley, 25, has showcased wide-ranging defensive versatility that makes the former first-round pick a role player candidate this season, too.</p>

<p>As for James, he still has a ways to go in his development.</p>

<p>That said, he's definitely improved. He's shown significantly more poise and confidence in this year's Summer League than he did last time around.</p>

<p>James has averaged 15.5 points, 4 assists, 3 rebounds and 3.5 turnovers over his most recent two games. In his three games since arriving in Vegas, James has posted 13 points, 3.3 assists, 2.7 rebounds and 2.7 turnovers per contest while shooting 44.8% from the field and 31.3% from 3.</p>

<p>For reference, James recorded a mere 32.7% field-goal percentage in Summer League play as a rookie. He shot 17 of 52, including a ghastly 3 of 23 from beyond the arc.</p>

<p>The Lakers have trusted James to handle the ball more in this year's Summer League, and he's enjoyed some success orchestrating pick-and-roll offense.</p>

<p>To earn a role in the NBA, he's still likely going to have to become a serviceable 3-and-D player. Right now, James' defense is ahead of his 3-point shooting.</p>

<p>Despite his height, he's equipped with a 6-foot-7 wing span and a 215-pound frame that allow him to stand his ground against bigger players, as evidenced by him holding his own against this year's top draft pick, Cooper Flagg, on Thursday.</p>

<p>That game was highly anticipated, given Flagg was making his Summer League debut after becoming the NBA's youngest No. 1 overall pick since LeBron James in 2003. The younger James kicked off the matchup with five straight points, both from buckets over Flagg.</p>

<p>James cooled down after that.</p>

<p>His two Summer League appearances in the California Classic came with ups and downs as well.</p>

<p>After showing off his athleticism with a high-flying dunk and scoring 10 first-half points in 11 minutes against the Miami Heat on July 6, James struggled two days later in 15 minutes of action against the San Antonio Spurs. That time out, he logged 2 points, 1 rebound, 1 assist and 3 turnovers while shooting only 1 of 5 from the field.</p>

<p>James is another year older, and he's got 27 NBA games and a good dose of the G League under his belt. His improvement in the Summer League is encouraging, but the stakes are also higher in his second year with the franchise, especially with LeBron's Lakers window apparently closing.</p>

<p>Shohei Ohtani has had some top-tier fashion moments in the past, highlighted by his forest-green suit at the 2022 All-Star Game. But even the best player in the game will swing and miss, and that's what happened at this year's red carpet. Ohtani's look Tuesday was ill-fitting and disjointed, but his wife, Mamiko, picked up the slack in a very apropos, peach-colored dress.</p>
