<p>WASHINGTON ― President Donald Trump says he's not extending his latest tariff deadline any further as the latest the Republican's administration escalates its pressure campaign on longtime U.S. allies to negotiate new trade deals.</p>

<p>Trump said he's sticking to a new Aug. 1 starting date for higher tariffs to go into effect as he sends letters to leaders of nations across the world alerting them to new U.S. tariff rates on goods from their countries.</p>

<p>"There has been no change to this date, and there will be no change. In other words, all money will be due and payable starting AUGUST 1, 2025," Trump said in a July 8 post on Truth Social. "No extensions will be granted."</p>

<p>Since returning to the White House in January, Trump has taken an on-and-off-again approach to his tariff regime ‒ routinely threatening new fees on goods that he retreats from later. His past efforts have earned him a nickname among Wall Street financial analysts called "TACO trade," an acronym that stands for "Trump always chickens out."</p>

<p>Steep "reciprocal" tariffs that Trump initially imposed in early April ‒ but soon after paused for 90 days amid market turbulence ‒ were set to go back into effect July 9. But Trump on July 7 extended the deadline to Aug. 1 after his administration has struggled to secure trade deals with other nations during the pause.</p>

<p>Trump on Monday announced new tariff rates for 14 countries ranging from 25% to 40%. He said each will go into effect Aug. 1. They include 25% tariffs on imports from Japan and South Korea, major U.S. trading partners. Dozens of more letters to additional countries are expected to go out July 8 and July 9.</p>

<p>The new tariffs would more than double, and in some cases quadruple, the fees on imports. Since April, the Trump administration has been imposing a 10% universal tariff on goods from most countries.</p>

<p>Top White House trade adviser Peter Navarro had predicted the administration would reach 90 trade deals in 90 days because of the threat of higher tariffs facing countries. But so far, Trump has reached trade agreements with only the United Kingdom and Vietnam.</p>

<p>Officials in central Texas are continuing search and rescue operations for a fifth day Tuesday after historic flash floods swept across the region.</p>

<p>As of Tuesday morning, the death toll is up to at least 109, including at least 27 children and counselors from Camp Mystic, a girls Christian camp in Kerrs County, which is about 90 miles northwest of San Antonio.</p>

<p>Flooding ravaged the area after rainfall overwhelmed the Guadalupe River on July 4, surging over 26 feet in less than an hour, Texas Lt. Gov. Dan Patrick said.</p>

<p>Was there a flash flood warning?</p>

<p>Officials noted the possibility of flash flooding in the area in news releases as early as July 2.</p>

<p>On July 3 around 1:15 p.m., the National Weather Service's Austin office issued a flash flood watch for eight counties, including Kerr.</p>

<p>On July 4 at 1:18 a.m., it was upgraded to a flash flood warning, which triggers cell phone alerts to residents in the area.</p>

<p>At 4:03 a.m., the NWS Austin office put out a "flash flood emergency" bulletin: "This is a FLASH FLOOD EMERGENCY for South-central Kerr County, including Hunt. This is a PARTICULARLY DANGEROUS SITUATION. SEEK HIGHER GROUND NOW!"</p>

<p>But the alerts provided little time to act for those who had gone to sleep that night unaware of the threat.</p>

<p>Where is Camp Mystic on a map? Is it in a flood zone?</p>

<p>Camp Mystic for Girls is a Christian camp in Kerr County, Texas. It's located within Texas Hill Country, a region of central Texas named for its grassy and rolling hills, and known as an especially flood-prone area.</p>

<p>The original camp, which was founded in 1926, sits alongside the Guadalupe River, and a second camp opened in 2020 near Cypress Lake.</p>

<p>According to data from the Federal Emergency Management Agency, the camp's Guadalupe River campus is within a high-risk flood area.</p>

<p>However, flooding can happen anywhere in Texas, including areas not considered to be in a high-risk zone, according to the Texas Water Development Board.</p>

<p>Kerr County Judge Rob Kelly said at a news conference that officials "didn't know this flood was coming."</p>

<p>"We had no reason to believe this was going to be anything like what's happened here. None whatsoever," Kelly said.</p>

<p>How many people are still unaccounted for in Texas flooding?</p>

<p>Forecasters said central Texas could still be hit with isolated showers and storms on Tuesday, and relief to flood-ravaged areas will come later in the week.</p>

<p>First responders and volunteers continued search efforts Tuesday.</p>

<p>As of Sunday afternoon, Texas Gov. Greg Abbott said at least 41 people were missing across the state, but with people camping throughout the holiday weekend, that number may be higher.</p>

<p>Among those at Camp Mystic, five campers and one counselor are still unaccounted for as of Tuesday.</p>

<p>Did NOAA staffing cuts affect warning timing?</p>

<p>The National Oceanic and Atmospheric Administration, which oversees the National Weather Service, has faced recent budget cuts leading to staffing vacancies.</p>

<p>In the immediate aftermath of the Texas flooding, many were quick to point blame about the lack of advanced notice for the deadly event.</p>

<p>"The National Weather Service office did everything they should do from everything I can tell," Jeff Masters, co-founder of Weather Underground, a commercial forecasting agency, and a former hurricane scientist with the NOAA Hurricane Hunters, previously told USA TODAY.</p>

<p>Masters noted "how important it is to have talented, experienced people at a well-funded National Weather Service," but added, "we are pushing our luck if we think the cuts at NOAA won't cause a breakdown in our ability to get people out of harm's way in the future." Read more here.</p>

<p>How to help those affected by the Texas flooding</p>

<p>Those looking to help Texans impacted by flooding can donate to several relief organizations.</p>

<p>The Red Cross, which is assisting with on ground response efforts, is taking donations on its website.</p>

<p>The Community Foundation of the Texas Hill Country started a Kerr County Flood Relief Fund, which will provide aid to organizations in the area that are assisting rescue, relief and recovery operations as well as flood assistance. Donations can be made online.</p>

<p>Newly released interviews and documentation further bolster evidence that Hamas systematically used sexual violence as a weapon of war during its Oct. 7, 2023 terror attack, according to a report by a group of Israeli gender and law experts unveiled Tuesday.</p>

<p>The report, titled "A Quest for Justice," was published by the Dinah Project, a legal research initiative led by law professor and women's rights activist Ruth Halperin-Kaddari of Tel Aviv's Bar-Ilan University, Sharon Zagagi-Pinhas, a lawyer and the former chief military prosecutor at the Israel Defence Forces, and Nava Ben-Or, a former judge and deputy attorney general.</p>

<p>Partly funded by the British government and Jewish non-profit organizations, the report contains previously unheard testimony from 15 returned hostages from Gaza, along with a rape survivor from the Nova music festival, one of at least six different locations where Hamas carried out its attacks.</p>

<p>It also includes eyewitness testimony from at least 17 different incidents of sexual assault, as well as accounts from first responders, forensic evidence, and audio and visual documentation.</p>

<p>The issue of sexual assault and rape during the Oct. 7 attacks is highly emotive and charged, with some in Israel accusing United Nations observers of betraying survivors by downplaying the issue. Meanwhile, some international observers, including a U.N. official appointed to investigate, say that while there is evidence of cases where rape and sexual assault took place, it does not point to those incidents having been systematic or directed by militant leaders.</p>

<p>Hamas has denied its militants committed sexual crimes on Oct. 7, 2023.</p>

<p>The report states that clear patterns emerged of sexual violence being perpetrated, including victims who were found "partially or fully naked with their hands tied, often to structures like trees or poles; evidence of gang rapes followed by execution; genital mutilation; and public humiliation." The details add to and corroborate past reporting on sexual violence that took place during the attacks.</p>

<p>The sexual violence "continued in captivity, with many returnees reporting forced nudity, physical and verbal sexual harassment, sexual assaults and threats of forced marriage," the report adds.</p>

<p>The victims also include two returned male hostages who were released in January and February after being held captive for about 500 days, where they were subjected to "sexual humiliation, which included forced nudity and physical abuse when naked," according to the report.</p>

<p>In light of the testimonies, the report aims to have the sexual violence acknowledged as crimes against humanity and to hold the perpetrators accountable.</p>

<p>Notably, it calls on the U.N. to send a fact-finding mission and blacklist Hamas as a group. "We hence call upon the U.N. Secretary-General to blacklist Hamas as an organization responsible for the tactical use of sexual violence as a weapon of war," it states.</p>

<p>Reem Alsalem, the U.N. Special Rapporteur on violence against women and girls, said in a statement that she and fellow rapporteurs and experts emphasized that reports of such violence needed to be independently verified and investigated and perpetrators be held accountable.</p>

<p>She added that the U.N. special commission appointed to investigate "found patterns indicative of sexual violence against Israeli women at different locations. The Commission was also unable to independently verify specific allegations of sexual and gender-based violence due to Israel's obstruction of its investigations."</p>

<p>"It is my understanding that neither the Commission nor any other independent human rights mechanism established that sexual or gender-based violence was committed against Israelis on or since the 7th of October as a systematic tool of war or as a tool of genocide," Alsalem wrote in the statement.</p>

<p>The Dinah Project report's findings follow previously published reports by the U.N. and the International Criminal Court on sexual violence and gang rape during the attack.</p>

<p>In March 2024, a report compiled by Pramila Patten, the U.N. Special Representative on sexual violence in conflict, stated that it had found "reasonable grounds" to believe some victims of the Hamas-led attacks on Israel on Oct. 7 were raped and sexually assaulted.</p>

<p>There was "clear and convincing" information that some of those taken captive were subjected to sexual violence, the U.N. team of experts said in their report, including rape and sexualized torture — violence it said "may be ongoing."</p>

<p>In December 2023, NBC News published a separate report which reviewed evidence suggesting that dozens of Israeli women were raped, sexually abused or mutilated during the Oct. 7 attack, where more than 1,200 people were killed in Israel.</p>

<p>Since then, Israel's ongoing military offensive in Gaza has killed more than 56,000 people and seriously injured thousands more, according to health officials in the enclave.</p>

<p>It also comes after a U.N.-backed body, the Human Rights Council, released an extensive report in March this year which accused Israel of "the systematic use of sexual, reproductive and other gender-based violence" in the Gaza Strip.</p>

<p>The report by the Commission of Inquiry on the Occupied Palestinian Territory found that the widespread destruction of Gaza, the use of heavy explosives in civilian areas, and Israeli attacks on hospitals and health facilities had led to "disproportionate violence against women and children."</p>

<p>While Israeli Prime Minister Benjamin Netanyahu did not address the report's findings, he called the organization an "anti-Israel circus."</p>

<p>THE HAGUE, Netherlands (AP) — The International Criminal Court issued arrest warrants Tuesday for the Taliban's supreme leader and the head of Afghanistan's Supreme Court on charges of persecuting women and girls since seizing power nearly four years ago.</p>

<p>The warrants also accuse the leaders of persecuting "other persons non-conforming with the Taliban's policy on gender, gender identity or expression; and on political grounds against persons perceived as 'allies of girls and women.'"</p>

<p>The warrants were issued against Taliban supreme leader Hibatullah Akhunzada and the head of the Supreme Court, Abdul Hakim Haqqani.</p>

<p>There was no immediate response from the Taliban government in Kabul.</p>

<p>The court's prosecution office called the decision to issue warrants "an important vindication and acknowledgement of the rights of Afghan women and girls."</p>

<p>It added that the judges' ruling "also recognises the rights and lived experiences of persons whom the Taliban perceived as not conforming with their ideological expectations of gender identity or expression, such as members of the LGBTQI+ community, and persons whom the Taliban perceived as allies of girls and women."</p>

<p>The warrants came just hours after the United Nations adopted a resolution Monday over U.S. objections that called on the Taliban to reverse their worsening oppression of women and girls and eliminate all terrorist organizations.</p>

<p>They are the latest high-profile suspects named in arrest warrants issued by the Hague-based court that also has sought the arrest of other leaders including Russian President Vladimir Putin and Israeli Prime Minister Benjamin Netanyahu.</p>

<p>Since returning to power in Afghanistan in 2021, the Taliban have imposed harsh measures, banning women from public places and girls from attending school beyond the sixth grade. Last week, Russia became the first country to formally recognize the Taliban's government.</p>

<p>The court said in a statement that the Taliban have "severely deprived, through decrees and edicts, girls and women of the rights to education, privacy and family life and the freedoms of movement, expression, thought, conscience and religion."</p>

<p>The court's chief prosecutor, Karim Khan, sought the warrants in January, saying that they recognized that "Afghan women and girls as well as the LGBTQI+ community are facing an unprecedented, unconscionable and ongoing persecution by the Taliban."</p>

<p>Global advocacy group Human Rights Watch welcomed the decision, and urged the international community to help enforce the court's warrants.</p>

<p>"Senior Taliban leaders are now wanted men for their alleged persecution of women, girls, and gender non-conforming people," Liz Evenson, the group's international justice director, said in a statement.</p>

<p>ICC judges approved a request in 2022 from the prosecutor to reopen an investigation into Afghanistan. The probe was shelved after Kabul said it could handle the investigation.</p>

<p>Khan said he wanted to reopen the inquiry because under the Taliban, there was "no longer the prospect of genuine and effective domestic investigations" in Afghanistan.</p>

<p>Khan's predecessor, Fatou Bensouda, got approval in 2020 to start looking at offenses allegedly committed by Afghan government forces, the Taliban, American troops and U.S. foreign intelligence operatives dating back to 2002.</p>

<p>When Khan reopened the probe, he said he would focus on crimes committed by the Taliban and the Afghan affiliate of the Islamic State group. He said he would "deprioritize" other aspects of the investigation, such as crimes committed by Americans.</p>

<p>The warrants for Taliban leaders were issued while Khan has stepped down temporarily pending the outcome of an investigation into allegations of sexual misconduct. Khan has categorically denied accusations that he tried for more than a year to coerce a female aide into a sexual relationship and groped her against her will.</p>

<p>Nick Cannon stands behind all of his decisions, especially when it comes to parenting.</p>

<p>While speaking with PEOPLE at ESSENCE Festival of Culture about his podcast We Playin' Spades presented by Amazon and Wondery, the Drumline alum, 44, opened up about his "nontraditional, unorthodox" life as a dad of 12. Cannon, who shares his children with six different women, tells PEOPLE that he loves his children unconditionally and "there's nothing more important" to him than them.</p>

<p>"I love my kids unconditionally, and there's nothing more important than my children, so it's a learning lesson of love for me every single day," he tells PEOPLE. "The number one thing is just to be present and to be able to say, 'Hey, I'm here, we're growing together.' "</p>

<p>"But also to put a different face on the fatherhood, too, because you see it in so many different ways now that you didn't see before," he continues. "You can be present and you can have multiple relationships. We're getting so many different flavors of how fatherhood can look."</p>

He shares twins Moroccan and Monroe with ex-wife Mariah Carey; sons Golden Sagon and Rise Messiah Cannon and daughter Powerful Queen with Brittany Bell; twins Zion Mixolydian and Zillion Heir and daughter Beautiful Zeppelin with Abby De La Rosa; son Legendary Love with Bre Tiesi; and daughter Onyx Ice Cole with LaNisha Cole. <p>The actor and comedian adds that his children are growing up "surrounded with love," despite what the public thinks about his "nontraditional" parenting style.</p>

<p>"I always tell everybody it's the proof is in the pudding, so we're gonna see," he says. "As these children grow up and they're surrounded with love, all I can do is pray that they can have an open and loving life because they see what that is in a very, like you said, non-traditional, unorthodox way, but it's still filled with love."</p>

<p>When asked if there's anything different about parenting single children versus multiple children, the host of The Masked Singer notes that his twins were born as "best friends."</p>

<p>"Twins are best friends. Friends out the gate," he says. "They have a different understanding. They locked in together and it's actually like once they get to a certain age, they always got a companion, so it's kind of cool."</p>

<p>"They can ... parent each other, but they have that built in like a strong balance that they got going to where they'll check each other," he adds. "They'll embrace each other and they [will] be down for each other like no other sibling or family infrastructure."</p>

<p>While speaking with PEOPLE in March, Cannon opened up about comments he made on a recent episode of the We Playin' Spades podcast about not being ready to rule out the possibility of having kids in the future. With his comments having now gone viral, Cannon told PEOPLE that he received a call from his grandmother, asking if he had another child. "My grandmother called me last night, like 'Another One!' I was like, 'Calm down,' " he recalled.</p>

<p>The actor explained that while he's "not against it," he won't be welcoming any little ones anytime soon.</p>

<p>"I really don't know. I'm being honest. I'm having so much fun in this space right now, and the way my bank account is set up, I'm going to press hold on this 12 for right now," he said. "But. I was just speaking of three years from now [or] five years from now, who knows? I'm not against it."</p>

<p>"There was a point in time where I was just like, 'Nah, I'm done.' And, then I was like, 'Who am I to say that?' " he added. "It seemed like it was such an emphatic thing. I never imagined that I would have 12 kids. So, it's one of those things where I love children. I love my life, and if it could keep going in the direction that it's going, why not?"</p>
