GYEONGJU, South Korea (AP) — Leaders of 21 Asian and Pacific Rim nations are to set to wrap up their annual economic forum on Saturday after President Donald Trump and Chinese President Xi Jinping agreed on a temporary truce on their trade war, generating relief around the world.

This year's Asia-Pacific Economic Cooperation summit in the South Korean city of Gyeongju was heavily overshadowed by Thursday's Trump-Xi meeting that ended with the two leaders dialing back their earlier trade steps and de-escalating their trade tensions.

The high-stakes meeting was arranged on the sidelines of APEC. Trump, known for his dismissal of multilateralism, quickly left South Korea after reaching deals with Xi, allowing the Chinese president to steal the limelight at the summit.

During the APEC summit's opening session Friday, Xi said China would support global free trade and supply chain stability in an apparent effort to position his country as an alternative to Trump's protectionist policies. In written remarks sent to a CEO summit held in conjunction with APEC, Xi said that "Investing in China is investing in the future."

Xi met his Japanese, Canadian and Thai counterparts bilaterally on the sidelines of APEC on Friday. He's to meet South Korean President Lee Jae Myung on Saturday for talks that Seoul officials said would touch on efforts to achieve denuclearization and peace on the Korean Peninsula.

That agenda at the Xi-Lee meeting angered North Korea, a non-APEC member. North Korea's Vice Foreign Minister Pak Myong Ho on Saturday slammed South Korea for talking about "its daydream" of realizing North Korea's denuclearization, saying North Korea will show how such a push is "a pipedream" that can never be realized. Park's statement was seen as applying pressure on both South Korea and China ahead of their bilateral summit.

Trump earlier repeatedly expressed his desire to meet North Korean leader Kim Jong U n during his visit to South Korea, but North Korea hasn't responded. Trump and Kim met three times in 2018-19, but their nuclear diplomacy eventually collapsed. North Korea has since vowed not to place its advancing nuclear program on a negotiating table, but experts say the North would aim for winning extensive sanctions relief in return for a partial surrender of its advancing nuclear program.

Friday's APEC meeting focused on ways to boost trade and investment, and Saturday's meeting is expected to center on artificial intelligence, demographic challenges and new growth strategies.

As the host nation, South Korea has been prodding members to adopt a joint declaration at the end of APEC's second and final day session on Saturday. In a 2018 APEC summit in Papua New Guinea, members failed to come up with a joint declaration due to U.S.-China discord over trade.

South Korean officials earlier said that issuing a joint statement strongly endorsing free trade would be unlikely because of differing positions among APEC members

Established in 1989, APEC champions free and open trade and investment to accelerate regional economic integration. But the APEC region now faces challenges like strategic rivalry between the U.S. and China, supply chain disruptions, aging populations and the impact of AI on jobs.

The U.S. strategy has been shifted to economic competitions with China rather than cooperation, with Trump's tariff hikes and "America first" agenda shaking markets and threatening decades of globalization and multinationalism.

WASHINGTON (Reuters) -A new White House rule issued Friday restricts the ability of credentialed journalists to freely access the offices of press secretary Karoline Leavitt and other top communications officials in the West Wing, near the Oval Office.

The new memorandum from the National Security Council bans journalists from accessing Room 140, also known as "Upper Press," without a prior appointment, citing the need to protect potentially sensitive material. It said the change would take effect immediately.

The White House move follows restrictions put in place earlier this month for reporters at the Department of Defense, a move that prompted dozens of journalists to vacate their offices in the Pentagon and return their credentials.

The National Security Council said the change was made to protect sensitive material now being routinely handled by White House communications officials as a result of changes to the council.

"In order to protect such material, and maintain coordination between National Security Council Staff and White House Communications Staff, members of the press are no longer permitted to access Room 140 without prior approval in the form of an appointment with an authorized White House Staff Member," the memo said.

Previously, credentialed White House journalists could access Room 140, which is a short hallway from the Oval Office, on short notice to speak with Leavitt, her deputy Steven Cheung and other senior officials.

"Some reporters have been caught secretly recording video and audio of our offices, along with pictures of sensitive info, without permission," Cheung wrote in a post on X, adding that some reporters wandered into restricted areas, or eavesdropped on private, closed-door meetings.

"Cabinet Secretaries routinely come into our office for private meetings, only to be ambushed by reporters waiting outside our doors," Cheung wrote.

Journalists can still access another area where lower-level White House spokespeople have desks, the council memo said.

The White House Correspondents' Association, which represents journalists covering the White House, said the new restrictions would hinder reporters' ability to question officials, ensure transparency and hold government accountable.

"The White House Correspondents' Association unequivocally opposes any effort to limit journalists from areas within the communications operations of the White House that have long been open for newsgathering, including the press secretary's office," said Weijia Jiang, current president of the group.

The administration of former President Bill Clinton announced a similar step in 1993, but later rescinded the measures after a storm of criticism.

The Trump administration months ago removed Reuters, the and Bloomberg News from the permanent "pool" of reporters covering the president, although it allows those outlets to participate on a sporadic basis.

Friday's announcement comes weeks after the crackdown on press access by the Defense Department, which now requires news outlets to sign a new policy or lose access to press credentials and Pentagon workspaces.

At least 30 news organizations, including Reuters, declined to agree to the Pentagon restrictions, citing a threat to press freedoms and their ability to conduct independent newsgathering.

The Pentagon policy requires journalists to acknowledge new rules on press access, including that they could be branded security risks and have their Pentagon press badges revoked if they ask department employees to disclose classified and some types of unclassified information.

Two federal judges said Friday that the Trump administration must tap into billions of dollars in emergency funds to at least partially cover food stamp benefits for tens of millions of Americans in November.

The rulings from judges in Massachusetts and Rhode Island reject a controversial US Department of Agriculture claim that it could not use a contingency fund, which the agency says has $5.3 billion remaining in it, to help cover the benefits amid the month-long government shutdown.

Hours later, President Donald Trump said he has instructed the administration's lawyers to ask the courts how it can legally fund the benefits as quickly as possible because the attorneys "do not think we have the legal authority to pay SNAP with certain monies we have available."

"Even if we get immediate guidance, it will unfortunately be delayed while States get the money out," Trump posted on Truth Social Friday evening. "If we are given the appropriate legal direction by the Court, it will BE MY HONOR to provide the funding, just like I did with Military and Law Enforcement Pay."

The Supplemental Nutrition Assistance Program, or SNAP, costs between $8 billion and $9 billion a month, so the judges' orders will not cover all of the needed payments for November.

"There is no doubt that the … contingency funds are appropriated funds that are without a doubt necessary to carry out the program's operation." US District Judge John McConnell in Rhode Island said. "The shutdown of the government through funding doesn't do away with SNAP, it just does away with the funding of it."

During proceedings Friday, McConnell said he was ordering the government to use the contingency fund to ensure some benefits could be distributed starting November 1.

McConnell's ruling during a hastily scheduled hearing came minutes after US District Judge Indira Talwani in Boston made a similar order. Both judges, appointees of President Barack Obama, also said that USDA is allowed to tap into another bucket of money of nearly $17 billion to pay November SNAP benefits in full, but that decision is currently up to the administration.

Though Talwani stopped short on Friday of requiring the administration to tap into the contingency fund, she said the USDA was required to use money in that rainy-day fund to partially cover November benefits and gave it until Monday to decide whether it would use only those funds or also dip into a separate pot of money.

"This court has now clarified that Defendants are required to use those Contingency Funds as necessary for the SNAP program. And while these contingency funds reportedly are insufficient to cover the entire cost of SNAP for November, Defendants also may supplement the Contingency Funds by authorizing a transfer of additional funds … to avoid any reductions," Talwani said in a 15-page order.

The Trump administration opposes tapping into those other funds, arguing in court it will hurt the child nutrition programs that the revenue supports.

Even with Trump's directive and the judge's rulings, millions of recipients will still face delays in getting their benefits, which were scheduled to start being distributed on November 1. It will take time for the Department of Agriculture and states to get the money flowing again.

In the program's decades-long history, a government shutdown has never prevented it from distributing SNAP funds to states, which administer the benefits, though the program was at risk during the 2018-2019 impasse.

The Boston lawsuit was filed earlier this week by a group of Democratic attorneys general and governors from 25 states and Washington, DC, while the case in Rhode Island was brought Thursday by a coalition of cities, non-profits, unions and small businesses.

As the government shutdown nears its one-month mark, courts are increasingly being asked to intervene to stave off a series of dramatic developments. Earlier this week, a federal judge in California indefinitely blocked the administration from laying off thousands of federal workers, saying the government was unlawfully using the shutdown as legal justification for the layoffs.

The administration could seek appeals. Asked earlier Friday by CNN what the department would do if courts required USDA to tap into the contingency fund, Secretary Brooke Rollins said, "We're looking at all the options."

Delayed payments

States stopped the process of issuing benefits for November after the USDA sent them a letter on October 10 ordering them to do so. States send SNAP enrollees' information to vendors every month so they can load funds onto recipients' benefit cards.

Each state has a specific date by which they must send the information ahead of the new month in order for benefits to go out on time, according to the lawsuit. Payments are made on a staggered basis throughout the month.

Talwani acknowledged the likely delay in benefits during a hearing Thursday, and also asked about the process of providing partial payments to recipients next month since the contingency fund alone won't cover the full amount.

"We're dealing with the reality that … the benefits aren't going to be there on November 1," she said.

New York Attorney General Letitia James is challenging the legitimacy of the acting U.S. attorney in Albany as she pushes back against the Trump administration's investigation of cases she brought against the president and the National Rifle Association, according to court documents unsealed Friday.

James in August filed a motion to block subpoenas issued by acting U.S. Attorney John Sarcone for records related to the legal actions, claiming the Justice Department's probe of the cases was retaliatory.

She also argued that Sarcone had been improperly appointed to his position and, as a result, lacked legitimate authority to authorize the subpoenas.

The subpoenas seek records related to a major civil case the Democrat James filed against President Donald Trump over alleged fraud in his personal business dealings. Another subpoena seeks records from a lawsuit involving the National Rifle Association and two senior executives.

Dozens of court documents in the case have been filed under seal in U.S. District Court since August. A federal judge in Manhattan late Friday granted James' motion to unseal most of the entries, making them public over the objection of the Justice Department.

Judge Lorna Schofield, however, has not yet ruled on the motion to quash the subpoenas.

"Unsealing this action is not only permissible but compelled," she wrote. "One simple fact drives this conclusion: the information at issue is not secret."

An email seeking comment was sent to Sarcone's office. A phone message was not immediately returned late Friday.

James has accused the Trump administration of using the justice system as a "tool of revenge" against adversaries. The attorney general has sued Trump and his Republican administration dozens of times over his policies as president and over how he conducted his private business empire.

In October, James was indicted in a federal mortgage fraud case the president pressed the Justice Department to bring. She pleaded not guilty Monday allegations she lied on mortgage papers to get favorable loan terms when purchasing a house in Norfolk, Virginia, where she has family.

In her motion to quash Sarcone's subpoenas, James cited anonymous media reports that they were part of a grand jury investigation into allegations that James violated Trump's civil rights in 2022 when her office sued Trump, then a private businessman.

She argued Sarcone lacked authority to issue the subpoenas because he was improperly appointed by the Trump administration.

U.S. Attorney General Pam Bondi appointed Sarcone to serve as the interim U.S. attorney for the Northern District of New York in March. With the expiration of the 120-day interim term, Bondi designated him as first assistant U.S. attorney for the district, essentially improperly extending his role as acting U.S. attorney, according to James.

James' lawyers in the mortgage fraud case have said they intend to challenge the appointment of the prosecutor, Lindsey Halligan, on similar grounds.

The indictment in that case followed the resignation of Erik Siebert as U.S. attorney for the Eastern District of Virginia. Siebert was replaced with Halligan, a White House aide and former Trump lawyer who had never previously served as a federal prosecutor, and presented James' case to the grand jury herself.

It is one of the most anticipated reveals of the spooky season, and the results are finally in. For years, Neil Patrick Harris, 52, his husband David Burtka, 50, and their twins Harper and Gideon, 15, have consistently raised the bar for Halloween, turning the holiday into a high-production art form. Fans checked their feeds daily until at long last on Halloween Day the Burtka-Harris clan dropped their 2025 masterpiece— and it was definitely worth the wait.

The "Burtka-Harris Production Company," as Harris captioned the post, has officially done it again. This year, the family of four (plus their beloved dogs) had an action packed hitmaker with an "Indiana Jones and the Family of Doom" theme. The image is a perfectly executed movie poster, featuring Gideon front-and-center as a pitch-perfect Indiana Jones, complete with the hat, whip, and open-shirt confidence. Harris and Burtka are dressed as fedora-wearing villains or collaborators, lurking in the background, while daughter Harper stuns as a glamorous adventuring companion.

The faux poster's tagline could not be more perfect: "If Halloween had a name… It must be Burtka-Harris" alongside a cheeky "All Frights Reserved."

The comment section immediately exploded with excitement and praise from fans and famous friends alike who had been waiting for the big seasonal reveal.

"Burtka-Harris cinematic universe! Love this so much! 😍," commented one excited fan.

"I've been waiting all year for this post," wrote another.

"The best part of Halloween is seeing this family's costumes. 💜💜💜," a third fan commented, while a fourth added, "Your family slays and forever wins Halloween 🎃 👻."

Actress Cobie Smulders, 43, who starred alongside Harris in the beloved sitcom How I Met Your Mother, chimed in with an enthusiastic, "Yes yes yes!!!!" while another commenter gushed, "Omg the dogs are included too thats adorable!!"

This year's blockbuster theme joins the legendary Hall of Fame of Burtka-Harris costumes. The family has been creating elaborate group getups since the twins were just one year old in 2011, when they debuted as the cast of Peter Pan. Since then, they have tackled everything from The Wizard of Oz in 2012 and Star Wars in 2015 to a Gotham-themed Batman year in 2014.

In recent years, the productions have only gotten more elaborate, People reported. 2021 brought a chilling tribute to classic horror movie villains and their hilarious 2022 "BOOrtka-Harris Family" photo was a clear fan-favorite, where they dressed as fast-food mascots.

Pulling off this level of coordination is not easy, especially now that the twins are 15.

"We love Halloween and every year we look forward to it," Harris said in an October 6 interview with TODAY.com while promoting his and Burtka's new cocktail book, Both Sides of the Glass.

He then went on to explain that the dynamic has shifted as the kids have gotten older. "It's tricky because you have to do a costume that will fit one girl and three boys that will not embarrass the two of them."

The family clearly landed on the perfect idea, but Harris confessed it was a process. "It's been a lot of overthinking," he said, teasing the yet-unannounced costumes, "But I think we found something that's awesome."

Based on the "Indiana Jones and the Family of Doom" poster, "awesome" was an understatement. The family has once again secured their title as the reigning champions of Halloween. The 2025 reveal has just landed, but no doubt fans are probably already wondering: How will they ever top this one next year?

"It reminds me so much of all the fun that I had with Patrick growing up, and, of course, I'm a little bit older than Christopher, but I had so much fun with him too," she told the outlet.

"It's the biggest blessing that I have such a close relationship with my sister and both of my brothers, and I'm so grateful to be able to watch our kids be a similar age and have fun with each other," Schwarzenegger said.

President Donald Trump said this week that he wants the Defense Department to begin testing nuclear weapons "immediately," but experts say that's wishful thinking.

The U.S. has only one location where such testing could take place, an underground facility at the former Nevada Nuclear Test Site near Las Vegas. Preparing the site for testing would require hundreds of millions of dollars and at least two years, nuclear experts said.

"There is no immediacy when it comes to testing," Gregory Jaczko, former chair of the U.S. Nuclear Regulatory Commission, said on "Meet the Press" Thursday.

Trump announced his desire to conduct nuclear tests in a Truth Social post shortly before his meeting this week with Chinese President Xi Jinping in South Korea.

"Because of other countries testing programs, I have instructed the Department of War to start testing our Nuclear Weapons on an equal basis," Trump wrote Wednesday. "That process will begin immediately."

Some nuclear weapons experts argue that the U.S. has no technical need to restart nuclear testing and that it could actually wind up benefitting countries like China, because it would in effect give them license to resume testing to advance their less-developed nuclear programs.

The U.S. has conducted 1,054 nuclear weapons tests overall, but none since 1992. China, by comparison, has conducted 47 nuclear tests. If the U.S. were to resume nuclear weapons testing, and China used that as an opening for doing the same, it could help Beijing with weapon design and allow them to expand their own arsenal, experts say.

"Among the big nuclear weapon states, there's one country that would benefit the most from resumed testing — that's China," William Alberque, former director of NATO's Arms Control, Disarmament and WMD Non-Proliferation Centre, said in an interview.

Alberque said Trump's intentions are unclear, but the sudden directive could be an attempt to pressure Russia into a new nonproliferation agreement.

"The U.S. and Russia have all the data they need to build whatever nuclear weapon they need," he added. "There's no new science in nuclear weapons design" when it comes to their arsenals.

Trump noted in the Wednesday Truth Social post that Russia and China are gaining on the U.S. in the number of nuclear weapons in their arsenal.

After his meeting with Xi, Trump told reporters aboard Air Force One that his order "had to do with others," adding that "they seem to all be nuclear testing."

"We don't do testing," Trump said. "We've halted it years, many years ago. But with others doing testing, I think it's appropriate that we do also."

Nuclear explosive testing in the U.S. would be carried out by the Department of Energy. The Defense Department would handle the testing of vehicle systems – the weapons used to deliver nuclear weapons, similar to what Russia has carried out recently.

Defense Secretary Pete Hegseth said Friday while traveling in Asia that the Pentagon would work with the Energy Department to resume testing, but he did not acknowledge the time it would take to do so.

"The president was clear, we need to have a credible nuclear deterrent," he told reporters in Kuala Lumpur. "That is the baseline of our deterrence, and so having an understanding and resuming testing is a pretty responsible, very responsible way to do that."

"We're moving out quickly," Hegseth added, "and America will ensure that we have the strongest, most capable nuclear arsenal so that we maintain peace through strength."

Resuming testing would violate the terms of the 1996 Comprehensive Test Ban Treaty, signed by the U.S. and 186 other countries.

It bans all nuclear explosions, whether for military or peaceful purposes, with the goal of curbing all nuclear arms proliferation. According to the Comprehensive Test Ban Treaty Organization, the treaty also "prevents the serious health and environmental impacts of nuclear tests."

Trump appeared to be drawing a page from Project 2025, a blueprint for his administration's agenda that was crafted by the conservative Heritage Foundation. It recommends rejecting the ratification of the 1996 treaty and pushing for conducting nuclear tests "in response to adversary nuclear developments if necessary."

Daryl Kimball, executive director of the Arms Control Association, an advocacy group in Washington, D.C., said there is no public evidence yet of any other country conducting such tests, and the only country known to do so is North Korea. It carried out a test in 2017.

Kimball pointed out that Brandon Williams, the Trump-appointed head of the National Nuclear Security Administration, stated during testimony in April that there was no reason to resume testing.

"The United States continues to observe its 1992 nuclear test moratorium; and, since 1992, has assessed that the deployed nuclear stockpile remains safe, secure and effective without nuclear explosive testing," Williams testified.

RALEIGH, N.C. (AP) — A North Carolina state lawmaker accused by authorities of sex-related crimes involving a 15-year-old resigned his legislative seat on Friday. His departure came just after the House speaker announced a committee to investigate his alleged misconduct.

The House clerk's office received a letter signed by Democratic Rep. Cecil Brockman of High Point to resign effective immediately.

House leaders from both parties, as well as Democratic Gov. Josh Stein, had called on Brockman to resign since his arrest three weeks ago on two counts each of statutory sexual offense with a child and taking indecent liberties with a child.

Brockman, who had served in the House since 2015, wrote that he needed to focus on his defense given the serious allegations against him.

"As a result, I am currently unable to fulfill my duty and service to my constituents," Brockman said. Democratic officials in Brockman's Guilford County district will now choose someone to complete his two-year term through the end of 2026.

Republican House Speaker Destin Hall had announced earlier Friday a bipartisan House committee "to investigate the charges and recommend expulsion if necessary" from the chamber, a Hall news release said. The state constitution gives the House authority to remove its members. The full House last voted to remove a member in 2008.

Hall said later Friday that Brockman's "departure spares the House from a difficult expulsion process and brings closure to this troubling chapter."

Records show Brockman, 41, remained in jail Friday on a bond of just over $1 million. A court hearing on a request by Brockman's attorney to reduce the bond is scheduled for Monday.

President Donald Trump doesn't just do ballrooms. He does bathrooms, too.

Trump, often referred to as a "builder at heart" by his top aides, unveiled a lavish marble-and-gold themed transformation of the Lincoln Bathroom in the White House.

"I did it in black and white Statuary marble," Trump wrote in a Truth Social post on Oct. 31 as he showed off his handiwork with 25 before-and-after pictures.

One "before" and 24 "after," to be exact.

The bathroom is for guests and is not Trump's personal lavatory. Statuary marble is a high-end, pure white Italian marble with dramatic grey veins. Traditionally used in sculpting and for statues, such as Michelangelo's David, it is now increasingly used for countertops and flooring.

"I renovated the Lincoln Bathroom in the White House. It was renovated in the 1940s in an art deco green tile style, which was totally inappropriate for the Lincoln Era," he wrote, adding that his choice of marble was "very appropriate."

The White House did not immediately respond to a question from USA TODAY asking about the cost of the renovation.

There was one detail he didn't mention but was apparent from the pictures: The metal accents and accessories are all gold, his color of choice when it comes to décor.

The shower heads, trash can, light scones, vases, shower-door frames, hooks and towel racks are all gold-plated, as are the vent covers.

President Trump revealed one of his newest White House renovations in addition to the upcoming ballroom - The Lincoln Bathroom.

Trump, who has said he thinks of himself as an "important designer," wrote: "This was very appropriate for the time of Abraham Lincoln and, in fact, could be the marble that was originally there!"

Trump had a long career in real estate and has been putting his design stamp on all manner of things at the White House, from decking out the Oval Office with portraits of presidents, military flags and golden flourishes to paving over the Rose Garden lawn. He is currently in the middle of building a 90,000-square-foot ballroom, for which he demolished the East Wing, drawing scorn from critics.

At a dinner organized to thank donors to his ballroom construction on Oct. 15, Trump mused about the style of "Abe Lincoln."

"We have little things like at the Lincoln Bedroom. The bathroom was done by the Truman family," he said referring to the White House restoration undertaken by former President Harry Truman in the 1940s. "And it's done in a green tile, and it's done in a style that was not exactly Abe Lincoln. It's a style that's not good."

"It's actually Art Deco. And Art Deco doesn't go with, you know, 1850 and Civil War. But what it does do is statuary marble. So I ripped it apart and we built a bathroom," he said. "It's absolutely gorgeous and totally in keeping with that time because the Lincoln bedroom is, so incredible, for those of you that have seen it."
