<p>WASHINGTON (Reuters) -The budget bill passed by the U.S. Senate on Tuesday slashes the amount of money available to replenish the Strategic Petroleum Reserve even though President Donald Trump vowed on his first day in his second term to fill it "right to the top".</p>

<p>Former President Joe Biden conducted several sales from the SPR including 180 million barrels, the most ever, after Russia invaded Ukraine. The sales left the SPR at its lowest level in 40 years, when the U.S. was far more dependent on oil imports.</p>

<p>The budget bill slashed the amount of money for crude oil purchases to replenish the SPR to $171 million from $1.3 billion. That's only enough to buy about 3 million barrels instead of 20 million barrels at today's prices.</p>

<p>Rapidan Energy, a consultancy group, told clients in a note that the funding was hit by the Senate's struggle to find budget cuts elsewhere as it softened some of the cuts to green energy in a version of the House bill.</p>

<p>The bill now heads to the U.S. House, but it was unclear when lawmakers there would vote.</p>

<p>Trump said on Tuesday that he plans to fill up the SPR when the market conditions are right, but it was unclear when or how.</p>

<p>Even deliveries of oil to the SPR that were scheduled after Biden bought back some crude last year are as much as seven months delayed. Biden scheduled 15.8 million barrels of deliveries to the SPR from January through May. So far, only 8.8 million of that has been delivered to the reserve, a situation the Trump administration blamed on maintenance.</p>

<p>The Senate bill kept a measure to cancel 7 million barrels in congressionally-mandated sales. Lawmakers could cancel further mandated sales in legislation later in the year.</p>

<p>The SPR has nearly 403 million barrels, far less than the 727 million barrels it held in 2009, the most ever. It is still the world's largest emergency reserve of oil. The U.S. hit record oil output under Biden, production Trump is looking to expand.</p>

<p>Sen. Thom Tillis was fed up, and took to the Senate floor to unload on President Donald Trump's megabill.</p>

<p>As the bill cleared a key hurdle, Tillis issued a warning. He attributed his rise to U.S. senator from North Carolina to blowback against former President Barack Obama's 2010 health care law, the Affordable Care Act, which fueled crushing Democratic losses across the country. Republicans won control of the U.S. House, stopping Obama's legislative agenda in its tracks.</p>

<p>The GOP is now rushing into similarly perilous territory, Tillis implied, by cutting more than $1 trillion from Medicaid.</p>

<p>"Republicans are about to make a mistake on health care and betraying a promise," he said.</p>

<p>The speech capped a consequential 24 hours for Tillis. He came out against Trump's legislation because of deep cuts to the federal health insurance program for low-income Americans, prompting the president to threaten a primary challenge. Tillis then announced he wouldn't seek reelection in 2026.</p>

<p>Tillis' experience sums up the explosive politics surrounding a nearly 1,000-page bill that has deeply divided the GOP.</p>

<p>Many Republicans are touting it as a landmark achievement, but others are worried the unpopular measure hurts vulnerable people, goes against the party's working-class outreach, balloons the deficit and could cost Republicans dearly in the next election.</p>

<p>Elon Musk, the multibillionaire former Trump adviser, is threatening to primary GOP lawmakers and even start a new political party over his deficit concerns.</p>

<p>Looming over the debate is a president who threatens retribution against those who oppose him, and is pushing to have the legislation on his desk by July 4. Term-limited and free from facing voters again, Trump is looking for a legacy achievement. His supporters predict the bill will prove out over time.</p>

<p>Sen. Jim Justice, R-West Virginia, compared the controversy to someone sticking their hand in a bucket of water and jerking it out.</p>

<p>"The water's turbulent for a little while but then it'll just settle right out," he told USA TODAY. "That's what I think will happen."</p>

<p>The bill narrowly cleared the Senate by a 51-50 vote on July 1 - three Republicans and every Democrat opposed it ,and Vice President JD Vance had to break the tie in a dramatic flourish - after a different version earlier passed the House. It now heads back to the House for final approval, where lawmakers have expressed concerns that the spending cuts either go too far, or not far enough.</p>

<p>Trump said July 1 it would be "wise" for Republicans to get on board.</p>

<p>"It's a great bill," Trump said, adding: "Great for the border, great for low taxes, and I would say that they have to do it."</p>

<p>Despite some of the GOP resistance, bucking the president is politically perilous – as Tillis experienced − and Trump appears poised for a major legislative victory.</p>

<p>The bill would enact key campaign promises into law – including cutting taxes on tipped wages and overtime pay and greatly expanded deportation efforts, which would receive a massive funding increase. It also makes permanent the sweeping tax reductions Trump passed in 2017, cementing his record as a big tax cutter.</p>

<p>Trump launched his second term with an aggressive policy agenda, but has relied on executive orders that can easily be undone if Democrats reclaim the White House. His megabill – dubbed the One Big Beautiful Bill Act - is a more lasting achievement, one that will help define his legacy.</p>

<p>Yet like other major policy proposals from past presidents, the politics of the legislation have been difficult to navigate. Obama's health care bill divided Democrats, with 34 voting against it in the House.</p>

<p>To help offset lost tax revenue, Trump's bill makes big cuts, most notably to Medicaid.</p>

<p>'The soul of the Republican party'</p>

<p>That has some Republicans nervous. Any political victory from the bill could be short lived if it results in major blowback in the 2026 midterms. The legislation could complicate the GOP's pitch to blue collar voters.</p>

<p>"This is a debate over the soul of the Republican Party," said Sen. Josh Hawley, R-Missouri. "Are we going to be a working class party or not?"</p>

<p>Democrats are eager to run against the bill, casting it as a largely benefiting the wealthy while hurting the poor.</p>

<p>"The different ways in which this bill bites working families over and over is going to make it a problem for Republicans in the House and the Senate all the way through November of 2026 and beyond," Sen. Elizabeth Warren, D-Massachusetts, told USA TODAY.</p>

<p>Poorest households lose under the Trump bill</p>

<p>An analysis of the House bill released last month by the nonpartisan Congressional Budget Office found that the poorest households would lose about $1,600 a year under the legislation, largely because of cuts to Medicaid and food aid. The wealthiest households would gain about $12,000 a year, according to the CBO. The Senate bill has more aggressive cuts than the House.</p>

<p>The CBO estimates that nearly 12 million people would lose Medicaid under the Senate bill, with the program facing roughly $1 trillion in cuts.</p>

<p>More than 250 people protested the deep cuts across from the Capitol at the steps of the Supreme Court on June 30, surrounded by dozens of caskets covered with statistics of how many people would lose Medicaid and food assistance in each state.</p>

<p>The crowd chanted "you will not kill us and our people without a fight."</p>

<p>Warren said criticism of the bill is resonating not just in blue states, but also red states, pointing to polling showing it's broadly unpopular. She recently drew 1,500 people to a town hall in Tennessee blasting the legislation.</p>

<p>"When people know anything about the Republican tax bill they hate it," she told USA TODAY.</p>

<p>Republican lawmakers have largely rallied around Trump, accusing Democrats of misrepresenting the legislation.</p>

<p>Sen. John Cornyn, R-Texas, said individual elements of the bill poll well but conceded the GOP has some "work to do" to sell the legislation.</p>

<p>Trump ran a populist campaign that targeted blue collar voters with proposals such as tax cuts on tips and overtime, and Republicans have pointed to those provisions in the bill to counter criticism that it benefits the wealthy.</p>

<p>But some Republican lawmakers worry cutting Medicaid could undermine GOP inroads to the working class.</p>

<p>"You cannot be a working-class party if you are taking away healthcare for working class people," Hawley said over the weekend.</p>

<p>Yet Hawley still supported the legislation, a sign of how intense the pressure is to deliver for Trump, who also is facing resistance from fiscal conservatives over projections the bill will increase the federal budget deficit by $3.3 trillion.</p>

<p>Deficit hawks in the Senate ultimately caved and voted for the bill, and now attention turns to the House, where critics of the legislation's fiscal impact are being egged on by billionaire Elon Musk.</p>

<p>"It is obvious with the insane spending of this bill, which increases the debt ceiling by a record FIVE TRILLION DOLLARS that we live in a one-party country – the PORKY PIG PARTY!!" Musk wrote in a June 30 post on X. "Time for a new political party that actually cares about the people."</p>

<p>Musk threated primary challenges against GOP lawmakers who support the bill.</p>

<p>Trump, meanwhile, is urging his party to fall in line and lashing out at dissenters such as Tillis and Rep. Thomas Massie, who voted against the legislation in the House.</p>

<p>In the process, some lawmakers are bowing out. In addition to Tillis, Rep. Don Bacon, a moderate Nebraska Republican who has criticized Trump's megabill, announced he won't seek reelection.</p>

<p>Losing lawmakers with bipartisan appeal could make it harder for the GOP to maintain their majorities.</p>

<p>The North Carolina Senate race already was a toss up before Tillis resigned, noted University of Virginia political science professor Larry Sabato. It's even more competitive now, he said in a social media post.</p>

<p>"Dems should send Trump a fruit basket of thanks," Sabato said.</p>

<p>WASHINGTON (AP) — The United States. Australia, India and Japan have agreed to expand their cooperation on maritime security in the Indo-Pacific and further collaborate on supplies of critical minerals and rare earths that are key components of high-tech production.</p>

<p>The foreign ministers of the four countries, known as the "Quad," met in Washington on Tuesday as the Trump administration seeks to expand U.S. influence in the Indo-Pacific to compete with a rising China amid tensions with partners over trade and defense issues.</p>

<p>In a joint meeting with his three colleagues, Secretary of State Marco Rubio said the Quad must be a "vehicle for action" that goes beyond statements of intent and stressed that commerce and trade will be critical to ensuring the group's relevance in the future.</p>

<p>To that end, the four announced in a statement the creation of a "Quad Critical Minerals Initiative" that aims "to strengthen economic security and collective resilience by collaborating on securing and diversifying critical mineral supply chains." The statement did not provide details of the initiative.</p>

<p>"We are deeply concerned about the abrupt constriction and future reliability of key supply chains, specifically for critical minerals," they said. "This includes the use of non-market policies and practices for critical minerals, certain derivative products, and mineral processing technology."</p>

<p>The statement did not mention China by name, but Chinese domination of the critical minerals supply chain has long been a concern of the U.S. and others. The ministers expressed specific concern about rising tensions in the East and South China Seas, where Beijing has become increasingly assertive of maritime and territorial claims that are rejected by its smaller neighbors.</p>

<p>"We reiterate our strong opposition to any unilateral actions that seek to change the status quo by force or coercion," they said. "We express our serious concerns regarding dangerous and provocative actions, including interference with offshore resource development, the repeated obstruction of the freedoms of navigation and overflight, and the dangerous maneuvers by military aircraft and coast guard and maritime militia vessels, especially the unsafe use of water cannons and ramming or blocking actions in the South China Sea."</p>

<p>The ministers also condemned North Korea for continuing to launch ballistic missiles, expand its nuclear weapons program and engage in malicious cyberactivity. In a veiled reference to North Korean support for Russia in its war against Ukraine, they expressed "deep concern about countries that are deepening military cooperation with North Korea, which directly undermines the global nonproliferation regime."</p>

<p>MINNEAPOLIS (AP) — The popular halftime show performer who goes by Red Panda fell off her unicycle and crashed to the court during intermission of the WNBA Commissioner's Cup final between the Indiana Fever and the Minnesota Lynx on Tuesday night, unable to finish her show.</p>

<p>There was no immediate word on the extent of her injuries. She appeared to be grabbing at her left wrist after the fall — she fell forward off the unicycle onto the court — and was helped off the floor by wheelchair.</p>

<p>Red Panda, whose name is Rong Niu, is a Chinese American woman who comes from a family of performing acrobats. Her act is composed of her riding on her custom-built unicycle, which stretches about 8 feet above the court, and balancing custom-made bowls on her lower leg before flipping them atop her head.</p>

<p>She has performed at countless basketball games, including Game 5 of the NBA Finals last month in Oklahoma City.</p>

<p>Acrobat Red Panda, a popular halftime performer known for juggling various items while riding a 7-foot unicycle, suffered a scary fall while performing during the 2025 WNBA Commissioner's Cup game at the Target Center in Minneapolis.</p>

<p>Red Panda, whose real name is Rong Niu, is well known for her halftime performances at various NBA and WNBA games. Niu's act involves catching and balancing bowls on her head and feet while riding a unicycle, but Tuesday's performance at the Commissioner's Cup game between the Indiana Fever and Minnesota Lynx took a scary turn shortly after it began.</p>

<p>Niu uses a ladder to mount her unicycle. Shortly after letting go of the ladder, Niu fell off her unicycle and clutched her wrist on the floor. She was attended to by medical professionals before being wheeled off the floor in a wheelchair.</p>

<p>This isn't the first time Niu has suffered an injury. She previously broke her arm after falling off her unicycle.</p>

<p>"At the beginning, I was riding unicycles two-and-a-half feet high. Then, once you get better, you change the height. After riding like a year or two, you don't feel the fear any more. You're getting used to it. But then a few years ago, I fell and broke my arm. That made me feel that fear again. But after a while, you get over that," she said during an interview with SB Nation in 2018. "I was in a cast for 10 months without practice."</p>

<p>Niu, who has been a halftime performer since 1993, recently performed during Game 5 of the NBA Finals between the Indiana Pacers and Oklahoma City Thunder at the Paycom Center in Oklahoma City. She appeared on Season 8 of "America's Got Talent" in 2013 and advanced to the quarterfinals before withdrawing due to personal reasons.</p>

<p>PITTSBURGH (AP) — Catcher Henry Davis drove in the game's only run with a sacrifice fly in the eighth inning and preserved the lead with a tag at the plate in the ninth, giving Pittsburgh a 1-0 win over St. Louis Cardinals 1-0 on Tuesday night as Pirates ace Paul Skenes' winless streak reached six starts.</p>

<p>Pittsburgh's Ke'Bryan Hayes led off the bottom of the eighth with a single off Phil Maton (1-3). Pinch-hitter Adam Frazier doubled to right and Hayes scored on Davis' fly ball to center.</p>

<p>St. Louis had runners on second and third with one out in the ninth when Victor Scott hit a slow chopper that first baseman Spencer Horwitz fielded and threw to Davis, who tagged Jose Fermin at the plate.</p>

<p>Skenes pitched five scoreless innings and allowed five hits and one walk and struck out five while throwing 88 pitches. Skenes, who is 4-7 with a 2.03 ERA, has not won since May 28 at Arizona and is winless in six starts against the Cardinals.</p>

<p>The loss spoiled a strong outing by Cardinals starter Andre Pallante, who pitched seven innings of one-hit ball. He struck out three and walked two, and his only hit allowed was a single by Andrew McCutchen in the fourth.</p>

<p>Issac Mattson (2-0) pitched one inning for the win, and David Bednar picked up his 12th save in as many chances this season as Pittsburgh won its fifth straight.</p>

<p>Cardinals first baseman Willson Contreras sustained a left-hand contusion in the fourth inning on a tag play at home plate and left the game. Third baseman Nolan Arenado missed the game because of a jammed right index finger.</p>

<p>The 2025 Nathan's Hot Dog Eating Contest will take place at 12 p.m. ET Friday on ESPN2 and features the return of 16-time champion Joey Chestnut. Chestnut was banned from the event last year as a result of his partnership with Impossible Foods, a rival brand. Chestnut and Nathan's seem to have resolved their differences, as he returns to the contest and is a massive favorite at sportsbooks.</p>

<p>Chestnut opened as a -2500 favorite (bet $25 to win $1) at BetMGM to win this year's contest, with last year's champion, Patrick Bertoletti, owning the second-best odds all the way back at 16-1 (bet $1 to win $16). Bertoletti consumed 58 hot dogs last year, but will almost assuredly have to best that number by a good deal to compete with Chestnut.</p>

<p>Chestnut's record is 76 hot dogs eaten back in 2021 and the over/under at BetMGM for total hot dogs eaten by Chestnut at the 2025 event is 71.5, with the over juiced to -140. For comparison, Perlotti's over/under is only 50.5 hot dogs.</p>

<p>Bettors can also wager on Chestnut (-2500) or the field (+900) to win the contest or an adjusted hot dog over/under of 76.5 for Chestnut (over +250, under -350).</p>

<p>The winner of the contest receives $10,000 and the coveted mustard yellow belt.</p>

<p>OKLAHOMA CITY (AP) — Shai Gilgeous-Alexander and the Oklahoma City Thunder have agreed on a record-setting 4-year, $285 million extension that would give him the highest single-season average salary in NBA history, a person with knowledge of the agreement said Tuesday.</p>

<p>The person spoke to The on condition of anonymity because the deal has not been publicly announced and likely won't be until the league's moratorium on most offseason signings is lifted on Sunday.</p>

<p>News of the deal comes on Canada Day, a fitting coincidence for the 26-year-old from Ontario who is coming off a season like few others in NBA history.</p>

<p>Not only did Gilgeous-Alexander lead the Thunder to their first NBA championship and the league's best record, he swept most major individual awards — winning regular-season and NBA Finals MVP honors and the scoring title.</p>

<p>The supermax extension was not unexpected. It was a question of timing; he could have taken a deal with an even higher total value next summer.</p>

<p>Based on the NBA's most recent salary cap projections — the exact numbers will not be finalized until June 2027 — Gilgeous-Alexander would make somewhere around $63 million in the first season and nearly $79 million during the 2030-31 season. That would put him at an average payout of about $1 million per regular season game, and would be the highest single-season salary in NBA history.</p>

<p>Gilgeous-Alexander didn't enter the league with superstar expectations. He was the 11th overall pick in the 2018 draft, and he was traded from the Los Angeles Clippers to the Thunder after his rookie year. He has been on an upward trajectory ever since, and Thunder general manager Sam Presti believes that will continue.</p>

<p>"He's gotten better every single year," Presti said. "His mindset has allowed him to take these steps and also not — I don't feel like his progress is, like, volatile. I don't know if that makes sense, but I don't feel like it's built on things that can't be repeated and built up again."</p>

<p>Presti referred to Gilgeous-Alexander as a "basketball artist" because he has the emotional intelligence to know when to call upon his various gifts.</p>

<p>"I just think he's got left and right brain working, and I think when you think about people that are extremely successful in what they do, they can't operate all on one side or the other," Presti said. "People have to have — to me, the great people in life, business, sports, any industry, have to be able to access both sides, a creative side and then also a very objective side."</p>

<p>The Thunder are set to be contenders for years. Their best player is in place long-term, all their major players are under contract through at least next season and Presti has a slew of draft picks stashed from previous trades.</p>

<p>"We definitely still have room to grow," Gilgeous-Alexander said after the Game 7 win over the Indiana Pacers. "That's the fun part of this. So many of us can still get better. There's not very many of us on the team that are 'in our prime' or even close to it."</p>

<p>Defense Secretary Pete Hegseth has ordered a pause in sending a shipment of missiles and ammunition to Ukraine amid concern about the U.S. military's stockpiles, according to two defense officials, two congressional officials and two sources with knowledge.</p>

<p>Hegseth ordered the delay weeks after he issued a memo ordering a review of the U.S. stockpile of munitions, which has been depleted after years of the United States' sending weapons to Ukraine to defend against the Russia invasion, as well as nearly two years of military operations in the Middle East as the United States fought Houthi rebels in Yemen and defended Israel and allies against Iran, four of the officials said.</p>

<p>The munitions and other weapons could be held up until the assessment is complete, the two defense officials and two congressional officials said, and if the munitions are in short supply or needed in other parts of the world, they could be held back even longer.</p>

<p>The weapons being delayed include dozens of Patriot interceptors that can defend against incoming Russian missiles, thousands of 155 mm high explosive Howitzer munitions, more than 100 Hellfire missiles, more than 250 precision-guided missile systems known as GMLRS and dozens each of Stinger surface-to-air missiles, AIM air-to-air missiles and grenade launchers, the two defense officials, two congressional officials and two sources with knowledge said.</p>

<p>White House spokeswoman Anna Kelly said: "This decision was made to put America's interests first following a DOD review of our nation's military support and assistance to other countries across the globe. The strength of the United States Armed Forces remains unquestioned — just ask Iran." The Defense Department did not respond to a request for comment.</p>

<p>At a closing news conference after a NATO meeting at The Hague last week, President Donald Trump said the United States is trying to find Patriot air defense missiles to send to Ukraine.</p>

<p>"They do want to have the anti-missile missiles," Trump said of Ukraine. "As they call them the Patriots, and we're going to see if we can make some available." He said that the United States is supplying weapons to Israel and that "you know, they're very hard to get. We need them, too."</p>

<p>Ukraine has repeatedly appealed for additional U.S. and European air defense weaponry as Russia has stepped up its air raids in recent months. Over the weekend, Ukraine's Defense Ministry said Russia had launched the largest aerial attack on the country since Moscow's full-scale invasion in 2022, firing 60 missiles and 477 drones.</p>

<p>Trump and his Republican allies in Congress are also working to secure a permanent ceasefire. Though it's common for new administrations to pause weapons transfers to assess stockpiles, there are concerns about the moment in which this is happening, according to an official with knowledge of the situation. The official said Ukraine needs to appear strong to get Russia to the negotiating table.</p>

<p>During a visit to Washington on June 5, Ukrainian President Volodymyr Zelenskyy's top adviser, Andriy Yermak, told reporters that his country was holding off Russian forces but needed more air defense systems to safeguard its cities from Russian attacks.</p>

<p>The munitions were approved as part of Presidential Drawdown Authority and Ukraine Security Assistance Initiative packages during the Biden administration, the defense officials and two sources with knowledge said. Some of the shipments are already in the region but have been stopped before being turned over to Ukraine, according to a defense official and two sources with knowledge.</p>

<p>Last month, the acting chief of naval operations, Adm. James Kilby, warned during testimony before Congress that while the Navy has enough standard missiles, known as SM-3s, right now, the United States has been using some missiles and munitions "at an alarming rate."</p>

<p>Eclipses, meteor showers and opportunities for planet viewing are among the space phenomena we can expect to see in the coming months, with July's full moon coming up next on the list.</p>

<p>Like other full moons throughout the year, July's has a nickname, the "Buck Moon," believed to have been originally conceived by the indigenous peoples of North America.</p>

<p>A presidential portrait with Donald Trump's approval now hangs in the Colorado Capitol after his complaints got a previous one of him taken down.</p>

<p>The new portrait by Tempe, Arizona, artist Vanessa Horabuena is a sterner, crisper image than Sarah Boardman's painting of Trump that had hung since 2019.</p>

<p>Last spring, Trump posted on social media that Boardman "must have lost her talent as she got older" and "purposely distorted" him, criticisms the Colorado Springs artist denied.</p>

<p>The next day, lawmakers announced they would remove the portrait from a wall of past presidents. By the day after that, Boardman's painting was gone, put into museum storage.</p>

<p>The Horabuena portrait donated by the White House a month or so ago went up this week after a Thursday decision by Lois Court, a former state lawmaker who chairs the Capitol Building Advisory Committee that helps select artwork for the Capitol in downtown Denver.</p>

<p>"There was a blank on the wall. It seemed inappropriate. We knew that the White House had sent us this replacement and it simply made sense to put it up," Court said.</p>

<p>The White House donated the Horabuena portrait a month or so ago, said Court.</p>

<p>Horabuena is a "Christian worship artist" who has done several other depictions of Trump as well as Abraham Lincoln, Mount Rushmore and Jesus Christ, according to her website.</p>

<p>On Tuesday, the Colorado statehouse was sleepy with lawmakers out of session and no schoolchildren visiting the historic building. A smattering of tourists took photos of the new portrait.</p>

<p>Horabuena did not return a phone message Tuesday seeking comment.</p>

<p>"Thank you to the Highly Talented Artist, Vanessa Horabuena, and the incredible people of Colorado," Trump posted Tuesday on his social media platform, Truth Social.</p>

<p>The portrait and others of past presidents might not remain up for long. The advisory committee is considering whether to replace them with portraits of past governors to mark the 150th anniversary of Colorado statehood next year.</p>
