WASHINGTON — Tucked inside Republicans' massive domestic policy bill is an excise tax for wind and solar projects, a provision that came as a surprise not just to the renewable energy industry, but also to numerous senators who are crafting the legislation.

In a twist, Republican senators insist they don't know how or why the tax was inserted into the bill they're rushing to pass. No senator is taking credit for or defending it. And at least one wants it removed.

Sen. Lindsey Graham, R-S.C., the Budget Committee chairman, who released the 940-page bill, said he doesn't know where that provision came from.

"It's a secret, I guess," Graham told NBC News on Monday evening. "I don't know where it came from."

Sen. Lisa Murkowski, R-Alaska, was baffled by the provision, saying the excise tax "just came about" like it was "airdropped" into the bill before the vote Saturday to proceed.

"It wasn't part of any consideration," she said. "It's like, surprise! It's Saturday night. And we looked at it like, where did this come from?"

"My view of it is — it's just entirely punitive to the wind and solar industry," Murkowski said, adding that the Republican-controlled Senate is "looking at different options" to deal with it.

The provision would tax wind and solar projects if a certain share of their components come from China. It is ambiguously worded, and it would empower the Trump administration to iron out the rule.

Sen. Cynthia Lummis, R-Wyo., said she's "OK with that" when she was asked about the details of the provision. But she, too, was in the dark about who inserted it.

"You can add me to the group that doesn't know the answer," Lummis said.

Tesla CEO Elon Musk, the former Trump adviser, torched the legislation, saying it would "destroy millions of jobs in America."

"Utterly insane and destructive," Musk said of the bill. "It gives handouts to industries of the past while severely damaging industries of the future." He added, "A massive strategic error is being made right now to damage solar/battery that will leave America extremely vulnerable in the future."

Spokespeople for the Republican chairs of the Finance Committee (Mike Crapo of Idaho), the Energy and Natural Resources Committee (Mike Lee of Utah) and the Environment and Public Works Committee (Shelley Moore Capito of West Virginia) didn't respond to requests for comment when they were asked whether the senators championed the provision.

The White House and Republican leaders tout the bill as fulfilling President Donald Trump's promise to boost energy production in the United States, including fossil fuels. Trump also vowed to unravel clean energy incentives Democrats passed in the Biden administration.

Democrats have blasted the excise tax — among other energy policies in the GOP bill — as an attempt to reward fossil fuel companies while further discouraging clean energy production.

Industry groups also tore into the new excise tax.

"With no warning, the Senate has proposed new language that would increase taxes on domestic energy production," said Jason Grumet, the CEO of the American Clean Power Association.

"In what can only be described as 'midnight dumping,' the Senate has proposed a punitive tax hike targeting the fastest-growing sectors of our energy industry," he said in a statement. "It is astounding that the Senate would intentionally raise prices on consumers rather than encouraging economic growth and addressing the affordability crisis facing American households."

Neil Bradley, executive vice president of the U.S. Chamber of Commerce, praised the overall bill but criticized that provision, writing on X that "taxing energy production is never good policy, whether oil & gas or, in this case, renewables."

"Electricity demand is set to see enormous growth & this tax will increase prices," he said. "It should be removed."

Katerina Siniakova of the Czech Republic and Taylor Townsend of USA celebrate winning the Womens Doubles Final at The Wimbledon Lawn Tennis Championship on July 13th, 2024 in London, England.

There are rules and etiquette in place for players and spectators at the Wimbledon tennis tournament, which is held in London

The famous all-white dress code for players was enacted in 1963

Spectators must follow rules when it comes to their behavior, including silencing their phones

Wimbledon may be a sports match, but there's a strict set of rules that both players and spectators must follow.

Even casual fans of the Grand Slam, which kicked off on June 30, know that players have an all-white dress code on the court, but that's just one of the guidelines in place for those who are going to attend the tennis tournament in London.

There's also a degree of etiquette that is expected at Wimbledon. Perhaps it's because the British Royal Family is invited — Kate Middleton is a patron of the Lawn Tennis Association — or because it's the world's first official lawn tennis tournament, founded in 1877.

The famously strict dress code wasn't enacted until 1963; Wimbledon Championship Entry Conditions clarified the rule to mean "almost entirely white" in 1995 and amended it in 2023 to allow female players to wear dark-colored undershorts.

Here's everything to know about to learn about the etiquette, rules and guidelines players and spectators at Wimbledon must follow.

Players must be a certain age to qualify for Wimbledon

Julian Finney/Getty Images

Carlos Alcaraz of Spain plays during the men's singles finals against Novak Djokovic of Serbia at the Wimbledon Championship 2023.

All players, both male and female, must be at least 14 years old to compete in Wimbledon. According to the WTA Handbook, "A player who has not yet reached the date of her 14th birthday may not participate in any Professional Tennis Tournament."

The "Age Eligibility Rule" (AER) was first introduced by the Women's Tennis Association Tour more than two decades ago to "prevent budding tennis stars from crashing and burning," an article on Wimbledon's website explains.

The age rule was adopted in 1995 in response to Jennifer Capriati, a teenage tennis phenomenon who struggled with the pressure of competition at such a young age. (Coco Gauff, who also burst onto the scene at age 13, is a recent star who was restricted by the rule.)

"The age rule prevents girls aged 13 or younger from competing in professional tournaments, the Olympics and the Fed Cup," the article states. Players who are 14 years old are allowed to compete, but are restricted on the number of tournaments they are allowed to enter in a year until they turn 18.

One workaround: Young players who win tournaments can be rewarded with so-called "merited increases" of tournament allowances.

Spectators of all ages are welcome

While age restrictions are placed on players, spectators of all ages are welcome to the Wimbledon Grounds. However, a minimum age requirement must be met to enter the courts.

Children under age 16 must be supervised by a legal guardian who is 18 years or older. Ticketed attendees between ages five and 15 are allowed entry to all courts, while those under age five are not permitted entry into the show courts.

Players must wear predominantly white on the court

Robert Prange/Getty

Venus Williams against Elina Svitolina during day one of The Championships Wimbledon 2023.

As simple as it sounds, there are a number of technicalities within the "wear white" rule that the competitors playing in Wimbledon must follow. The rule, in fact, refers to all clothing worn on the courts for both practice and matches.

The clothes themselves must be "suitable tennis attire" that is "almost entirely white," the official Wimbledon site reads. "This applies from the point at which the player enters the court surround." (Cream and off-white are not acceptable!)

Colored trimming is allowed on the court

A single trim of color around the neckline and around sleeve cuffs is permissible as long as it isn't thicker than one centimeter. Any solid mass or panel of coloring is prohibited (the measurement guideline goes for patterns that contain color, too).

Skirts, shorts, tracksuit bottoms, hats, headbands, wristbands and socks must be completely white (allowing for one centimeter of trim). This also goes for sneakers and laces!

Undergarments that are visible under clothing were previously required to be completely white in case of transparency under sweaty clothes; however, in November 2022, an exception was made for female players.

The amendment states women can now "wear solid, mid/dark-colored undershorts provided they are no longer than their shorts or skirt." The rule was changed to make players who are having their period more comfortable during play.

Ahead of Wimbledon 2023, Gauff said the move will "relieve a lot of stress for me and other girls."

Spectators aren't confined to a strict dress code

Tim Clayton/Corbis via Getty

Princess Kate, Princess Charlotte, Prince George and Prince William of Wales in the Royal Box applaud the victory of Carlos Alcaraz during Wimbledon Championships in July 2023.

Though there is no rule about colors of clothing for spectators, many do choose to wear white since the tradition is what makes the prestigious tennis tournament so distinct.

While there isn't an enforced dress code, spectators should think "smart casual" when choosing an outfit. Women typically opt for sundresses or jumpsuits, while men usually sport their best summer suits and panama hats.

However, should you be so lucky to nab an invite to sit in one of the 80 velvet-covered seats in the Royal Box — alongside the likes of Princess Kate, her husband Prince William and their family — there is a strict dress code. According to the Wimbledon website, attendees are expected to dress "smart," with jackets and ties required for men and hats discouraged for women (as it can obstruct others' view).

There are no exceptions for celebrities, either! Formula 1 superstar Lewis Hamilton was denied entry into the Royal Box during Wimbledon 2023 because he wasn't wearing a suit and tie. A spokesman for Hamilton said he missed the men's final "due to an unfortunate misunderstanding of the dress code."

Players must wear grass court shoes

Since 1988, the Wimbledon Championships have been the only Grand Slam played on grass, another element that makes this tennis tournament notably distinct from the rest. Therefore, players must wear grass court shoes (reminiscent of cleat-like footwear).

Shoes, too, must adhere to the Grand Slam rules. In addition to being predominantly white, shoes with pimples around the outside of the toes are not permitted. Plus, foxing around the toes must be smooth.

Spectators must be quiet when players serve and rally

Karwai Tang/WireImage

Zawe Ashton and Tom Hiddleston watch Carlos Alcaraz vs Novak Djokovic in the Wimbledon Tennis Championships in July 2023.

As tempting as it may be to cheer on your favorite player as they're about to serve, spectators must refrain from shouting to avoid distracting the players. Once the point has been played, those in the stands can react, within reason.

"The use of any anti-social, aggressive, annoying (including but not limited to making excess noise on any court when a match is in play) or dangerous behavior, foul, abusive or racist language or obscene gestures" are a few "forbidden" guidelines listed in the Wimbledon Code of Conduct Guide.

Spectators should silence their phones near the court

To further reduce distractions, Wimbledon's official 2024 Ticket Holder Handbook lists cell phone rules attendees should abide by while watching matches. "Switch your phone to silent around the courts and please ensure your flash is disabled," it reads.

Players must abide by rules concerning on-court conduct

Robert Prange/Getty Elena Rybakina of Kazakhstan and Ons Jabeur of Tunisia shake hands at the net during the Wimbledon Championships in July 2022.

Just as ticket holders are to uphold a certain level of etiquette during matches, the players are expected to do the same. The All-England Club Lawn Tennis Club emphasizes good sportsmanship and respect for everyone involved in the Grand Slam.

"Players and their accredited support team members shall at all times conduct themselves in a sportsmanlike manner and give due regard to the authority of officials and the rights of opponents, spectators and others," it states.

Spectators should stay seated when game is in play

Out of respect for the players on the court and surrounding spectators, there are appropriate times when ticket holders should leave their seats during the tournament. According to the official Wimbledon 2024 handbook, spectators should "enter or leave a court at the change of ends or between matches."

Players are allowed to request a replay of a line call

Centre Court at The All England Tennis Club in Wimbledon, southwest London.

Hawk-Eye Live, optical line-calling technology introduced to aid in determining whether a ball is ruled in or out, is used at Wimbledon. "When mistakes are getting made in important moments, then obviously as a player you don't want that," Andy Murray told The New York Times.

Players have previously had the right to challenge a line call by requesting a review, though they had a limited number of calls each match. In 2025, line judges were replaced by electronic line calling, making challenging unnecessary, but players are still allowed to request a replay.

Selfie sticks and oversized hats are prohibited

The official Wimbledon website lists a number of prohibited items visitors must abide by when attending The Grounds. Among them include selfie sticks (or equivalents), oversized hats, wheeled footwear, clothing bearing political statements and large flags to name a few.

What is BYU's honor code? What to know as Jake Retzlaff considers transfer

 • What is BYU's honor code? What to know as Jake Retzlaff considers transfer

Ehsan Kassim, USA TODAY NETWORKJuly 1, 2025 at 6:02 AM

Quarterback Jake Retzlaff is facing a potential suspension for being found in violation of BYU's honor code.

Retzlaff plans to transfer from the Cougars' program — according to a report from ESPN — to avoid what would "likely" be a seven-game suspension from the university.

Retzlaff was accused of sexually assaulting a woman at his home, per a civil lawsuit filed in May. Retzlaff's lawyer, Mark Baute, denied the allegations. The woman who accused Retzlaff withdrew her civil suit on Monday, June 30, per ESPN.

REQUIRED READING: BYU QB Jake Retzlaff faces suspension, future uncertain after sexual assault civil suit

Regardless of the status of the suit, having sexual relations outside of marriage is against the BYU honor code — meaning Retzlaff would still be subject to punishment from the university for being found in violation.

Here's what you about the BYU honor code, and how it has affected athletes in the past:

What is BYU honor code?

The BYU honor code is a code of conduct to which all members of BYU — faculty, administration, staff and students — voluntarily adhere.

The university, sponsored by the Church of Jesus Christ of Latter-day Saints, mandates that associates of the university "conduct their lives in accordance with the principles of the gospel of Jesus Christ" and "strive to maintain the highest standards in their personal conduct regarding honor, integrity, morality, and consideration of others."

Per BYU, students must:

Maintain an Ecclesiastical Endorsement, including striving to deepen faith and maintain gospel standards

Be honest

Live a chaste and virtuous life, including abstaining from sexual relations outside marriage between a man and a woman. Living a chaste and virtuous life also includes abstaining from same-sex romantic behavior.

Abstain from alcoholic beverages, tobacco, tea, coffee, vaping, marijuana, and other substance abuse

Participate regularly in Church services

Respect others, including the avoidance of profane and vulgar language

Obey the law and follow campus policies, including the CES Dress and Grooming standards

Encourage others in their commitment to comply with the Honor Code and Dress and Grooming standards.

Notable BYU players who have violated honor code

In 2004, BYU officials dismissed or suspended four football players due to actions during an off-campus party, which included alcohol and extramarital sex. Two additional players were placed on probation.

Brandon Davies is another notable example found to be in violation of BYU's honor code. He was suspended in early March of his the 2010-11 men's basketball season for having premarital sex with his girlfriend. BYU was ranked No. 3 in the Coaches Poll at the time.

He was later reinstated by the team as a junior, and played two more seasons for the Cougars — seasons in which he was named to the All-West Coast Conference team. He went undrafted in the 2013 NBA Draft.

Running back Jamaal Williams was forced to sit out the 2015 college football season after an honor code violation in which he said he had a girl in his dorm room. Williams opted to stick with the Cougars rather than transfer and proceeded to become a fourth-round pick in the 2017 NFL Draft.

Retzlaff in 2024 guided BYU to an 11-2 record, including an Alamo Bowl victory over Colorado. He completed 57.9% of his passes for 2,947 yards, 20 touchdowns and 12 interceptions while also rushing for 417 yards and six touchdowns in his first season a full-time starter.

If you or someone you know has experienced sexual violence, RAINN's National Sexual Assault Hotline offers free, confidential, 24/7 support to survivors and their loved ones in English and Spanish at: 800.656.HOPE (4673) and Hotline.RAINN.org and en Español RAINN.org/es.

Nuggets-Nets trade grades: Denver gets flexibility, and Brooklyn conducts some excellent business

 • Nuggets-Nets trade grades: Denver gets flexibility, and Brooklyn conducts some excellent business

Morten Stig JensenJune 30, 2025 at 8:06 PM

The Denver Nuggets and Brooklyn Nets swung a deal just an hour after the opening bell of NBA free agency.

It's a simple one, but one with potentially huge future implications for both franchises.

Let's get into it.

Nets stay the course and do as planned

When you have millions upon millions of dollars in cap space, but have just started your rebuilding process, there's really only one smart thing to do with all that money.

Rent it out for draft picks.

That's exactly what the Nets did by shipping out Cam Johnson, who's earning $21 million this year, for Michael Porter Jr., who's earning $38.3 million.

The price for absorbing the extra $17.3 million this year?

A fully unprotected 2032 first-round selection, courtesy of the Nuggets, which has a good chance of being juicy as Nikola Jokić will be 37 by the time the pick conveys.

As for Porter, he won't just clog up their cap. He'll get a chance to play and put up numbers. Who knows? Perhaps the Nets can double-dip in 12 months and send his expiring deal of $40.8 million out for another long-term deal, potentially acquiring another pick along the way.

Good business by the Nets.

Grade: A

Cap flexibility coming to Colorado

As you can probably deduce, the Nuggets took back less money and a player of similar caliber to Porter in Johnson.

By clearing $17-plus million from their books, the Nuggets now find themselves with flexibility the next two years because they won't be flirting with the second apron.

They also accounted for Aaron Gordon's raise from $22.8 million this season to $31.9 million in 2026-27 and prepared for the extra cap hit.

The Denver Nuggets get significant flexibility by swapping Michael Porter Jr. for Cameron Johnson.-$40 million saved-They get under the luxury tax-They open up the $14.1 million mid-level-$16.8 million trade exceptionAnd more possibilities by getting under the first apron. pic.twitter.com/JYIeFDqQCH

— Yossi Gozlan (@YossiGozlan) June 30, 2025

Perhaps more importantly, Christian Braun is extension-eligible and will have a new contract in 12 months, which will be much richer than his current rookie-scale salary.

The Nuggets give up a pick seven years down the line for immediate cap assistance, and while that price was steep, this is a clear buy-in on the Jokić era and an attempt to prolong their competitive window.

Grade: B

Buoyed by the Supreme Court, Trump to press forward on firings and social agenda

 • Buoyed by the Supreme Court, Trump to press forward on firings and social agenda

Jeff Mason, Daniel Wiessner and Nate RaymondJuly 1, 2025 at 6:15 AM

By Jeff Mason, Daniel Wiessner and Nate Raymond

WASHINGTON (Reuters) -U.S. President Donald Trump's team is moving quickly to challenge injunctions that thwarted implementation of his policies on social issues and firing federal workers after the Supreme Court limited lower courts' powers to block them.

Friday's ruling was widely viewed as a victory for the president because it shifted power from the judicial to the executive branch. But Trump opponents said they still have legal options to impede his agenda.

One White House official told Reuters the administration was moving immediately to go back to the lower level courts to seek changes, citing layoffs at federal agencies driven by the Department of Government Efficiency (DOGE) as one example of a top priority that an injunction had blocked.

DOGE and government efficiency were "extremely important" to the president, the official added.

Since coming into office in January, Republican Trump has sought to remake American society by enacting reductions in the federal workforce, harsher immigration rules and funding cuts to programs he does not like in both the public and private sectors. Lower courts have stymied those efforts in a number of areas by issuing nationwide injunctions to block them.

The Supreme Court's ruling will largely put a stop to that practice, pleasing Trump.

During a press conference at the White House on Friday, the president listed overhauling birthright citizenship, ending funding for sanctuary cities, suspending resettlement of refugees and stopping taxpayer-funded surgeries related to gender transitions as his top goals after the Supreme Court's move.

"Thanks to this decision, we can now promptly file to proceed with numerous policies that have been wrongly enjoined on a nationwide basis," he said.

Strategists said they expected Trump to press forward with a right-leaning social agenda, including eliminating diversity, equity and inclusion programs and curbing care for transgender youth.

"I expect the White House to take advantage of this by being even more aggressive on the culture issues where they believe the public is strongly behind them: immigration, gender identity and DEI," said Carlos Curbelo, a Republican former U.S. congressman from Florida.

The Supreme Court on Friday granted the Trump administration's request to narrow the scope of three so-called "universal" injunctions issued by federal judges.

But Democratic state attorneys general and groups challenging Trump's efforts to slash spending, ramp up deportations and restrict treatment for transgender youth said that while the decision was a disappointment, it did not bar them from obtaining any nationwide ruling.

The ruling still allowed for nationwide injunctions in certain situations, including some class action cases brought on behalf of a group of people. It also allowed lower courts to strike down actions nationwide when they violate administrative law, which governs work by federal agencies.

Washington state Attorney General Nick Brown predicted the decision would have minimal impact on the various rulings Democratic-led states have already won in cases challenging Trump's agenda, saying "it's only been a small handful where we've asked and received nationwide injunctions."

Just hours after the Supreme Court ruled, lawyers in two different lawsuits challenging Trump's birthright citizenship order seized on that opening by seeking to have their cases treated as class actions covering children who would be denied citizenship if Trump's order took effect.

Initial reactions to the Supreme Court decision reflected a widespread misunderstanding of its scope, said Norman Eisen, a lawyer involved in challenges to several Trump policies, including the elimination of birthright citizenship.

"The court leaves a place for nationwide orders using other vehicles," Eisen said.

Others said the decision will deter "forum shopping," in which plaintiffs file lawsuits in courts where they believe a quick win is more likely, and allow more policies to be implemented even as they are challenged in court.

"Usually in these highly politicized lawsuits, someone wants relief instantly. That's no longer available," said Judd Stone, who as the solicitor general of Texas from 2021 to 2023 represented the Republican-led state in challenges to Biden administration policies. "It's a major, major paring back of universal relief."

Deep in the marshy wetlands of the Florida Everglades – less than 50 miles west of President Donald Trump's resort in Miami – sits the latest battleground in his administration's immigration enforcement efforts: A makeshift detention facility dubbed "Alligator Alcatraz."

In a matter of days, workers have transformed the Dade-Collier Training and Transition Airport from an 11,000-foot runway into a temporary tent city that Trump is expected to visit Tuesday.

When completed, it will house up to 5,000 migrants as they await deportation, officials told CNN.

"We had a request from the federal government to do it, and so 'Alligator Alcatraz' it is," Florida Gov. Ron DeSantis said at a news conference last week, adopting the nickname coined by his attorney general for the Everglades facility.

"Clearly from a security perspective, if someone escapes, there's a lot of alligators you're going to have to contend (with)," DeSantis said. "No one is going anywhere once you do that. It's as safe and secure as you can be."

But while Republicans are touting it as a "low cost" facility fortified by Mother Nature, the project has already sparked a backlash, not only from immigration rights activists and environmentalists but also members of the state's Indigenous community, who see the project as a threat to their sacred lands.

Here's what we know:

An Everglades 'Alcatraz'

Trump has long been enamored with the idea of reopening Alcatraz, the famed island prison just off the San Francisco Bay known for being virtually inescapable.

Now, Florida officials aim to open their own Alcatraz, at least temporarily.

An unassuming airstrip, once built to serve supersonic jets but quickly relegated to a training facility, thrummed with activity Monday as tractor trailers unloaded supplies and construction crews worked in the thick humidity to finish building the detention facility.

"Alligator-Alcatraz," according to the governor's office, is designed to be "completely self-contained." Migrants will be housed in repurposed FEMA trailers and "soft-sided temporary facilities," a Department of Homeland Security official told CNN.

The same tents are often used to house those displaced by natural disasters, like hurricanes, DeSantis' office said. Indeed, they will provide the only shelter from the elements, as temperatures soar into the 90s and powerful storms move across the Everglades.

State officials said they are developing evacuation plans for the facility in the event of severe weather, during what forecasters said may be a busy hurricane season.

The facility is expected to be able to house up to 5,000 beds, the DHS official said, at a cost of $245 a bed per day.

Utilities like water, sewage and power will be provided by mobile equipment, according to the governor's office.

During a tour of the site for Fox News last week, DeSantis pointed out a number of large portable air conditioning units he said will be used to cool structures on the site.

DeSantis stressed the facility is both temporary and necessary to alleviate burdens on the state's law enforcement agencies and jails, which have seen an influx in migrants amid the Trump administration's immigration crackdown.

The governor added he hopes the facility will be a "force multiplier" in the administration's increasing efforts to detain and deport undocumented migrants.

Immigrant rights activists decry 'dehumanizing' facility

"Alligator Alcatraz" is expected to cost $450 million to operate for a single year, according to one DHS official who told CNN Florida will front the costs of the facility and then "submit reimbursement requests" through FEMA and the Department of Homeland Security.

As of last week, more than 58,000 immigrants were in ICE custody, according to internal data obtained by CNN. Many are detained in local jails because ICE has funding to house an average of 41,000 people.

But arguments about capacity have done little to quell the backlash from local immigration rights advocates who have accused the DeSantis administration of creating a facility "engineered to enact suffering."

"We've been down this road before with Sheriff Joe Arpaio in Maricopa County in Arizona where he had a tent city," said Thomas Kennedy, a policy analyst for the Florida Immigrant Coalition.

"The fact that we're going to have 3,000 people detained in tents, in the Everglades, in the middle of the hot Florida summer, during hurricane season, this is a bad idea all around that needs to be opposed and stopped."

Democrats and other immigrant-rights activists have also decried the detention facility as "dehumanizing."

"It's like a theatricalization of cruelty," Maria Asuncion Bilbao, Florida campaign coordinator at the immigration advocacy group American Friends Service Committee, previously told The .

Kennedy said he's been angered by Florida's Attorney General James Uthmeier – who coined the phrase "Alligator Alcatraz" – boasting in a video posted to X "if people get out, there's not much waiting for them other than alligators and pythons." White House press secretary Karoline Leavitt similarly said at a White House press briefing Monday the alligators were "a deterrent for them to try to escape."

"When we talk about people as if they're vermin … The location, the manner in which it's done, the dehumanizing language … there's nothing about this detention camp that is not cruel and inhumane," he said.

DeSantis promises 'zero impact' on environment. Advocates are skeptical

When it first opened, the Dade-Collier airport, originally known as the Everglades Jetway, was meant to be five times the size of New York's JFK and an international hub for supersonic jets.

But today, it remains a little-used runway in the heart of the Everglades, only open during business hours. Environmental concerns have long hampered plans to expand the airport, as efforts to preserve the marshlands, which are a crucial source of freshwater for South Florida, have routinely clashed with business interests.

The Miami-Dade Aviation Department has used the runway as a training facility for years. But it changed last week when the DeSantis administration invoked the governor's emergency powers to combat "illegal immigration" to begin immediately building a detention facility on the site.

Construction is seen taking place at Dade-Collier Training and Transition Airport on June 30. - WSVN

The administration initially proposed purchasing the site from Miami-Dade County for $20 million. In a lengthy response to the proposal, reviewed by CNN, Mayor Daniella Levine Cava noted the figure was "significantly lower than the most recent appraisal" value of $190 million.

She also signaled concerns about the environmental impact of housing thousands of people so close to a key source of Florida's drinking water. Indeed, environmental advocacy groups appear to share her concerns, and several, including Friends of the Everglades, sued the DeSantis administration on Friday in an effort to halt the project.

At a news conference last week, the governor downplayed the lawsuit and touted his administration's efforts to restore the Everglades, saying the facility would have "zero impact" on the environment.

"I think people are just trying to use the Everglades as a pretext just for the fact that they oppose immigration enforcement," he said.

Tribal members are 'standing up for our home'

Betty Osceola stood at the gates of the Dade-Collier airport Monday and glared at the bustling construction site.

The environmental activist has been documenting the rapid construction of "Alligator Alcatraz" for her followers on social media, and she was among those protesting along Highway 41 last week as construction crews began making their way to the site.

But for Osceola, this fight in particular feels personal. She's a member of the Miccosukee Tribe of Indians of Florida, whose lands are adjacent to the airport and runway.

Osceola told CNN the temporary detention facility is being built on land sacred to her people, calling it an affront.

Betty Osceola, a Miccosukee tribe member, and Brad Keehn, from Ochopee, discuss the potential impact to the local ecosystem as a result of the incoming development of a new migrant detention center. - Ricardo Rolon/USA Today Network/Imagn Images

"When I first heard about it, I thought, 'Is this a joke?'" But then construction crews began arriving in droves less than 2 miles from her home.

"I was particularly upset when they said, 'Nobody lives out here, it's not going to inconvenience anybody,'" she said, adding she has relatives who live even closer to the site. "What about me? What about the tribe?"

Osceola, who is a prominent local environmental activist, said the governor's insistence that he has spent billions to protect the Everglades rings hollow after green-lighting a project which could threaten the delicate ecosystem of the area.

"Signing a bill or signing a check doesn't mean you understand anything," she said. "What's going to happen to all that sewage if a hurricane hits? … This is the drinking water aquifer for 8 million South Floridians, not just the Miccosukee Tribe.

"This is our ancestral territory. I come out here to pray. This is our home. We are standing up for our home."

DALLAS (AP) — Former Texas congressman Colin Allred launched another run for the U.S. Senate on Tuesday after the Democrat's challenge against Republican Sen. Ted Cruz last year broke records for spending but did not deliver his party the breakthrough it has sought for decades in the state.

This time, Allred is seeking the seat of Republican Sen. John Cornyn, who is facing a primary challenge from Texas Attorney General Ken Paxton in what is likely to be one of the GOP's most contentious contests in 2026.

Allred's announcement comes just seven months after he lost by nearly 9 percentage points to Cruz. That race was one of the most expensive in the country last cycle, with Democrats spending more than $130 million trying to unseat Cruz.

A former NFL linebacker and attorney, Allred is the first high-profile Democrat to declare himself a candidate in the race that Democrats see as their best shot next year at ending a 30-year drought in statewide elections in Texas. Another former Democratic congressman, Beto O'Rourke, who came within 3 percentage points of defeating Cruz in 2018, also hasn't ruled out a run.

In a video announcing his candidacy, Allred took aim at both Cornyn and Paxton and cast himself as a fighter for those struggling to get ahead.

"I get it. Real change might feel impossible," Allred said. "But I'm not giving up."

Allred tried to position himself as a moderate in last year's race and made protecting abortion rights a centerpiece of his campaign. His supporters included Texas women who had serious pregnancy complications after the state's abortion ban took effect.

But his campaign drew criticism early on from some Democrats who grew restless with Allred's strategy of not packing his schedule with raucous rallies or investing more in smaller corners of Texas, including cities along the border with Mexico.

In the end, Texas Democrats' streak of losses in statewide races continued while Republicans kept making gains along the predominately Hispanic border with Mexico, which had long been a Democratic stronghold.

Allred played four seasons in the NFL, all with the Tennessee Titans, after being undrafted out of Baylor University. He entered Congress after flipping a Republican district in Dallas in 2018.

Former astronaut Terry Virts also entered the U.S. Senate race as a Democratic candidate.

Looming over the GOP primary between Cornyn and Paxton is whether and when President Donald Trump will make an endorsement. In April, Trump praised both candidates and said he would make a decision later.

Dubai aims to beat the traffic with 2026 Joby air taxi liftoff

DUBAI (Reuters) -Dubai commuters may soon have a new way to skip traffic: air taxis.

Joby Aviation conducted the first test flight of its fully-electric air taxi in the emirate this week, a major milestone in the city's efforts to integrate airborne transport into existing mobility networks as early as next year.

Joby hopes its air-taxis will ease pressure on existing ground transportation and offer travelers a faster alternative as Dubai faces increasing congestion.

"We want to change the way people commute," Anthony Khoury, Joby's UAE General Manager, said.

A journey from Dubai's main airport DXB to Palm Jumeirah aboard the Joby Aerial Taxi will take roughly twelve minutes, the company predicts, as opposed to 45 minutes by car.

While Joby's long-term ambition is to make its aerial taxis "affordable for everybody to use," Khoury says, they acknowledge early pricing will likely target higher-income travelers. "As with any novel technology, early days might be a bit more premium."

The demonstration flight was held on Monday at an isolated desert site southeast of Dubai's downtown and was designed to emulate a typical aerial taxi journey, according to Joby Aviation officials.

In a ceremony attended by senior government officials, transport executives and company representatives, the experimental aircraft executed a vertical takeoff, flew for several miles, and then returned for a vertical landing.

The Joby Aerial Taxi, the flagship electric vertical take-off and landing (eVTOL) aircraft developed by the California-based company, can fly distances of up to 160 kilometers (100 miles) at speeds reaching 320km/hr (200mph).

Fully electric, with zero operating emissions, Joby's air-taxi is designed to be both eco-friendly and quiet enough for commercial use in dense urban areas.

"It will be flying in the city, next to residential areas, and hopefully people will barely notice it," Khoury said.

While eVTOLs such as Joby's have been hailed as the future of urban air the industry still faces major hurdles -- including securing regulatory approval and developing sufficient vertiport infrastructure.

Morgan Stanley downgraded Joby's stock price target from $10 to $7 in April, flagging near-term execution risks and broader aerospace industry concerns, including tariffs and supply-chain issues. Joby is currently trading at $10.55.

In early 2024, Joby signed a contract with Dubai's Roads and Transit Authority that awarded the company exclusive rights to operate aerial taxis in the city for the next six years.

The company plans to inaugurate the emirate's commercial air-taxi service in 2026, with four initial vertiports located at Dubai International Airport (DXB), Palm Jumeirah, Dubai Downtown and Dubai Marina.

"In aviation, you don't see transformations like this," said Didier Papadopoulos, Joby's President of Original Equipment Manufacturing.

"Every once in a while, you have this propulsive move into the future. What you're witnessing here is really exciting, and I'm excited for you to be riding this one point in the future."

In Praise Of Love (Orange Tree Theatre, Richmond) Verdict: Love stuck Rating: Letters From Max (Hampstead) Verdict: Tragic poetry Rating: Terence Rattigan brings out the Italian in me – which is strange as I don't have a single Latin gene in my body. Yet all his English emotional understatement leaves me aching for operatic outpourings. And his 1973 play, In Praise Of Love, is a prime example of his Anglo-Saxon reserve.
